9. The cloud computing platform resource metering system of claim 8, wherein the resource application attribution module performs application attribution on each resource, specifically comprising:
performing initial attribution and recording on the application without time recording to finish historical resource attribution;
and carrying out automatic attribution of the resources on the new resources according to the resource attribution rule established by the resource attribution rule module.
10. The cloud computing platform resource metering system of claim 9, wherein said resource application attribution module further establishes a resource structure diagram between a user level and an application level after said historical resource and new resource attribution is completed.
11. The cloud computing platform resource metering system of claim 8, wherein the resource usage metering module meters the user's resource usage, comprising:
the core user resource usage is the user resource ownership;
the important user resource usage amount is the user resource ownership weight;
the resource usage of the common user is the sum of the user resource ownership and the resource amount allocated to all applications under the user in the shared resource.
12. The cloud computing platform resource metering system of claim 9, wherein the resource operation authority module sets the resource operation authority attribution of the user, specifically comprising:
the core user has the authority to view the details of the resources, operate the business, apply for processing the work orders, clear and bind;
the important user has the authority to view the details of the high-density application and the important application, has the complete treatment authority to the high-density application and the important application, and has the authority to view the size parameters of the general application resources;
the common user has the right to view the size parameter of the resource and has no direct operation right.
13. The cloud computing platform resource metering system of claim 12, wherein said reclamation and redistribution module reclaims and redistributes resources, comprising:
after the core user executes resource clearing, formatting the cleared resources, and putting the formatted resources into a resource pool again;
after the important user executes resource clearing on the high-density application or important application resource, formatting is executed on the cleared resource, and the formatted resource is put into a resource pool again; for the general application of important users, if the resources are not shared, formatting is carried out, formatted resources are re-put into a resource pool, and if the general application resources are shared, the re-attribution of the resources is carried out according to the established resource attribution rule;
if the common user has no shared resource, automatically formatting and then putting the common user into a resource pool again; if the resources of the common user are shared, the resources used by the corresponding application of the user are cleared; and the rest resources re-assign the resources according to the established resource assignment rule.

The cloud computing platform resource metering system of claim 11, wherein the resource ownership metering module displays a fee for metering the user's resource ownership amount or the resource usage metering module meters the user's resource usage amount, and if the fee is higher than the account amount and the credit amount, the fee is prompted.
