The hollow water-permeable curb is laid between the road ground and the green belt and used for discharging rainwater on the road ground, when the rainfall intensity is low, the rainwater on the road surface can flow into the green belt through the hollow water-permeable curb, along with the increase of the rainfall intensity, the excessive rainwater on the road surface can flow into the rainwater regulating tank through the hollow water-permeable curb, and the excessive rainwater which cannot infiltrate into the green belt in time can be collected through the rainwater well and flow into the rainwater regulating tank; the rainwater regulating tank plays a role in storing rainwater and regulating torrential rain peak flow; in sunny days, the rainwater stored in the rainwater regulation pool can be used for greening watering. The invention can effectively solve the problem of road water accumulation, and can realize the purposes of rainwater drainage at the initial stage, rainwater infiltration in green belts and rainwater storage and reuse at the middle and later stages.
