9. The method as claimed in claim 8, wherein the quantitative index includes a primary quantitative index, a secondary quantitative index and a tertiary quantitative index.

The method as claimed in claim 9, wherein the first level qualitative index is set to 1, the second level qualitative index is set to 2, the third level qualitative index is set to 2, the first level quantitative index is set to 7, the second level quantitative index is set to 24, and the third level quantitative index is set to 59.
