When the device is not needed, the hook plate 93 is pulled to move upwards for a certain distance, the hook plate 93 is pulled to swing rightwards to hook the driving plate 65 to limit the driving plate, and similarly, when the device is needed, the hook plate 93 is pulled to move leftwards to reset. Thus, the driving plate 65 is prevented from being erroneously touched to move without using the device.
When the rubber ring is grooved by the cutter 63, the discharging barrel 45 rotates to drive the contact rod 104 to rotate, the contact rod 104 rotates to contact with the contact plate 103, the contact rod 104 enables the material stirring plate 101 to move left and right through the third reset spring 102, the material stirring plate 101 moves left and right to clean scraps on the cutter 63, after the rubber ring is grooved, the discharging barrel 45 stops driving the contact rod 104 to rotate, and the material stirring plate 101 also stops moving left and right, so that scraps can be prevented from being wound on the cutter 63 to influence subsequent grooving.
