The integrated supervision and call center system is based on CTI technology, makes full use of multiple integrated functions of communication network and computer network, and is combined with application systems of various logistics services of enterprises to form an integrated information service system, so that the visual management of the logistics services can be realized, and the centralized management and sharing of information resources in the enterprises can be realized.

The external support platform provides a uniform and efficient visual service interface for each participating subject, so that enterprise-level cooperative work and service, and effective information cooperation and information sharing among dynamic alliances are realized.
1.3 Business application layer
According to the demand of petrochemical logistics business, the land transportation management system is established by combining the demand of platform service, the demand supply information is shared, and information management is carried out on the land transportation related transportation business of the petrochemical, so that the transportation service efficiency is improved, the transportation cost is reduced, and the transportation safety is ensured. The vehicle and cargo tracking management module mainly realizes the tracking and query of a cargo source side or a carrier on the cargo state, and displays the position and the transportation track of the cargo by combining a map.

(5) Transportation information monitoring
The transportation information monitoring module feeds back road network information through a GPS system networking management terminal, monitors the running condition of the vehicle in real time, finds overspeed alarm, illegal parking alarm, border crossing alarm, active alarm, warehouse station arrival prompt, heavy and light vehicle state and the like in time, checks vehicle track playback and parking report forms to check the violation condition of the vehicle, and can effectively improve the supervision capability of the vehicle.
(6) Personnel supervision
The personnel supervision module is mainly used for supervising petrochemical transportation vehicle drivers, escort personnel and field operation personnel, realizes the functions of collecting and storing supervision object information, including basic information such as personnel quality, working qualification and working experience and business information such as working state and working capacity, and ensures transportation safety.
2.2 Multi-type intermodal management submodule
The multi-type combined transportation management system has the core of fully integrating and utilizing information, mainly from the perspective of transportation chains, fully utilizes the transportation advantages of roads, water paths and railways, integrates the information of all participants involved in all the transportation chains, enables the participants to accurately obtain the information, completes transportation tasks in a coordinated manner, and realizes the optimization of the whole-course transportation of petrochemical products.
(1) Intermodal document management
The intermodal document management module mainly manages a multi-type intermodal document, wherein the multi-type intermodal document is a certification that an international cargo multi-type intermodal contract and a multi-type intermodal operator take over and pay the cargo according to contract terms.
(2) Port system management
The port system management module is mainly connected with marine and inland river transportation port information systems, shares water transportation flight information and simultaneously realizes the system management of port intermodal service.
(3) Railway system management
The railway system management module is mainly used for connecting a railway bureau and an information system of a local railway company, sharing railway train information and realizing the system management of the railway station combined transportation service.
(4) Highway system management
The highway system management module is mainly used for managing highway transportation lines and intermodal vehicle information and realizing management of a highway-water intermodal transportation and highway-railway intermodal transportation handover system.
(5) Intermodal plan management
The intermodal plan management module is mainly used for comprehensively planning transportation modes, different targets or comprehensive minimum values such as minimum cost, minimum time consumption and the like are achieved according to different targets, an optimal intermodal scheme is achieved, and transportation cost is reduced.
(6) Intermodal process management
The intermodal process management module is mainly used for managing the intermodal state of the petrochemical products, ensuring the transportation safety and reliability, and simultaneously enabling a user to track and check the cargo information in real time through the multi-type intermodal documents.
2.3 Logistics enterprise collaborative management submodule
The logistics enterprise collaborative management system is mainly used for carrying out record management on dangerous goods vehicles and managing local and foreign petrochemical product transportation enterprises, and comprises four modules of enterprise record management, vehicle record management, logistics enterprise alliance management and logistics enterprise collaborative management.
(1) Enterprise record management
The enterprise record management module is mainly used for managing petrochemical logistics enterprises entering the park, recording basic information of the enterprises, including the transportation quality and the transportation capacity resources of the petrochemical of the enterprises, and guaranteeing safe transportation of the petrochemical.
(2) Vehicle record management
The vehicle record management module is mainly used for carrying out centralized record management on dangerous vehicles operated in the park, and the safe operation of the cut-off petrochemical logistics trading base is guaranteed on the basis of a dangerous vehicle management record center.
(3) Logistics enterprise alliance management
And integrating third-party petrochemical logistics service providers in the society, and forming an organic whole by self vehicles and social vehicles through a logistics enterprise alliance management module management alliance mechanism to develop strategic alliance partners.
(4) Logistics enterprise collaboration management
The logistics enterprise cooperation management module is mainly used for carrying out cooperation management on petrochemical logistics union enterprises, comprehensively exerting the transport capacity, the transportation quality and the advantages of employees of union enterprises entering a park, cooperatively managing third-party logistics enterprises and effectively distributing logistics tasks.

The supply chain financial service system mainly manages related enterprise financial services in the petrochemical transportation process, and effectively organizes and regulates the activity of monetary funds in the logistics field by applying and developing various financial products.

The basic information management module is mainly used for managing the relevant basic information of petrochemical logistics finance, including business qualification, fixed assets, mobile funds and the like, maintaining the basic information of a cooperative financial institution and keeping the symmetry of the business information.
(2) Financing lease management
The financing lease management module mainly carries out informatization management on the developed vehicle financing lease service, relieves the fund pressure of a client by developing the financing lease service of equipment and vehicles, meets the personalized requirements of the client (lessee) intention, and vigorously develops equipment lease and dispensing service.
(3) Customer-replacement settlement management
The customer-substituting settlement management module is mainly used for carrying out informationized management on the developed petrochemical transaction customer-substituting settlement service, and after the petrochemical transportation service is finished, the transaction center carries out unified settlement management, including modes of collecting payment and fund payment.
(4) Joint insurance financing management
The joint insurance financing management module mainly carries out informatization management on the developed joint insurance financing business of the logistics enterprises, provides short-term financing business for the logistics enterprises which are familiar with each other and voluntarily form a joint insurance body, and provides joint responsibility guarantee for the members of the joint insurance body to give credit to other members.
2.5 vehicle and goods information service submodule
The vehicle and cargo information service system collects various information of transport petrochemicals, transport vehicles and transport road networks into a system database for comprehensive management, builds a unified information exchange system by integrating and collecting various freight related information, organizes effective data butt joint, and realizes real-time tracking of freight information.
(1) Traffic information management and distribution
The traffic information management and release module updates and releases road network information of the transportation route in real time through the informationized docking of the park and the public informatization platform of the related traffic department, and is beneficial to saving urban road resources.
(2) Freight information management and release
The freight information management and release module has the main functions of releasing relevant freight information in real time for shipper enterprises including petrochemical business enterprises, production enterprises and the like, facilitating information exchange and butt joint among the enterprises, and releasing contents such as shipper information, cargo conditions, cargo destination, delivery time and the like for petrochemical logistics alliance enterprises.
(3) Vehicle information management and distribution
The vehicle information management and release module organizes and attracts social transportation vehicle to enter into operation, provides market information consultation of goods and vehicles, and information services of transportation tools, cargo stowage and the like, provides vehicle organization for owners, clients, carriers and the like, and provides optimal transportation cooperation and intermodal modes.
(4) Freight transaction matching service
The freight transaction matching service module is mainly used for matching petrochemical transportation transactions for related enterprises and providing services such as transportation resource integration, integrity consultation, information matching and the like for transaction parties, so that logistics cost of a goods owner enterprise is reduced, service efficiency is improved, and transactions are finally realized.
2.6 Integrated supervision and Call management subsystem
The integrated supervision and call center system is based on CTI technology, makes full use of multiple integrated functions of communication network and computer network, and is combined with application systems of various logistics services of enterprises to form an integrated information service system, so that the visual management of the logistics services can be realized, and the centralized management and sharing of information resources in the enterprises can be realized.
(1) Video monitoring
The video monitoring module takes video data acquisition and transmission as a core, carries out real-time monitoring on important places such as dangerous vehicle parking lots, emergency storage areas and the like on the basis of the existing video monitoring system, carries out the whole process including video data acquisition, video data transmission, video data processing and the like, is convenient for finding dangerous hidden dangers in time, and guarantees safety.
(2) Automatic call distribution
Automatic call distribution, also known as automatic queuing machines, can process incoming calls in batches and route the incoming calls to groups of service representatives with similar responsibilities or skills.
(3) Interactive speech
The interactive voice module is responsible for playing different comment menu prompt contents to the client, playing related voice information according to the selection condition of the client, and when the client calls only for inquiring or proposing a routine problem, the system can automatically reply, so that the working efficiency is improved.
(4) Incoming call management
The incoming call management module is a computer application for managing incoming calls and traffic flow, and can provide functions of order entry and information filling.
(5) Outgoing call management
The outgoing call management module is responsible for outgoing calls and establishing contact with the customer, the computer automatically completes the work of called party selection, dialing, invalid call processing and the like, and when the calls are answered, the computer forwards the calls to a service representative.
(6) Call management
The call management module is responsible for managing information of service representatives, queues, routing schemes and applications associated with the call center to assist the enterprise in efficiently managing resources, and managers may monitor the operation of various parts of the call center, check the cost of the system, and predict potential needs of the system, etc. through the system.
2.7 safety management and emergency guarantee submodule
The method is characterized in that a safety management and emergency guarantee system is established aiming at the emergency situations of daily services such as information system safety, transportation and emergency storage management and the like in the land transportation process, once the emergency situation occurs, an emergency flow is quickly started, the emergency flow is processed at the highest speed according to a related emergency plan, the loss is reduced to the lowest, and the safety and the controllability of the platform are practically guaranteed.
(1) Emergency warehouse management
The emergency warehousing management module mainly provides emergency warehousing services for petrochemical products which cannot directly finish transportation services at one time and have safety accidents on the way, and carries out informatization supervision.
(2) Information and system security management
The platform relates to the integration of a plurality of service systems, and an information and system safety management module is established according to the safety requirements of a large amount of service information and a plurality of complex systems in an information platform, so that the safety management of the platform information and the system is realized.
(3) Safety evaluation system
And establishing a safety evaluation system, performing safety evaluation on the safety information and the statistical information by using a relevant model, and providing corresponding index data for safety early warning.
(4) Safety early warning system
The safety early warning system mainly analyzes the safety condition of the land transportation business according to the results of safety analysis and evaluation and the establishment of an early warning index system, a warning source type and a warning condition analysis model, determines a warning type and a warning level and issues a warning condition to the outside according to the analysis result.
(5) Emergency plan system
The emergency plan system can determine whether to start an emergency plan according to the alarm level or the temporary alarm, assist relevant personnel to implement emergency measures through decision support, evaluate the accident condition, and add successfully implemented countermeasures into a decision support library.
Meanwhile, the invention can adopt a mixed cloud scheme to realize the safe networking of a land transportation management system and a service provider cloud platform and establish a safe channel for network intercommunication of public and private environments; the data synchronization and migration of public and private environments are realized, and the value of a supply chain and logistics operation data is mined by fully utilizing the big data processing capacity of a cloud service provider; the method realizes application interaction in public and private environments, balances application service loads and accelerates the construction of a land transportation management system by utilizing various open service interfaces of a cloud service provider.
The embodiment of the invention provides a design for building a network and cloud service of a petrochemical logistics land transportation management information platform, which specifically comprises the following steps:
1. information platform construction network
According to a construction target, the requirements of information platform construction are combined with the network structure characteristics in information construction, and the requirements of data transmission and network service capacity of comprehensive platform construction are met. The communication efficiency among enterprises is improved, effective communication and cooperative operation among management departments in the system are enhanced, and the safety maintenance of basic data is enhanced. The information platform construction network structure shown in fig. 5 is specially constructed.
2. System cloud service
2.1 cloud facilitator selection
The system is constructed on a cloud service provider distributed computer and storage system, and high-efficiency, virtualization and universalization of platform operation are realized.
2.2 cloud services collaboration scenarios
Based on the existing IT assets and business requirements of an enterprise, a mixed cloud scheme design can be adopted, the existing IT assets of a client are protected, business development can be assisted through a service provider cloud platform, not only can the resources be transversely expanded through cloud services be realized, but also various open services such as big data, artificial intelligence, searching and the like integrated by the service provider cloud platform can be seamlessly utilized, and a self high-efficiency business system can be quickly constructed, as shown in fig. 6.
2.3 cloud service Pattern design
The cloud service architecture takes physical resources such as a server, a power supply system, a blade server, storage equipment, network transmission equipment and the like as a basic layer, constructs a corresponding storage, calculation and transmission virtual resource layer, and provides various cloud services such as IaaS, PaaS, SaaS, safety, operation and maintenance and the like for enterprise customers in a supply chain. As shown in fig. 7.
(1) IaaS service
IaaS, infrastructure as a service, is the utilization of all computing infrastructure, including processing CPU, memory, storage, network and other basic computing resources, that a user can deploy and run arbitrary software, including operating systems and applications. The enterprise customers in the supply chain do not manage or control any cloud computing infrastructure, but can control the selection, storage space and deployment application of an operating system, and the method comprises the steps of building an optical fiber network and a data center machine room, and providing IT basic resources and supporting facility leasing services for the enterprise customers and individual users in the supply chain. And infrastructure such as network broadband access service, server cabinet leasing, cloud host leasing, cloud storage host leasing and the like are provided.
(2) PaaS service
PaaS is a platform as a service, which is a service that submits a software development platform to a user in a SaaS mode. Enterprise customers in the supply chain no longer need any programming to develop any enterprise management software including CRM, OA, HR, SCM, inventory management, etc., and do not need to use other software development tools and run online immediately. The system can provide a middleware platform for enterprises to carry out customized research and development, and simultaneously covers a database, an application server and the like.
(3) SaaS service
SaaS (software as a service) is a mode for providing software through the Internet, application software is uniformly deployed on a server of a platform, enterprise customers in a supply chain can order required application software services from an information platform through the Internet according to actual requirements of the enterprise customers, the expenses are paid according to the amount and time of the ordered services, and corresponding services are obtained through the Internet. Enterprise customers in the supply chain do not need to purchase software any more, and only need to rent Web-based software to the information platform to manage enterprise business activities, and the cloud service software comprises an enterprise electronic mail system, an OA office automation system, an ERP system, a CRM system, an HR system, a financial software system, a CAD aided design system and the like.
(4) Secure service content
The platform can provide various security value-added services for related enterprises while solving the problem that enterprise clients in a supply chain access to an internet outlet, and the security value-added services comprise security management, identity authentication and audit, terminal authentication, anti-spam, intrusion detection, security monitoring and other security services.
(5) Operation and maintenance service content
The platform can provide 7-24-hour operation and maintenance service for enterprise clients in a supply chain, undertakes daily maintenance work of an information platform in an enterprise, and a cooperative enterprise does not need to set information technology departments and professional technicians, so that enterprise investment and operation cost are reduced.
It should be noted that the embodiments of the present invention can be realized by hardware, software, or a combination of software and hardware. The hardware portion may be implemented using dedicated logic; the software portions may be stored in a memory and executed by a suitable instruction execution system, such as a microprocessor or specially designed hardware. Those skilled in the art will appreciate that the apparatus and methods described above may be implemented using computer executable instructions and/or embodied in processor control code, such code being provided on a carrier medium such as a disk, CD-or DVD-ROM, programmable memory such as read only memory (firmware), or a data carrier such as an optical or electronic signal carrier, for example. The apparatus and its modules of the present invention may be implemented by hardware circuits such as very large scale integrated circuits or gate arrays, semiconductors such as logic chips, transistors, or programmable hardware devices such as field programmable gate arrays, programmable logic devices, etc., or by software executed by various types of processors, or by a combination of hardware circuits and software, e.g., firmware.
