When the rubber ring is grooved by the blanking cutter 63, the discharging barrel 45 rotates and also drives the contact rod 104 to rotate, the contact rod 104 rotates to be in contact with the contact plate 103, the contact rod 104 enables the shifting plate 101 to move left and right through the third reset spring 102, the shifting plate 101 moves left and right to clean up chips on the blanking cutter 63, after the rubber ring is grooved, the discharging barrel 45 stops driving the contact rod 104 to rotate, the shifting plate 101 also stops moving left and right, and therefore the chips can be prevented from being wound on the blanking cutter 63 and affecting subsequent grooving.
