When a user does not need to rotate the window frame 3, the hand wheel 433 is dragged towards the side far away from the worm 432, so that the adsorption magnet 4344 and the support magnet 4345 are separated from each other, meanwhile, the spring 4343 drives the hand wheel 433 to move towards the side far away from the worm 432 under the action of elastic potential energy, the hand wheel 433 drives the control rod 4341 to move, the control rod 4341 can drive the connecting block 4342 to be separated from the connecting hole 4322, and therefore, even if the user mistakenly touches the hand wheel 433, the hand wheel 433 only idles, and the worm 432 is not driven to rotate, and therefore the safety and stability of the rotating mechanism 4 are improved.
