一种显示面板及显示装置，显示面板包括：衬底基板(10)；第一电极；第二电极；有机发光功能层；行扫描驱动电路(11)，位于周边区域(B)内；第一平坦层(12)，位于行扫描驱动电路(11)背离衬底基板(10)的一侧；固定电位信号线(13)，位于周边区域(B)内；固定电位信号线(13)包括：第一导电部(131)，以及第二导电部(132)；第二导电部(132)位于第一平坦层(12)背离衬底基板(10)的一侧，第二导电部(132)在衬底基板(10)上的正投影与行扫描驱动电路(11)在衬底基板(10)上的正投影具有交叠区域；第二导电部(132)包括多个第一通孔(V1)；导电连接层(14)，位于第二导电部(132)背离衬底基板(10)的一侧，且导电连接层(14)与第一电极同层设置；导电连接层(14)与第二导电部(132)至少在第二导电部(132)与行扫描驱动电路(11)之间的交叠区域内直接接触。
