Under the influence of economic forms or national policies, part of high-energy-consumption industries such as electroplating, steel, cement production, coal and the like face elimination or transformation, the electric charge recovery of the enterprises has higher risk, and from the perspective of power supply enterprises, the management and control of enterprises with high electric charge recovery risks must be enhanced, so that the enterprise loss is reduced; establishing a power marketing high-risk user management system architecture, wherein the power marketing high-risk user management system architecture is shown in fig. 2 and is used for managing power marketing payment high-risk users, and comprises power charge settlement high-risk user statistics, high-risk user inquiry, high-risk user early warning, high-risk user feedback, large-scale group user maintenance and the like; the system adopts two-level deployment, namely headquarter and province (city) fraction company, wherein the marketing business application provides user files for the province (city) fraction company; provincial (municipal) fraction companies support user electricity fee statistics and high risk user profile collection; the provincial (municipal) fraction company is responsible for collecting and storing the detailed data of the high-risk users, transmitting the detailed data to the headquarters by using a data copying technology, and supporting statistics, analysis and management of the headquarters on the high-risk users. The communication between headquarter and province (city) level branch company depends on the real-time communication function of enterprise service bus, and is responsible for transmitting a small part of data; the data transmission of headquarters and provincial (municipal) fraction companies adopts a data copying technology and a data conversion technology, so that the consistency of the data of the headquarters and the provincial (municipal) fraction companies is ensured; and processing headquarter data by adopting an ETL technology, converting the data into an analyzable structure, storing the analyzable structure in a database, and finally finishing data analysis processing by adopting a professional data analysis tool and outputting a corresponding result.
Further, the high risk user management module includes:
the high-risk user statistics module is responsible for counting the information such as the power consumption, the electricity fee and the like of high-risk users of all provinces (cities) of the fraction company; the provincial (municipal) fraction company determines the high-risk users in the district and transmits data to a headquarter, the headquarter performs statistical analysis on related information of the high-risk users according to the reported information such as the user electricity consumption, electricity fee and the like, the statistical analysis comprises electricity consumption summarization, electricity fee summarization, electricity consumption distribution, electricity consumption trend and the like, then performs multidimensional analysis according to industry, industry classification and the like of the users, stores analysis results in a database, provides information support for management layer decision, and can issue supervision and office work orders for the corresponding provincial (municipal) fraction company if the information of the high-risk users is in doubt after statistics;
the high risk user inquiry module is responsible for displaying the detailed information of the high risk users reported by the (city) fraction companies of each province; after uploading data, headquarter responsibility personnel check the information and risk coping strategy of each user, and directly communicate with responsible persons with objection to strategy so as to ensure the executable of the strategy; checking the high-electricity-charge risk user files and risk response strategy information reported by all provincial (municipal) companies according to query conditions of the provincial (municipal) companies, industry classification, business areas and the like;
the early warning supervision statistics module is responsible for counting, inquiring and displaying supervision work order processing states, feedback conditions and the like issued to the (city) fraction companies of each province; after issuing a supervision work order to a provincial (municipal) fraction company, the provincial (municipal) fraction company should timely make necessary explanation on related contents, process according to supervision comments in time, feed back completion conditions, estimated completion time and the like in the system; the headquarter uses the system to regularly count the distribution and processing conditions of supervision worksheets, compares the processing efficiency and effectiveness of the provincial (municipal) fraction companies, and pays important attention to the follow-up of the provincial (municipal) fraction companies which are low in processing efficiency and not timely;
and the large group user maintenance module is responsible for creating, changing and deleting large group users, the provincial (municipal) fraction company uploads the large group users with the electric charge collection risk and the user information belonging to the groups to the headquarters, the headquarters collect the large group user information with the electric charge collection risk, the user information is input into the system list, cascading relations are allowed to exist among different users, and after the headquarters complete maintenance, relevant information of the users is issued to the corresponding provincial (municipal) fraction company. The provincial (municipal) fraction company is only responsible for receiving information such as headquarter maintenance results, maintenance logs and the like, and has no authority to delete and change user information;
the early warning supervision work order feedback module is responsible for checking supervision work orders, filling in information such as supervision work order processing measures, processing progress and the like, and feeding back the information to a headquarter; after receiving the supervision work orders, the provincial (municipal) fraction companies firstly use the system to classify the supervision work orders, and if the supervision work orders are early-warning work orders, special persons are arranged to monitor users according to information provided in the work orders; if the work order is to be supervised, the measures are processed clearly according to the content of the work order, and information such as situation description, supervision results and the like is filled in timely and fed back to the headquarter;
the second-level group user management module is responsible for adding and deleting the related information of group users and other users in the jurisdiction and uploading the specific situation to a headquarter; after the electric power enterprise headquarters complete the maintenance of the user information of the large group through the system, provincial (municipal) branch companies should screen users with membership with the large group users in the local district in time and call out the detailed information of the users, and the association relationship is newly added in a system list; if the existing association no longer satisfies the association condition, the association condition is deleted from the system.
Further, the informationized auditing module performs authenticity and integrity auditing of the financial information credentials, including:
a locally deployed database is established, information is effectively collected, summarized and stored through a Saas mode, data support is carried out on financial informatization, and the data support plays a role in financial management work; remodelling management flow, establishing a financial business integrated mode and a quick and effective financial data feedback mechanism, uploading financial data from each accounting unit to a financial information platform, integrating, processing and analyzing the data by the information platform, establishing authority classification and financial database operation log and safe backup on functions such as information data inquiry, editing and the like, and preventing high risk matters such as financial data leakage, financial record tampering, financial file loss and the like; establishing a complete financial analysis system and a data decision system, providing timely, effective and comprehensive data for a management layer, and providing basis for decision making of the management layer; based on profit table, various financial and non-financial information is obtained through interview, investigation and other modes, abnormal signals are found on the basis of comprehensive analysis, and then the original credentials are checked according to the business chain, so that the authenticity of the financial information is finally judged.
The invention has the beneficial effects that: the intelligent electricity fee settlement system with the risk management and control function comprises a global cross-regional overall planning module, wherein overall electricity selling income data in a monitoring area are overall planned, and the risk of electricity fee recovery is reduced to the maximum extent and the in-transit time of funds is continuously shortened through global management construction; the fund account centralized management module is used for carrying out centralized management according to the characteristic of dispersion of the fund accounts of the traditional electric charges, uniformly opening accounts of banks and financial institutions, and carrying out fund storage of power grid enterprises by utilizing the accounts of the same industry deposit to the maximum extent; the informatization auditing module is used for auditing the authenticity and the integrity of the financial information evidence, improving the quality of the fund information, reducing the vulnerability risk, optimizing the independent mode of two sets of accounting of the financial and marketing of the traditional power grid enterprise and realizing the effective unification of the expense information; the information security guarantee module establishes a security prevention and control system at a key gateway by utilizing a modern network security technology, and coordinates the relation between a security management system and the operation efficiency of a platform; the intelligent electric charge settlement system with the risk management and control function ensures the accuracy and timeliness of electric charge settlement, reduces economic losses such as arrearage, misstatement and the like, and ensures normal operation of an electric company; meanwhile, through strengthening management of the power enterprises on the high-risk users who pay the electricity marketing fee, various risks are monitored, early-warned and processed in real time, efficient and stable operation of the electricity fee settlement system can be ensured, and accordingly reliability and quality of electricity supply are improved.

the business architecture overall module is used for carrying out full coverage of business varieties, full integration of settlement business, full penetration of settlement flow and full monitoring of settlement risk, and providing safe, quick, efficient and fair electric charge clearing and fund settlement service for various electric power market main bodies;
the settlement system is integrated with a unified settlement architecture mode in a modern two-stage market, is constructed in a layered deployment, mutual decoupling and modularized expansion mode, and is divided into 7 functional modules such as payment application, invoice management, settlement information sharing, electric charge settlement full-service flow, electric price library function, basic file management, query analysis statistics and the like;
the technical architecture overall module starts from 4 layers of a user layer, a display layer, an application function layer and a platform support layer, wherein the display layer takes a personal computer end as a unique core technology, and technologies of other layers are subjected to technology screening according to requirements or are subjected to additional expansion and supplement outside the technology;
the data architecture overall module is used for integrating basic data in the SG-186 marketing system, taking the data as a basis, and pushing bill data to the financial management system after settlement is completed; the total division application pushes the cross-regional and cross-provincial price scheme and settlement bill data to the provincial application through the enterprise service bus;

3. The intelligent electricity fee settlement system with risk management and control function as set forth in claim 1, wherein the fund account centralized management module includes:
the electric charge settlement service module establishes a new electric charge settlement service unit and an electric charge accounting unit, is in butt joint with other service works, performs electric charge bill checking work, and continuously optimizes an electric charge checking and collecting management method according to service development conditions;
the business process updating module is used for updating the business process, establishing a daily clearing and monthly electric charge settlement process for the electricity selling side, aiming at medium-long term transaction activities, carrying out electric quantity and electric charge clearing work in a medium-long term contract mode, and establishing different electric charge settlement systems for retail customers and wholesale customers;
the high-risk user management module is used for establishing a power marketing high-risk user management system architecture and managing power marketing payment high-risk users, and comprises power charge settlement high-risk user statistics, high-risk user inquiry, high-risk user early warning, high-risk user feedback, large-scale group user maintenance and the like.

the high risk user inquiry module is responsible for displaying the detailed information of the high risk users reported by the (city) fraction companies of each province; checking the high-electricity-charge risk user files and risk response strategy information reported by all provincial (municipal) companies according to query conditions of the provincial (municipal) companies, industry classification, business areas and the like;
