Abstract
本申请实施例提供一种小区切换方法和装置，第一网络设备进行小区切换决策，向第二网络设备和终端设备发送用于链路鉴权的信息，第一网络设备向终端设备发送第二切换命令，并从终端设备接收用于指示终端设备已做好切换准备的响应，第一网络设备向第二网络设备发送状态转换命令，第二网络设备根据状态转换命令向终端设备发送用于指示链路鉴权成功的第一消息，终端设备与第二网络设备进行关联。由第一网络设备进行小区切换判决，能够避免乒乓切换，并且由第一网络设备生成用于链路鉴权的鉴权信息，并将鉴权信息发送给第二网络设备和终端设备，节省了终端设备向第二网络设备发送鉴权信息的空口信令，进而也缩短了切换时的空口时延。
