Abstract
The invention discloses an intelligent bid evaluation decision method and system. The method comprises the following steps: obtaining the content of a scoring table for scoring from the bidding document, and determining a scoring rule according to the content of the scoring table; acquiring project information of each grading project in the bid file; scoring the item information of each scoring item according to the scoring rule to obtain the score of each scoring item; and calculating the total bid evaluation score of the bid document by using a preset scoring formula and the scores of all the scoring items. Under the method, the bid evaluation efficiency can be improved.
Description
Technical Field
The invention relates to the technical field of computers, in particular to an intelligent bid evaluation decision method and system.
Background
With the rapid development of social economy, bidding is used as a commonly adopted competitive purchasing mode, and can better improve the transaction efficiency and reduce the transaction cost in purchasing transaction. The main process of tendering and bidding purchase is that tenderers issue tendering information, then all tenderers make tender books according to the requirements of tendering items for examination and verification of the tenderers, and the tenderers select one meeting the requirements of themselves as a winning bidder.
At present, common bidding methods mainly include traditional bidding and electronic bidding. The traditional bidding is a complete off-line operation mode, namely, a printed text is used as an information carrier of bidding data, processes of registration, bidding document compilation, clarification of answering conferences, bidding, bid evaluation conferences and the like are adopted, and the processes consume a large amount of manpower, are low in efficiency and have high error rate. With the continuous development of electronic technology, the electronic bidding takes advanced computer technology as support, the internet is taken as a platform, the electronic information technology and the traditional bidding purchasing mode are effectively combined, the electronic management of the whole process of bidding purchasing, such as bidding project filing, bidding announcement and release, bidding document making and selling, bidding document making and submitting, expert review, generation of a bidding report and the like, is realized, and the trading process of bidding purchasing and supervision of the bidding purchasing process are effectively standardized.
However, the existing electronic bid-inviting and bidding method only operates bid-inviting work on line, and each technical bid-inviting method still adopts a manual bid-inviting method in the bid-inviting stage of electronic bid-inviting purchase, and the manual bid-inviting method is time-consuming and labor-consuming and has low bid-inviting efficiency.
Disclosure of Invention
The invention provides an intelligent bid evaluation decision method and system, aiming at solving the technical problems of time and labor consumption and low bid evaluation efficiency of manual bid evaluation in the related technology.
The first aspect of the embodiment of the invention discloses an intelligent bid evaluation decision method, which comprises the following steps:
obtaining the content of a scoring table for scoring from the bidding document, and determining a scoring rule according to the content of the scoring table;
acquiring project information of each grading project in the bid file;
scoring the item information of each scoring item according to the scoring rule to obtain the score of each scoring item;
and calculating the total bid evaluation score of the bid document by using a preset scoring formula and the scores of all the scoring items.
As an optional implementation manner, in the first aspect of the embodiment of the present invention, the determining a scoring rule according to the content of the scoring table includes:
performing semantic recognition on the content of the grading table to obtain a semantic recognition result;
performing labeling processing on the semantic recognition result to obtain a labeling processing result;
determining a plurality of scoring items and all item information corresponding to each scoring item according to the labeling processing result;
and respectively setting corresponding scores for each item information to determine a scoring rule.
As an optional implementation manner, in the first aspect of the embodiment of the present invention, before the obtaining item information of each scored item in the bid document, the method further includes:
acquiring basic information of bidders, and extracting qualification information from the basic information;
auditing the qualification information according to a preset bidding qualification auditing requirement to obtain an auditing result;
and when the examination result shows that the qualification of the bidder is qualified, executing the acquisition of the project information of each scoring project in the bid document.
As an optional implementation manner, in the first aspect of the embodiment of the present invention, the calculating a total bid evaluation score of the bid document using a preset scoring formula and the scores of the scoring items includes:
acquiring preset weights corresponding to all the scoring items;

and the calculating unit is used for calculating the total bid evaluation score of the bid document by using a preset scoring formula and the scores of all the scoring items.

The technical scheme provided by the embodiment of the invention can have the following beneficial effects:
the intelligent bid evaluation decision method comprises the following steps of obtaining the content of a rating table for rating bids from a bid inviting file, and determining a rating rule according to the content of the rating table; acquiring project information of each grading project in the bid file; scoring the item information of each scoring item according to the scoring rule to obtain the score of each scoring item; and calculating the total bid evaluation score of the bid document by using a preset scoring formula and the scores of all the scoring items.
Under the method, the scoring rule of the bid document can be set according to the bid document, the scoring items of the bid document are scored by the scoring rule, and then the total scoring of the bid document is calculated according to the preset scoring consensus and the scoring of the scoring items.

Reference will now be made in detail to the exemplary embodiments, examples of which are illustrated in the accompanying drawings. When the following description refers to the accompanying drawings, like numbers in different drawings represent the same or similar elements unless otherwise indicated. The embodiments described in the following exemplary embodiments do not represent all embodiments consistent with the present invention. Rather, they are merely examples of apparatus and methods consistent with certain aspects of the invention, as detailed in the appended claims.
FIG. 1 is a flow diagram illustrating an intelligent bid evaluation decision-making method according to an exemplary embodiment. As shown in fig. 1, the method includes the following steps.
In the embodiment of the present invention, the bidding document may include, but is not limited to, the type of the bidding item, information of the purchased item or service, the name of the bidding item, the source of funds, the qualification requirement on bidders, the quality standard, the estimated amount, the preparation condition before bidding, and the scoring table, so that the intelligent bidding decision system may obtain the scoring table content for scoring from the bidding document.
As an alternative embodiment, the intelligent bid evaluation decision system determines the scoring rule according to the content of the scoring table, and may include:
performing semantic recognition on the content of the grading table to obtain a semantic recognition result;
performing tagging processing on the semantic recognition result to obtain a tagging processing result;
determining a plurality of scoring items and all item information corresponding to each scoring item according to the labeling processing result;
and respectively setting one-to-one corresponding scores for each item information to determine a scoring rule.
In the embodiment of the present invention, each scoring item may correspond to at least one item information, and the item information may be provided with a corresponding score.
In embodiments of the present invention, the scoring items may include, but are not limited to, price, technology, financial status, reputation, performance, service, and the like.
And 103, scoring the item information of each scoring item by the intelligent bid evaluation decision-making system according to a scoring rule to obtain the score of each scoring item.
And 104, calculating the total bid evaluation score of the bid document by the intelligent bid evaluation decision system by using a preset scoring formula and the scores of all the scoring items.
In an embodiment of the present invention, the preset scoring formula may be one or more functional programs, such as a sum of all scores, an average score of scores of all scoring items, a maximum value or a minimum value of scores of all scoring items, and the like.
As an alternative embodiment, the intelligent bid evaluation decision system calculates a bid evaluation total score of the bid document by using a preset scoring formula and the score of each scored item, and may include:
acquiring a preset weight corresponding to each scoring item;
calculating the product result of the score of each scoring item and the corresponding preset weight, and summing all the product results;
and determining the total bid evaluation score of the bid document according to the summation result.
In the embodiment of the present invention, the preset weights (i.e., weights) corresponding to the scoring items may be the same or different, and the embodiment of the present invention is not limited. For example, the weight value of the score item, which is the price of the goods item, may be 3, and the weight value of the score item, which is the technology, may be 1; the weight value of the rating item, which is the price of the service item, may be 1, and the weight value of the rating item, which is the technology, may be 4.
It can be seen that, by implementing the intelligent bid evaluation decision method described in fig. 1, the scoring rule for the bid document can be set according to the bid document, the scoring item of the bid document is scored by using the scoring rule, and then the total bid evaluation score of the bid document is calculated according to the preset scoring consensus and the scoring of the scoring item.
Referring to fig. 2, fig. 2 is a schematic flow chart of another intelligent bid evaluation decision method according to an embodiment of the present invention. As shown in fig. 2, the intelligent bid evaluation decision method may include the following steps:
In the embodiment of the invention, the intelligent bid evaluation decision system can receive basic information of a contractor or a contractor enterprise uploaded by a bidder through a client; the basic information of the underwriting enterprise may include, but is not limited to, enterprise name information, enterprise type information, organization code or identification number information, opening bank information, qualification name information, qualification type information, qualification grade information, qualification certificate information, and the like.
And 203, the intelligent bid evaluation decision system examines and verifies the qualification information according to a preset bidding qualification examination requirement to obtain an examination result.
And 204, when the examination result shows that the qualification of the bidder is qualified, the intelligent bid evaluation decision system acquires the item information of each evaluation item in the bid document.
In the embodiment of the present invention, the intelligent bid evaluation decision method includes steps 205 to 206, and for the description of steps 103 to 104, please refer to the detailed description of steps 103 to 104 in the first embodiment, which is not repeated herein.
It can be seen that, by implementing the intelligent bid evaluation decision method described in fig. 2, the scoring rule for the bid document can be set according to the bid document, the scoring item of the bid document is scored by using the scoring rule, and then the total bid evaluation score of the bid document is calculated according to the preset scoring consensus and the scoring of the scoring item.
FIG. 3 is a block diagram illustrating an intelligent bid evaluation decision system according to an exemplary embodiment. As shown in fig. 3, the system includes:
a first acquisition unit 301 configured to acquire the scoring table content for the bid from the bid document and supply the scoring table content to the determination unit 302.
The determining unit 302 is configured to determine a scoring rule according to the content of the scoring table, and trigger the second obtaining unit 303 to start.

Claims (8)
1. An intelligent bid evaluation decision-making method, characterized in that the method comprises:
obtaining the content of a scoring table for scoring from the bidding document, and determining a scoring rule according to the content of the scoring table;
acquiring project information of each grading project in the bid file;
scoring the item information of each scoring item according to the scoring rule to obtain the score of each scoring item;
and calculating the total bid evaluation score of the bid document by using a preset scoring formula and the scores of all the scoring items.
2. The method of claim 1, wherein determining scoring rules based on the scoring table content comprises:
performing semantic recognition on the content of the grading table to obtain a semantic recognition result;
performing labeling processing on the semantic recognition result to obtain a labeling processing result;
determining a plurality of scoring items and all item information corresponding to each scoring item according to the labeling processing result;
and respectively setting corresponding scores for each item information to determine a scoring rule.
3. The method of claim 1 or 2, wherein before the obtaining of the item information of each scored item in the bid document, the method further comprises:
acquiring basic information of bidders, and extracting qualification information from the basic information;
auditing the qualification information according to a preset bidding qualification auditing requirement to obtain an auditing result;
and when the examination result shows that the qualification of the bidder is qualified, executing the acquisition of the project information of each scoring project in the bid document.
4. The method of claim 1, wherein the calculating of the total bid evaluation score of the bid document using the preset scoring formula and the scores of the scoring items comprises:
acquiring preset weights corresponding to all the scoring items;
calculating the product result of the score of each scoring item and the corresponding preset weight, and summing all the product results;
and determining the total bid evaluation score of the bid document according to the summation result.
5. An intelligent bid evaluation decision system, comprising:
the bid evaluation device comprises a first acquisition unit, a second acquisition unit and a processing unit, wherein the first acquisition unit is used for acquiring the contents of a bid evaluation table for bid evaluation from a bid inviting file;
the determining unit is used for determining a grading rule according to the content of the grading table;
the second acquisition unit is used for acquiring the project information of each grading project in the bid file;
the scoring unit is used for scoring the item information of each scoring item according to the scoring rule to obtain the score of each scoring item;
and the calculating unit is used for calculating the total bid evaluation score of the bid document by using a preset scoring formula and the scores of all the scoring items.
6. The system of claim 5, wherein the determining unit comprises:
the semantic recognition subunit is used for carrying out semantic recognition on the content of the grading table to obtain a semantic recognition result;
the labeling processing subunit is used for performing labeling processing on the semantic recognition result to obtain a labeling processing result;
the first determining subunit is used for determining a plurality of scoring items and all item information corresponding to each scoring item according to the labeling processing result;
and the rule determining subunit is used for setting corresponding scores for each item information respectively so as to determine a scoring rule.

the second obtaining unit is specifically configured to obtain the project information of each scoring project in the bid document when the quality of the bidder is qualified as shown by the audit result of the audit unit.
