本申请提供一种无线通信方法、装置和通信设备,包括:网络设备向终端设备发送第一信息,所述第一信息用于指示第一时隙上配置的物理上行控制信道PUCCH资源,所述第一时隙包括多个子时隙,所述第一信息包括所述PUCCH资源相对于所述子时隙边界的起始偏移量。本申请实施例提供的方法,由于第一信息指示的是第一时隙上的PUCCH资源,而PUCCH资源是承载于RRC信令中的,因此,可以节省RRC信令的开销。同时,由于第一信息包括的PUCCH资源是相对于一个子时隙边界的起始偏移量,即终端设备可以基于相对于子时隙边界的起始偏移量来确定至少一个子时隙的合适的PUCCH资源,从而可以保证PUCCH资源配置的灵活性。
