Description
Technical Field
The invention relates to the technical field of supply chain finance, in particular to a receivable account and debt right transfer system and a receivable account and debt right transfer method based on a regional chain.
Background
Accounts receivable are important assets of various current economic subjects, especially small and medium-sized micro-enterprises. According to statistics, the annual account amount of enterprises in China at present is 80 trillion, and the inventory is 20 trillion; the local government has reached 20 trillion debt stocks in 2015, with a significant proportion of them being accounts receivable by the enterprise; the research report of the national finance and development laboratory of the Chinese society indicates that the total amount of Chinese debt reaches 168.48 trillion in 2015, the global social leverage (the ratio of equity capital to total assets in an asset liability table) is 249%, and a large amount of receivable accounts urgently await the survival of innovative ways.
Based on market demands and convenience of modern information technology, many business methods and matching system technology research and development around accounts receivable, accounts payable and debt as cores appear, but the current business platform of accounts receivable and accounts payable basically aims at checking accounts receivable, and comprises the purposes of warranty, supply chain finance, debt and debt management, accounts receivable and financing, P2P and the like, and the business platform of accounts receivable and accounts payable has the functions of checking accounts receivable to a certain extent through a mode innovation, so that the accounts receivable and financing are realized or the management level of accounts receivable is improved.
Although these innovative modes build an accounts receivable management, financing, transaction or intermediary platform by virtue of the convenience of information technology, the management, financing or transaction intermediary service is provided for accounts receivable. However, these business platforms have drawbacks: firstly, a large amount of money funds are needed as a support, but most of the funds are reserved in hands of core economic main bodies after passing through the management mode and are used for expanding production operation and investment scale per se and consolidating the core status of an industrial chain, and only part of the funds are transferred to hands of small and medium-sized enterprises or entity economic enterprises in forms of confirmation of core debtors, money payment or supply chain and the like. Secondly, accounts receivable and capital are arranged at two ends directly connected with the business platform, a large amount of debts and triangular debts exist in the middle section, the middle section cannot be completely dissolved in a cash and financing mode, and even the middle section cannot play the role of the value attribute of the accounts receivable, so that the liquidity requirement of the economic main body of the market for developing economic activities is met, and thirdly, the environment for storing data information is not safe enough and is easy to be utilized by lawbreakers.

Detailed Description
A preferred embodiment of the present invention will be described in detail below with reference to the accompanying drawings.
As shown in fig. 1, an area chain-based receivable/debt right transfer system includes:
the client-side handling module is used for receiving, processing and encrypting receivable and accounts payable information generated in the trading process, generating creditor information and uploading the creditor information to the block link access module, and the client-side handling module comprises: the processing unit is used for performing true-false screening on the receivable and payable account information to generate creditor information; the encryption unit is used for encrypting the creditor information by using an asymmetric encryption algorithm, a pair of public keys and a private key; the information abstract unit is used for extracting the feature codes of the creditor information;
the transfer client module is used for transferring the creditor right and uploading information of the transferred creditor right to the background processing module;
the background processing module is used for verifying the received transfer creditor information and uploading the information to the block chain access module;
the block chain access module is used for receiving and processing the credit information and transferring the transaction records of the credit, and uploading the credit information and the transaction records to the block chain storage module;
and the block chain storage module is used for storing the credit information and the transaction records of the flow transfer credit, and both the block chain access module and the block chain storage module comprise an asymmetric encryption unit and a digital signature unit.
An account receivable and debt right transfer method based on an area chain comprises the following steps:
the method comprises the following steps that firstly, a transaction client module receives original information of accounts receivable and accounts payable, related trade contracts and certificates which are generated in a trade process, the transaction client module judges the information, adds credit increase, packs real information to generate creditor information, extracts feature codes of the creditor information, processes and encrypts the feature codes through private key encryption, and sends the feature codes to a block chain access module;
step two, the block link entering module receives the creditor information, calculates according to a load balancing algorithm, and uploads the creditor information to an inlet of the optimal block link storage module;
thirdly, sequencing the received creditor information according to storage time by a block chain storage module, regularly packaging the creditor information into blocks, and storing the blocks into an area chain; in the information uploading and storing process, as the block chain technology is used for storing, and the block chain adopts the asymmetric encryption and digital signature data encryption technologies, the data can not be tampered and the authenticity can be ensured.
Step four, the creditor carries out transfer operation through the transfer client module and uploads transfer information to the background processing module;
after receiving the circulation request, the background processing module carries out legal verification on identities of the exporter and the transferee, then the blockchain storage module carries out legal verification on the creditor of the exporter, wherein the legal verification comprises whether the holder is correct or not, whether the balance is sufficient or not and the like, and a circulation record is generated after the verification is passed;
and step six, uploading the generated circulation records to a block chain storage module for processing, sequencing the circulation records according to storage time, regularly packaging the circulation records into blocks, and storing the blocks into an area chain.
The working process is as follows:
the creditor or the debtor submits the original information of receivable or accounts payable, related trade contracts and certificates generated in the trade process through the transaction client module, the transaction client module is used for screening authenticity, after credit increase measures are added, data packaging is carried out to generate creditor information, and feature codes of the creditor information are extracted. The extracted creditor information is encrypted through a private key and then sent to a block chain access module, after the block chain access module receives a request, the request is submitted to an inlet of an optimal block chain storage module according to a load balancing algorithm, and the block chain storage module sorts the received creditor information according to time, packs the creditor information into blocks periodically and writes the blocks into a block chain.
The creditor can transfer the creditor held by the creditor to a designated client through the transfer client module. After the creditor selects a creditor held by the creditor, fills in transfer amount, payment amount and other transfer information, a client is selected to initiate a transfer request. After the background processing module receives the circulation request submitted by the circulation client module, firstly, the identities of the exporter and the transferee are legally verified, then the block chain storage module is connected, the creditor right of the exporter is verified, legality verification such as whether the possessor is accorded with the creditor and whether the balance is sufficient is carried out, after the verification is passed, circulation records are generated, the circulation records are packaged and sent to the block chain access module, the circulation records are sent to the block chain storage module through the block chain storage module, the block chain storage module sequences according to time after receiving the circulation records, the circulation records are packaged into blocks and stored in the block.
