Abstract
The invention particularly discloses a remote bid and bid evaluation system. The system comprises monitoring equipment and a bid evaluation terminal, wherein the monitoring equipment and the bid evaluation terminal are located in a mobile review room, the monitoring equipment comprises a monitoring module, and the bid evaluation terminal comprises a bid book auxiliary reading module, a bidding behavior analysis module, an intelligent auxiliary preliminary evaluation module, an intelligent auxiliary detailed evaluation module, a bid evaluation report management module and an illegal risk early warning module. The remote bid-tendering and bid-evaluating system solves the problem that the remote bid-evaluating expert is difficult to participate in bid evaluation work, and avoids the problems of cost increase and low bid-evaluating efficiency caused by participation of the remote expert in bid evaluation.

Technical Field

Background
Bidding is a competitive purchasing method and is generally applied to the fields of bulk goods purchase and sale, purchasing and providing of engineering construction projects and service projects and the like.
The traditional bidding process mainly depends on bidding methods and is carried out in a field communication mode. the intelligent auxiliary preliminary evaluation module is used for managing preliminary evaluation link data in the evaluation process, verifying and counting the score condition of the preliminary evaluation indexes of all suppliers;
the intelligent auxiliary detailed evaluation module is used for managing detailed evaluation link data in the evaluation process, verifying and counting and summarizing the score condition of detailed evaluation indexes of each supplier;
the bid evaluation report management module is used for generating a bid evaluation report according to the score condition of the initial evaluation index of each supplier and the score condition of the detailed evaluation index of each supplier; the bid evaluation report at least comprises a recommended candidate list;

Detailed Description
Reference will now be made in detail to the exemplary embodiments, examples of which are illustrated in the accompanying drawings. When the following description refers to the accompanying drawings, like numbers in different drawings represent the same or similar elements unless otherwise indicated. The embodiments described in the following exemplary embodiments do not represent all embodiments consistent with the present invention. Rather, they are merely examples of apparatus and methods consistent with certain aspects of the invention, as detailed in the appended claims.
Example one
As shown in fig. 1, the remote bid and bid evaluation system includes a provincial bidding service center and a mobile evaluation room. The provincial bidding evaluation service center collects and stores bidding evaluation data to be evaluated through the bidding evaluation supervision cloud platform. And the mobile evaluation room is arranged in an off-site evaluation site and is used for providing an equipment site required by evaluation for off-site evaluation personnel. Each mobile review room may deploy two mobile review core devices, i.e., the review terminal, in an HA (High Available, dual-computer cluster system) manner. When evaluating the bidding, the bid evaluation terminal needs to actively obtain the data to be evaluated, the strategy data, the change data and the like from the bid evaluation supervision cloud platform at regular time according to a certain frequency.
As shown in fig. 2, fig. 2 is a block diagram illustrating a remote bid evaluation system according to an exemplary embodiment. As shown in fig. 2, the remote bid-tendering and bidding review system comprises a monitoring device and a bid evaluation terminal located in a mobile review room, wherein the monitoring device comprises a monitoring module, the bid evaluation terminal comprises a bid book auxiliary reading module, a bidding behavior analysis module, an intelligent auxiliary preliminary evaluation module, an intelligent auxiliary detailed evaluation module, a bid evaluation report management module and an illegal risk early warning module, wherein:
the monitoring module is used for monitoring the bid evaluation process of the mobile review room.
The bidding document auxiliary reading module is used for providing different reading modes for the bidding evaluation experts to read the bidding documents.
As an alternative embodiment, the reading mode at least includes a reading mode by bidder, a reading mode by response point, a reading mode by directory tree, and the like.
The bidding behavior analysis module is used for analyzing the colluding bidding behaviors among the suppliers according to the bidding documents.
The intelligent auxiliary preliminary evaluation module is used for managing preliminary evaluation link data in the evaluation process, verifying and counting the score condition of the preliminary evaluation indexes of all suppliers.
The intelligent auxiliary detailed evaluation module is used for managing detailed evaluation link data in the evaluation process, verifying and counting and summarizing the score condition of detailed evaluation indexes of each supplier.
The bid evaluation report management module is used for generating bid evaluation reports according to the scoring condition of the initial evaluation indexes of each supplier and the scoring condition of the detailed evaluation indexes of each supplier. The bid evaluation report at least comprises a recommended candidate list.
The violation risk early warning module is used for collecting data in the bid evaluation process, analyzing the data in the bid evaluation process through a big data model, and forming multi-dimensional early warning graphic information.
As an optional implementation manner, the system may further include a bid evaluation supervision cloud platform, where the bid evaluation supervision cloud platform is configured to summarize data that has completed bid evaluation work, and send a firewall policy, a routing policy, and a master/slave data synchronization policy to the bid evaluation terminal.
Further optionally, the bid evaluation terminal may further include a policy processing module, a firewall function module, a routing function module, and a master/slave data synchronization module, where:

The expert check-in module is used for receiving a check-in message input by a user, judging whether expert information and time node information contained in the check-in message meet a preset check-in requirement or not, and determining that the check-in is finished if the expert information and the time node information meet the preset check-in requirement.
As another optional implementation manner, the bid evaluation terminal may further include an item revocation management module. The project bid discarding management module is used for managing project bid discarding generated in the bid evaluation process and outputting the project bid discarding for supervision personnel to check and operate and set.
As another optional implementation manner, the remote bid-tendering review system may further include a secure usb disk, where the secure usb disk is a review-specific Key with an encryption chip, and can prevent the Key review files from being leaked.
As another optional implementation manner, the remote bid-soliciting and bid-evaluating system may further include a nas (network Attached storage) memory, which may be configured to upload the video to the cloud service center outside the available bid evaluation time, so as to facilitate future examination of the bid evaluation item. Meanwhile, the NAS becomes a buffer resource pool for uploading data, and original data are reserved when the uploading data have an accident condition.
Therefore, the remote bid-tendering and bid-evaluating system described in fig. 1 can solve the problem that the remote bid-evaluating expert is difficult to participate in bid evaluation work, and avoid the problems of cost increase and low bid-evaluating efficiency caused by participation of the remote expert in bid evaluation.
FIG. 3 is a block diagram illustrating a remote bid review system in accordance with an exemplary embodiment. Wherein the system shown in fig. 3 is further optimized from the system shown in fig. 2. Compared with the remote bid and bid review system shown in fig. 2, the remote bid and bid review system shown in fig. 3 may further include a face recognition device including a face recognition module 301 for recognizing the validity of a person. The face recognition module is pre-associated with a wireless camera positioned in a mobile review room.
Further optionally, the method for identifying the validity of the person by the face recognition module may specifically be:
the face image information collected by the associated wireless camera is obtained, the face image information is compared with legal face image data stored in a database in advance, and the legality of the personnel is determined according to the comparison result.
In the embodiment of the invention, all personnel participating in bidding activities, including bid evaluation experts, project managers, managers and the like, acquire face information in a cloud server (database) in advance, and influence acquisition equipment to compare the face information of the personnel with data in the cloud through a network during actual bid evaluation, so that qualification of the bid evaluation activities can be acquired only after success. The whole identification process is completed in an intranet, and the data security is ensured.
Therefore, the system described in fig. 3 can solve the problem that the remote bid evaluation experts are difficult to participate in bid evaluation work, and avoid the problems of cost increase and bid evaluation efficiency low due to participation of the remote experts in bid evaluation.
