The primary social security card information in the embodiment of the invention refers to information directly acquired from a public security database; the social security card application personnel can make advance appointment on the internet and can also make on-site appointment on the internet, the name and the identity card number need to be filled in during the on-line appointment, and the identity card can be directly swiped for making appointment during the on-site appointment; the method comprises the steps that the contents of social security card information pre-applied by social security card claimants are consistent with the contents of primary information of the social security card, the only difference is that no social security card photo exists in the social security card information pre-applied by the social security card claimants, the social security card claimants need to select, and the photo in the primary information of the social security card is the identity card photo by default; the photos that the image recognition module 18 can recognize include paper photos and electronic photos; the living fingerprint identification module 12 is provided with a heart rate detection unit for detecting the primary information of the social security card of the person who puts into the fingerprint identification area.
