11. The method for preparing the cigarette paper for the fine cigarette with the adjustable and controllable combustion rate of the fine cigarette according to any one of claims 8 to 10, which is characterized by comprising the following steps:
(1) defibering and pulping the raw materials of the plant fibers to obtain a pulp A;
(2) adding the filler and the flame retardant into the slurry A, and uniformly mixing to obtain slurry B;
(3) dehydrating and forming the slurry B, squeezing, drying, surface sizing, drying, coiling, rewinding and slitting to obtain the cigarette paper for the fine cigarettes;
(4) and (4) uniformly adding the combustion regulator at the surface sizing position of the reverse side of the cigarette paper obtained in the step (3) to obtain the cigarette paper capable of regulating the combustion rate of the fine cigarettes.
