The invention provides an expressway ETC anti-fee-evasion system and a method, comprising a first processor and a second processor which can communicate with an ETC charging system; the first processor is connected with a first infrared detection device and a first ETC device detection system; the second processor is connected with a second infrared detection device and a second ETC device detection system; the first infrared detection device is used for detecting a vehicle entering an ETC channel at an entrance of a highway, and the second infrared detection device is used for detecting a vehicle entering an ETC channel at an exit of the highway; according to the invention, the license plate monitoring devices are arranged on the entrance ETC channel and the exit ETC channel of the expressway, and whether the barrier gate is opened or not is determined by judging whether the ETC device information read by the ETC device detection system is consistent with the license plate information shot by the snapshot system, so that double-layer prevention on the entrance barrier and the exit barrier is realized, and the problem of fee evasion after the vehicle is subjected to plate covering and license plate shielding is avoided.

The first ETC integrated system and the second ETC integrated system can be arranged into a first processor 16 and a second processor 17, and as can be understood, the processors have a data processing function, an image processing function and the like, and can realize the functions of data analysis, comparison, conversion and the like, and the image processing function can be realized by adopting the functions of the existing license plate number equipment; the processor may be implemented by prior art or conventional arrangements depending on the actual requirements and functions and will not be described in detail herein.
In this embodiment, in the entrance gate anti-fare-evasion system, the first infrared emitting device 1, the first infrared receiving device 2, the first ETC device detecting system 3, the first snapshot system 4, the first alarm system 5, and the first gate 6 are all connected to the first ETC integrated system 16, and the first ETC integrated system 16 is connected to the ETC charging system 18.
In this embodiment, in the exit gate anti-fare-evasion system, the second infrared emitting device 8, the second infrared receiving device 9, the second ETC device detecting system 10, the second snapshot system 11, the second alarm system 12, and the second gate 14 are all connected to the ETC integrated system 17, and the ETC integrated system 17 and the display system 13 are connected to the ETC charging system 18.
In this embodiment, for the entrance gate anti-fare evasion system, the vehicle enters the first ETC channel 7, triggers the first infrared transmitting device 1 and the first infrared receiving device 2, and then the first ETC device detection system 3 is started, reads the vehicle ETC device information, and uploads the first integrated system.

The second snapshot system 11 works to shoot the license plate information of the vehicle and uploads the license plate information to the second integrated system 17.
The second integrated system 17 determines whether the license plate information acquired by the second ETC device detection system 10 and the license plate information acquired by the second snapshot system 11 are consistent; if the vehicle b1 information is consistent with the vehicle b1 information, the vehicle b1 information is recorded by the integrated system (A2) and uploaded to the ETC charging system 18, and the ETC charging system 18 finishes charging for the vehicle; the display system 13 is started to display the charging amount, the second barrier gate 14 is started, and the handrail is lifted; if not, the second alarm system 12 is turned on and the lights and sounds are turned on.
