The novel feeding and puffing device as claimed in claim 8, wherein the exhaust valve comprises an exhaust hole formed in a pipe portion between the lower portion of the air inlet of the main body and the upper portion of the end cover, an annular groove is formed in the side wall of the pipe portion, the exhaust hole is formed in the bottom of the annular groove and communicated with the inside of the pipe portion, and an elastic rubber ring is sleeved on the annular groove.
