When the water quantity in the movable water tank 1 is lower than a set value, the winch 2 controls the movable water tank 1 to move to the lower side of the water storage tank 5, and the power end of the first lever 8 is located on the movement path of the water storage tank 5, so that the movable water tank 1 gives a transverse force to the first lever 8, the first lever 8 is tilted, the second lever 9 is driven, and the resistance end of the second lever 9 applies an upward force to the vertical rod 10 to jack up the water shutoff ball 7.
