本申请提供一种通信方法及装置,能够提高随机接入的成功率和可靠性,且可以降低终端功耗,可应用于4G系统、5G系统中。该方法包括:第一网络设备,如服务基站,可以获取第一终端的第一随机接入前导在第一网络设备的相邻网络设备,如第二网络设备的第一检测结果,并基于第一检测结果,确定是否接受第一终端发起的随机接入请求;若是,则向第一终端发送第一随机接入响应。
