Abstract
The invention provides an expressway ETC anti-fee-evasion system and a method, comprising a first processor and a second processor which can communicate with an ETC charging system; the first processor is connected with a first infrared detection device and a first ETC device detection system; the second processor is connected with a second infrared detection device and a second ETC device detection system; the first infrared detection device is used for detecting a vehicle entering an ETC channel at an entrance of a highway, and the second infrared detection device is used for detecting a vehicle entering an ETC channel at an exit of the highway; according to the invention, the license plate monitoring devices are arranged on the entrance ETC channel and the exit ETC channel of the expressway, and whether the barrier gate is opened or not is determined by judging whether the ETC device information read by the ETC device detection system is consistent with the license plate information shot by the snapshot system, so that double-layer prevention on the entrance barrier and the exit barrier is realized, and the problem of fee evasion after the vehicle is subjected to plate covering and license plate shielding is avoided.

Technical Field
The invention belongs to the technical field of highway toll collection, and particularly relates to a highway ETC fee-evasion prevention system and method.
Background
Along with the deep development of the ETC toll collection operation mode adopted by the expressway, the problem of stealing and escaping the toll with the automobile occurs sometimes, so that the loss of the toll of the expressway is caused, and the popularization of the ETC toll collection mode is influenced to a certain extent. The highway ETC prevents fee evasion mainly shows that two vehicles that travel distance is close get into the ETC lane, and one of them car does not install on-vehicle ETC device or does not insert effectual bank card in the on-vehicle ETC device, and the ETC device detector of toll station detects and passes two cars simultaneously behind the on-vehicle ETC device, perhaps passes the front truck of not paying the fee, and blocks the rear truck of having paid fee.
The inventor finds that the conventional highway ETC fee-evasion prevention system only considers the fee evasion problem when the ETC channel is exported, does not verify vehicle information in two links of the entrance ETC channel and the exit ETC channel, cannot solve the fee evasion problem after a vehicle fake plate and the vehicle fake plate are blocked, and cannot fundamentally solve the highway ETC fee evasion problem; meanwhile, the existing highway ETC fee-evasion prevention system focuses on the problem of searching illegal vehicles after fee evasion facts are caused, and the problem of fee evasion and fee evasion is not solved fundamentally.

Further, the second processor is also connected with a second snapshot system, a second alarm system and a second barrier gate; the second infrared detection device, the second ETC device detection system the second snapshot system with the second banister sets gradually along the vehicle direction of leaving a station.

And further, judging whether the license plate information acquired by the snapshot system is shielded, if so, uploading the vehicle information to a traffic police system, starting a barrier gate, and intercepting the vehicle.
Further, the ETC charging system completes the charging of the vehicle; and the display system is started to display the charge amount.
Compared with the prior art, the invention has the beneficial effects that:
the invention sets license plate monitoring equipment on the entrance ETC channel and the exit ETC channel of the expressway, determines whether a barrier is opened or not by judging whether the ETC device information read by an ETC device detection system is consistent with the license plate information shot by a snapshot system, realizes double-layer prevention on an entrance barrier and an exit barrier, and avoids the problem that the vehicle escapes after being subjected to fake plate and license plate shielding; meanwhile, the infrared receiving device is arranged, so that license plate information recognition is started only after the vehicle enters the gateway, and the phenomenon that illegal vehicles crowd the gateway to escape when the vehicle is recognized and confirmed too early is avoided.

aiming at the problem that an effective solution to highway ETC anti-fee-evasion system and method is not available at present, the embodiment provides a highway ETC anti-fee-evasion system, and the ETC integrated system is used for judging whether vehicle ETC equipment information read by an ETC device detection system is consistent with license plate information shot by a snapshot system or not, so that uploading, charging, alarming, intercepting and releasing work of vehicle information is completed.
As shown in fig. 1 and 2, an expressway ETC anti-fee-evasion system includes an entrance gate anti-fee-evasion system and an exit gate anti-fee-evasion system; the entrance gate anti-fee-evasion system comprises a first infrared transmitting device 1, a first infrared receiving device 2, a first ETC device detecting system 3, a first snapshot system 4, a first alarm system 5, a first gate 6, an entrance ETC channel 7, a first ETC integrated system and an ETC charging system 18; the exit gate anti-fare evasion system comprises a second infrared transmitting device 8, a second infrared receiving device 9, a second ETC device detection system 10, a second snapshot system 11, a second alarm system 12, a display system 13, a second gate 14, an exit ETC channel 15, a second ETC integrated system and an ETC charging system 18.
The ETC device detection system and the ETC toll collection system may be implemented using an existing highway ETC toll collection device or system, and will not be described in detail herein.
The first ETC integrated system and the second ETC integrated system can be arranged into a first processor 16 and a second processor 17, and as can be understood, the processors have a data processing function, an image processing function and the like, and can realize the functions of data analysis, comparison, conversion and the like, and the image processing function can be realized by adopting the functions of the existing license plate number equipment; the processor may be implemented by prior art or conventional arrangements depending on the actual requirements and functions and will not be described in detail herein.
In this embodiment, in the entrance gate anti-fare-evasion system, the first infrared emitting device 1, the first infrared receiving device 2, the first ETC device detecting system 3, the first snapshot system 4, the first alarm system 5, and the first gate 6 are all connected to the first ETC integrated system 16, and the first ETC integrated system 16 is connected to the ETC charging system 18.
In this embodiment, in the exit gate anti-fare-evasion system, the second infrared emitting device 8, the second infrared receiving device 9, the second ETC device detecting system 10, the second snapshot system 11, the second alarm system 12, and the second gate 14 are all connected to the ETC integrated system 17, and the ETC integrated system 17 and the display system 13 are connected to the ETC charging system 18.
In this embodiment, for the entrance gate anti-fare evasion system, the vehicle enters the first ETC channel 7, triggers the first infrared transmitting device 1 and the first infrared receiving device 2, and then the first ETC device detection system 3 is started, reads the vehicle ETC device information, and uploads the first integrated system.
In this embodiment, the first snapshot system 4 works to shoot the license plate information of the vehicle and upload the license plate information to the first integrated system.
The first integrated system judges whether the license plate information acquired by the first ETC device detection system 3 and the license plate information acquired by the first snapshot system 4 are consistent; if the vehicle information is consistent with the vehicle information, the vehicle information is recorded by the first integrated system and uploaded to the ETC charging system 18, the first barrier gate 6 is started, and the handrail is lifted; if the two signals are inconsistent, the first alarm system 5 is turned on, and the light and the sound are turned on.
In this embodiment, whether license plate information acquired by the first snapshot system 4 is blocked is judged, if yes, the first integrated system uploads the vehicle information to a traffic alarm system, and the first barrier 6 is started to intercept the vehicle; if the vehicle is not shielded, the first barrier gate 6 is started to intercept the vehicle, as shown in fig. 3.
In this example, the traffic police system employs existing traffic police department systems or platforms, which are not described in detail herein.
In this embodiment, as shown in fig. 4, for the exit gate anti-fare evasion system, a vehicle enters the second ETC channel 15, the second infrared transmitting device 8 and the second infrared receiving device 9 are triggered, and then the second ETC device detection system 10 is started, reads the vehicle ETC device information, and uploads the vehicle ETC device information to the second integrated system 17.
The second snapshot system 11 works to shoot the license plate information of the vehicle and uploads the license plate information to the second integrated system 17.
The second integrated system 17 determines whether the license plate information acquired by the second ETC device detection system 10 and the license plate information acquired by the second snapshot system 11 are consistent; if the vehicle b1 information is consistent with the vehicle b1 information, the vehicle b1 information is recorded by the integrated system (A2) and uploaded to the ETC charging system 18, and the ETC charging system 18 finishes charging for the vehicle; the display system 13 is started to display the charging amount, the second barrier gate 14 is started, and the handrail is lifted; if not, the second alarm system 12 is turned on and the lights and sounds are turned on.
In this embodiment, it is determined whether license plate information acquired by the second snapshot system 11 is blocked, if so, the second integrated system 17 uploads the vehicle information to the traffic alarm system, and the second barrier 14 is started to intercept the vehicle; if the vehicle is not shielded, the second barrier 14 is started to intercept the vehicle.
By the embodiment, the problem that the toll evasion prevention of the ETC on the highway cannot be effectively solved at present is effectively solved; the running efficiency of the ETC charging system is improved; economic loss brought to highway owners and troubles brought to other vehicles due to ETC fee evasion are reduced, and the confidence of popularizing an ETC charging mode is enhanced; the system can effectively reduce the phenomenon that a vehicle owner shields the license plate.
In other embodiments, the infrared emitting device and the infrared receiving device can be replaced by a laser emitter and a laser detector.
Example 2:
this embodiment provides a highway ETC fee-evasion prevention method, which adopts the highway ETC fee-evasion prevention system according to the first aspect, including:
the vehicle triggers the infrared detection device, and the ETC device detection system starts when the infrared detection device detects a vehicle signal, reads vehicle ETC equipment information and uploads the vehicle ETC equipment information to the processor;
the snapshot system works to shoot the license plate information of the vehicle and upload the license plate information to the processor;
judging whether license plate information acquired by the ETC device detection system and the snapshot system is consistent, if so, recording vehicle information by the processor, uploading the vehicle information to the ETC charging system, starting a barrier gate and lifting a handrail; if not, the alarm system is turned on.
And further, judging whether the license plate information acquired by the snapshot system is shielded, if so, uploading the vehicle information to a traffic police system, starting a barrier gate, and intercepting the vehicle.
Further, the ETC charging system completes the charging of the vehicle; and the display system is started to display the charge amount.

the first processor is connected with a first infrared detection device and a first ETC device detection system; the second processor is connected with a second infrared detection device and a second ETC device detection system;
the first infrared detection device is used for detecting a vehicle entering an expressway entrance ETC channel, and the second infrared detection device is used for detecting a vehicle entering an expressway exit ETC channel.
2. A highway ETC fee-evasion prevention system according to claim 1 wherein said first infrared detection device includes a first infrared emitting device and a first infrared receiving device.
3. A highway ETC fee-evasion prevention system according to claim 1 wherein said second infrared detection device includes a second infrared emitting device and a second infrared receiving device.
4. The highway ETC anti-fee-evasion system according to claim 1, wherein the first processor is further connected with a first snapshot system, a first alarm system and a first barrier; the first infrared detection device, the first ETC device detection system, the first snapshot system and the first brake are sequentially arranged along the vehicle station entering direction.

The highway ETC anti-fee-evasion system according to claim 1, wherein a second snapshot system, a second alarm system and a second barrier are further connected to the second processor; the second infrared detection device, the second ETC device detection system the second snapshot system with the second banister sets gradually along the vehicle direction of leaving a station.
6. A highway ETC fee-evasion prevention system according to claim 1 wherein said first processor is further connected to a first alarm system and said second processor is further connected to a second alarm system.
7. A highway ETC anti-fee-evasion system according to claim 1 wherein a display system is further connected to said second processor.
8. A highway ETC fee-evasion prevention method using the highway ETC fee-evasion prevention system according to any one of claims 1 to 7, comprising:
the vehicle triggers the infrared detection device, and the ETC device detection system starts when the infrared detection device detects a vehicle signal, reads vehicle ETC equipment information and uploads the vehicle ETC equipment information to the processor;
the snapshot system works to shoot the license plate information of the vehicle and upload the license plate information to the processor;
judging whether license plate information acquired by the ETC device detection system and the snapshot system is consistent, if so, recording vehicle information by the processor, uploading the vehicle information to the ETC charging system, starting a barrier gate and lifting a handrail; if not, the alarm system is turned on.
9. The ETC fee-evasion prevention method for the expressway according to claim 8, wherein whether license plate information acquired by the snapshot system is blocked or not is judged, and if the license plate information is blocked, the vehicle information is uploaded to a traffic police system, a barrier gate is started, and vehicles are intercepted.
