By adopting the technical scheme provided by the embodiment of the invention, the port cargo data of the local port is accessed, and if the port cargo data is inconsistent with the data reported by the ship entering and leaving the port, the ship is classified as a distrusted ship and is counted into a credit investigation system of a maritime department.
After the ship enters and exits the port report, the ship cannot be recorded in the voyage log. By adopting the technical scheme provided by the embodiment of the invention, the data is shared with the maritime law enforcement system, and the ship report data in a period of time is pushed to the maritime law enforcement terminal, so that the verification work of maritime law enforcement personnel during boarding check is facilitated.
The ship-borne Automatic Identification System (AIS) cannot be always kept in a normal working state, and the ship information is inaccurate. By adopting the technical scheme provided by the embodiment of the invention, whether the AIS equipment is started by the passing ship or not is judged by setting a video snapshot mode at the key point position and combining the currently identified AIS signal.
Therefore, according to the technical scheme provided by the embodiment of the invention, the positioning problem of the ship entering and exiting the port is effectively solved in a mode of combining video snapshot with AIS signals, the ship is prevented from entering and exiting the port privately, and the behavior of submitting the ship report out of regulations is effectively attacked. And (4) recording ships and shipowners which violate the ship report and submit the regulations into a blacklist of the maritime credit investigation system, and reserving an interface for docking with a national credit investigation platform in the future. And the internal and maritime law enforcement departments and the external and port management departments share data, so that the navigation order of port ships can be comprehensively regulated and normalized, and the existing management defects can be made up.
Corresponding to the above method embodiment, the embodiment of the present invention further provides a ship monitoring device, and the ship monitoring device described below and the ship monitoring method described above may be referred to correspondingly.
Referring to fig. 3, the apparatus includes the following modules:
the video monitoring module 101 is used for carrying out video snapshot detection on the monitored area and determining a target ship passing through the monitored area and the current port entering and exiting record of the target ship;
the AIS monitoring module 102 is used for judging whether the target ship starts AIS equipment or not by using the AIS signals;
the message pushing module 103 is configured to send a boarding check notification to the law enforcement terminal by using an ETL tool when the AIS device is not turned on by the target ship or when the AIS device is turned on by the target ship and the latest ship entry and exit report submitted by the target ship is not matched with the current entry and exit record.
By applying the device provided by the embodiment of the invention, video snapshot detection is carried out on the monitored area, and the target ship passing through the monitored area and the current port entering and exiting record of the target ship are determined; judging whether the target ship starts AIS equipment or not by using the AIS signal; if so, under the condition that the latest ship entry and exit report submitted by the target ship is not matched with the current entry and exit record, sending a boarding check notice to a law enforcement terminal by utilizing an ETL tool; if not, the step of sending a check-on-board notification to the law enforcement terminal using the ETL tool is performed.
In the device, by combining a video snapshot detection technology and an AIS signal, the entry and exit records of the ship can be detected and obtained under the condition that the AIS equipment is not started by the ship; and the ship port entering and exiting report can be effectively detected based on the ship port entering and exiting record. Based on the video snapshot detection technique and the AIS signals, it is also possible to send a check-on-board notification to law enforcement by using the ETL tool in case it is determined that the target vessel is suspicious. Therefore, ships can be effectively supervised and controlled from multiple dimensions, so that the maritime department can timely and accurately master the conditions of ships entering and leaving the port in the jurisdiction, better develop navigation service and traffic organization service, effectively standardize navigation order and improve the efficiency of ship operation and port and wharf turnover.
In a specific embodiment of the present invention, the message pushing module 103 is specifically configured to determine whether the port entry and exit time recorded in the port entry and exit this time is consistent with the port entry and exit time and/or the report delivery time reported by the ship; if not, determining that the ship entry and exit report is not matched with the entry and exit record of the time, and sending a boarding check notice to the law enforcement terminal by utilizing an ETL tool.
In an embodiment of the present invention, the message pushing module 103 is further configured to, after the target ship passes through the monitoring area, if a ship entry and exit report submitted by the target ship is not received, execute a step of sending a boarding check notification to the law enforcement terminal by using an ETL tool.
In one embodiment of the present invention, the apparatus further comprises:
the report receiving and processing module is used for receiving a first ship port entering and exiting report sent by a first ship and determining a port entering and exiting time range corresponding to the first ship port entering and exiting report;
and the ship-losing-credit determining module is used for determining the first ship as a ship losing credit if the first ship is not detected to pass through the monitoring area within the time range of port entrance and port exit.
In one embodiment of the present invention, the method further comprises:
the port cargo data checking and processing module is used for acquiring port cargo data of a local port after receiving a first ship entry and exit report sent by a first ship; judging whether the port entering and exiting report of the first ship is matched with port cargo data; if not, the first ship is determined to be a distrusted ship.
In one embodiment of the present invention, the method further comprises:
the system comprises a navigation log supervision module, a first ship port entering and exiting report sending by a first ship and a second ship port entering and exiting report sending by the first ship, and a navigation log of the first ship; and under the condition that information corresponding to the first ship port entering and exiting report is not recorded in the navigation log, the first ship port entering and exiting report is sent to the law enforcement terminal.
Corresponding to the above method embodiment, the embodiment of the present invention further provides an electronic device, and the electronic device described below and the ship monitoring method described above may be referred to correspondingly.
Referring to fig. 4, the electronic device includes:
a memory 332 for storing a computer program;
a processor 322 for implementing the steps of the ship monitoring method of the above-described method embodiments when executing the computer program.
Specifically, referring to fig. 5, fig. 5 is a schematic structural diagram of an electronic device provided in this embodiment, which may generate relatively large differences due to different configurations or performances, and may include one or more processors (CPUs) 322 (e.g., one or more processors) and a memory 332, where the memory 332 stores one or more computer applications 342 or data 344. Memory 332 may be, among other things, transient or persistent storage. The program stored in memory 332 may include one or more modules (not shown), each of which may include a sequence of instructions operating on a data processing device. Still further, the central processor 322 may be configured to communicate with the memory 332 to execute a series of instruction operations in the memory 332 on the electronic device 301.
The electronic device 301 may also include one or more power sources 326, one or more wired or wireless network interfaces 350, one or more input-output interfaces 358, and/or one or more operating systems 341.
The steps in the ship monitoring method described above may be implemented by the structure of an electronic device.
Corresponding to the above method embodiment, the embodiment of the present invention further provides a readable storage medium, and a readable storage medium described below and a ship monitoring method described above may be referred to correspondingly.
A readable storage medium, on which a computer program is stored, which, when being executed by a processor, carries out the steps of the vessel monitoring method of the above-mentioned method embodiment.
The readable storage medium may be a usb disk, a removable hard disk, a Read-Only Memory (ROM), a Random Access Memory (RAM), a magnetic disk or an optical disk, and various other readable storage media capable of storing program codes.
Those of skill would further appreciate that the various illustrative components and algorithm steps described in connection with the embodiments disclosed herein may be implemented as electronic hardware, computer software, or combinations of both, and that the various illustrative components and steps have been described above generally in terms of their functionality in order to clearly illustrate this interchangeability of hardware and software. Whether such functionality is implemented as hardware or software depends upon the particular application and design constraints imposed on the implementation. Skilled artisans may implement the described functionality in varying ways for each particular application, but such implementation decisions should not be interpreted as causing a departure from the scope of the present invention.

Claims (10)

1. A method of vessel surveillance, comprising:
carrying out video snapshot detection on a monitored area, and determining a target ship passing through the monitored area and the current port entering and exiting record of the target ship;
judging whether the target ship starts AIS equipment or not by using the AIS signal;
if so, under the condition that the latest ship entry and exit report submitted by the target ship is not matched with the current entry and exit record, sending a boarding check notice to a law enforcement terminal by utilizing an ETL tool;
if not, executing the step of sending a boarding check notice to the law enforcement terminal by utilizing the ETL tool.
2. The ship monitoring method according to claim 1, wherein in case that the latest ship entry and exit report submitted by the target ship does not match the current entry and exit record, sending a boarding check notification to a law enforcement terminal by using an ETL tool comprises:
judging whether the port entering and exiting record is consistent with the port entering and exiting time and/or the report submitting time reported by the ship entering and exiting the port;
and if not, determining that the ship entering and exiting port report is not matched with the entering and exiting port record, and sending the boarding check notice to the law enforcement terminal by using the ETL tool.
3. The ship monitoring method according to claim 1, further comprising, after checking that the target ship passes through the monitoring area:
and if the ship entering and exiting port report submitted by the target ship is not received, the step of sending a boarding check notice to a law enforcement terminal by utilizing an ETL tool is executed.
4. The ship monitoring method according to any one of claims 1 to 3, further comprising:
receiving a first ship port entering and exiting report sent by a first ship, and determining a port entering and exiting time range corresponding to the first ship port entering and exiting report;
and if the first ship is not detected to pass through the monitoring area within the time range of port entering and exiting, determining the first ship as a distrusted ship.
5. The method of claim 4, further comprising, after receiving the first ship inbound and outbound report sent by the first ship:
acquiring port cargo data of a local port;
judging whether the port entering and exiting report of the first ship is matched with the port cargo data;
and if not, determining the first ship as a distrusted ship.
6. The method of claim 4, wherein receiving the first ship inbound and outbound report from the first ship further comprises:
acquiring a navigation log of the first ship;
and under the condition that information corresponding to the first ship port entering and exiting report is not recorded in the navigation log, sending the first ship port entering and exiting report to the law enforcement terminal.
7. A ship monitoring device, comprising:
the video monitoring module is used for carrying out video snapshot detection on a monitored area, and determining a target ship passing through the monitored area and the current port entering and exiting record of the target ship;
the AIS monitoring module is used for judging whether the target ship starts AIS equipment or not by using AIS signals;
and the message pushing module is used for sending a boarding check notice to a law enforcement terminal by utilizing an ETL tool under the condition that the AIS equipment is not opened by the target ship or the target ship opens the AIS equipment and the latest ship entry and exit report submitted by the target ship is not matched with the current entry and exit record.
8. The marine vessel monitoring device of claim 7, further comprising:
the report receiving and processing module is used for receiving a first ship port entering and exiting report sent by a first ship and determining a port entering and exiting time range corresponding to the first ship port entering and exiting report;
and the ship-losing-credit determining module is used for determining the first ship as a ship losing credit if the first ship is not detected to pass through the monitoring area within the time range of port entry and exit.
9. An electronic device, comprising:
a memory for storing a computer program;
a processor for implementing the steps of the vessel monitoring method according to any one of claims 1 to 6 when executing the computer program.
10. A readable storage medium, having stored thereon a computer program which, when being executed by a processor, carries out the steps of the vessel monitoring method according to any one of claims 1 to 6.
