As shown in fig. 1, an in-out roadside parking management charging system includes a parking area device, a remote server, and a mobile terminal in communication connection with the remote server; the mobile terminal is provided with an APP; the parking area equipment comprises a plurality of cameras arranged at the boundary of each area, the cameras are respectively numbered and work independently, and the cameras are in communication connection with a remote server; the remote server is provided with a data acquisition unit, a data analysis processing unit, a control unit, a charging unit, a payment unit and an emergency declaration unit.
As shown in fig. 3-5, the arrangement of the cameras includes that at least one entrance camera 1 is arranged at the entrance of the area and is parallel to the right upper part of the middle part of the first parking space 5 in the vehicle entering direction, and the information when the vehicle passes through the entrance 3 is obtained by photographing; at least one exit camera 2 is arranged at an area exit 4 and is parallel to the direction of the vehicle leaving and is far away from the position above a vacant position 6 away from the last parking space by a parking space distance, and information when the vehicle passes through the exit 4 is obtained by photographing; so as to ensure that the vehicles entering and exiting the area are completely photographed and simultaneously reduce interference records, such as interference of passing vehicles which turn in other directions at the intersection and do not pass through the parking area.
For a road section area running in one direction, as shown in fig. 3, a parking space is arranged on one side of a road, a green belt 7 is arranged on the other side of the road, and at least 2 cameras are arranged, namely an entrance camera 1 is arranged at an area entrance 3, and an exit camera 2 is arranged at an area exit 4; for the road section which is separated by the isolation belt 8 and runs in two directions and parks on both sides of the road, as shown in fig. 4, at least 2 areas are divided, and each area is at least provided with 2 cameras, namely an area inlet 3 is provided with an inlet camera 1, and an area outlet 4 is provided with an outlet camera 2; for the road section area of bidirectional driving without isolation belts and one-side parking on the road, at least 2 entrance cameras 1 and 2 exit cameras 2 are arranged as shown in fig. 5, so as to ensure that the vehicles can be identified and recorded when entering and leaving the road section area.
The data information acquisition unit acquires information acquired by regional equipment, wherein the information comprises license plate numbers, vehicle photos and data of vehicle entering and/or leaving time, and the acquired data information is sent to the data analysis unit through the control unit.
The data analysis unit is used for analyzing the acquired data information and judging whether the vehicle has parking behaviors or not. The method comprises the following steps: determining the number of the area where the camera is located; judging whether the vehicle enters or leaves according to license plate information stored in each area number, excluding the prior parking record which is finished, if the license plate number appears in the area number for the first time, determining that the vehicle enters the area, storing vehicle data information into the area number, and if the license plate number is recorded in the area number, determining that the vehicle leaves the area when being identified by the camera in the area number again; judging whether the vehicle has parking behavior or not by comparing data information of the number of the area where the vehicle enters and leaves, preset free time and real-time road section information; the real-time road section information comprises traffic flow conditions, and the traffic flow conditions are obtained by respectively comparing the access time difference of each 5 vehicles passing through the same entrance and with the access time difference of the vehicle, wherein the access time difference is between the front vehicle and the rear vehicle; the real-time road section information also comprises that when the regional administrator finds that the regional road has abnormal conditions, the traffic road condition information is fed back in time through the administrator APP, the traffic road condition information comprises starting and stopping time of the abnormal conditions, the data analysis unit can refer to the difference of the fed back traffic road condition information to the time of the vehicle when the vehicle enters or leaves the vehicle, the time of the abnormal conditions is subtracted, and then free time is compared to judge whether the vehicle stops; the abnormal conditions comprise traffic jam and failure.
Further, the method for judging whether the vehicle has the parking behavior according to the traffic flow condition comprises the following steps:
SS1, sequencing and storing the vehicle data entering the same number area according to the entering sequence;
SS2, when the vehicle leaves the numbering area, comparing the collected leaving data with the entering data to obtain an entering and exiting time difference value, and when the time difference is within a preset free time length, not calculating the cost; preferably, the preset free time period is 15 minutes.
SS3, if the time difference value of the vehicle is greater than the preset free time, the analysis system respectively compares the access time difference value of the vehicle with the access time difference values of 5 vehicles which have the same entrance and have access time in front of and behind the vehicle;
SS4, if the in-out time difference of the vehicle is similar to at least 5 pieces of data in the corresponding 10 pieces of time difference data, the difference is not more than 3-5 minutes, or the in-out time difference of the vehicle data entering later is not generated, the vehicle can be judged to be a traffic jam behavior without paying;
and SS5, if the difference between the in-out time of the vehicle and the in-out time difference data of the 5 vehicles in front and at the back of the vehicle is larger, the vehicle can be judged to have parking behavior.
The control unit is used for carrying out transmission management on data among all units in the server and managing communication connection among the server, the parking area equipment and the mobile terminal; managing parking areas, namely numbering closed areas with parking spaces and numbering equipment in the areas; setting corresponding charging standards according to different road sections; positioning and maintaining equipment in time; identifying the unlicensed vehicle and the vehicle with the arrearage record, and informing a manager to carry out auxiliary payment; and parking settlement management, namely, vehicle parking information is stored in a form of a table, and charging conditions are displayed in a form of a chart.
The charging unit is used for automatically charging the vehicle judged to have the parking behavior.
The payment unit is used for controlling payment information of the vehicle, and the payment information comprises payment time, money, a payment mode, a payment type and payment record updating; the payment mode comprises WeChat payment, Paibao payment or APP balance payment through a mobile phone APP; the payment types comprise pre-payment, settlement, automatic balance payment and auxiliary payment of an administrator. The manager assists payment, namely, the manager is reasonably arranged to carry out parking patrol and manual assistance charging according to the condition of the size of the area, and the manual assistance charging comprises assisting the vehicle owner to download APP payment, assisting the vehicle owner to prepay or settle accounts through the APP of the manager, assisting payment of the unlicensed vehicle, supervising the arrearage record and paying arrearage for the vehicle owner who enters the parking section again and paying the arrearage for the vehicle at this time.
The administrator assisted payment comprises the step that when a certain vehicle is judged to have parking behavior in a certain area but not be paid in advance, the background system sends information such as a license plate number and a camera number which is shot that the vehicle enters to a mobile phone of an administrator of the numbered area in a form of short messages or sends the information to the APP of the administrator of the numbered area.
The administrator assists to pay fees including the condition to the unlicensed vehicle, the background system sends the vehicle photos and the camera numbers shot to the administrator APP of the area numbers where the camera is located, the administrator takes photos to the site to obtain evidence, if parking behaviors exist, the administrator APP uploads parking information and starts timing, and the owner is assisted to pay fees, and the assistance mode can include assisting the owner to download the APP to pay fees, assisting the owner to pay fees in advance or settle accounts through the APP of the administrator.
The manager assists payment including a vehicle owner who does not settle the last parking fee according to system records, when the camera monitors that the vehicle owner enters the parking section again, the background system identifies and verifies the vehicle, sends an emergency notice to a parking area where the camera is located and an administrator APP of an adjacent next parking area by the license plate number, the area number and the camera number which is shot to the vehicle entrance, supervises the vehicle owner to pay arrears after the relevant area administrator receives the notice, and needs to supervise the vehicle owner to pay the parking fee if the vehicle owner has a new parking behavior.
The emergency declaration unit is used for processing declaration submitted by the APP when the owner meets special conditions, transmitting the special condition type selected by the owner and the photo submitted by the owner as evidence to a system background, auditing by background staff, canceling the parking cost and informing a user of a processing result if the condition is true, and informing the user of the result and the reason of failure in auditing if the condition is not passed. Wherein, the special case includes: roads are artificially blocked, such as construction and the like; the vehicle fault is the stop of the vehicle running on the road section because the vehicle cannot drive away due to the fault; the traffic accident, namely the traffic accident appears in the front, all vehicles run slowly to cause long-time stay; traffic jam in rush hours; irreversible natural disasters such as floods, typhoons, etc.
Furthermore, the parking area equipment also comprises a geomagnetic sensor and a parking spot lock; the geomagnetic sensor is arranged in each parking space in the parking area and used for sensing vehicles and timing; the parking stall lock is arranged in every parking stall in the parking area, can judge the position of rising according to the chassis height automatic judgement of vehicle, lets the paddle just paste vehicle chassis, with earth inductor linkage prevents to flee the charge.
As shown in fig. 2, a charging method based on the one-in one-out roadside parking management charging system includes the following steps:
s1, collecting vehicle information passing through the boundary of the area
The control unit reasonably divides the boundary of a region for a road section with a parking space according to the road condition of one-way or two-way driving, so that a closed region is formed in the boundary, each region is numbered, a plurality of cameras are arranged on the boundary of the region for monitoring, the cameras in each region are numbered, each camera independently acquires information, the information comprises a license plate, a vehicle picture and data of vehicle entering and/or leaving time, and the information acquired by the cameras and acquired by the data information acquisition unit is sent to the data analysis unit through the control unit; and when the control unit identifies that a vehicle without a license plate or a vehicle with a defaulting record enters, informing a manager to carry out auxiliary payment.

Furthermore, the arrangement mode of the cameras further comprises that at least 2 cameras are arranged in a road section area for one-way driving, at least 2 areas are divided into road sections for two-way driving and two-side road parking separated by isolation belts, and at least 2 cameras are arranged in each area, and at least 2 entrance cameras and 2 exit cameras are arranged in the road section area for two-way driving and one-side road parking without isolation belts, so that the condition that vehicles enter and leave the road section area can be identified and recorded is ensured.
S2, judging whether the vehicle has parking behavior according to the time difference of one in and one out
The data analysis unit judges whether the vehicle has parking behavior or not, and comprises the following steps: determining the number of the area where the camera is located; judging whether the vehicle enters or leaves according to the license plate information stored in the area number, excluding the prior parking record which is finished, if the license plate number appears in the area number for the first time, determining that the vehicle enters the area, storing the vehicle data information into the area number, and if the license plate number is recorded in the area number, determining that the vehicle leaves the area when being identified by the camera in the area number again; judging whether the vehicle has parking behavior or not by comparing data information of the number of the area where the vehicle enters and leaves, preset free time and real-time road section information; the real-time road section information comprises traffic flow conditions, and the traffic flow conditions are obtained by respectively comparing the access time difference of each 5 vehicles passing through the same entrance and with the access time difference of the vehicle, wherein the access time difference is between the front vehicle and the rear vehicle; the real-time road section information also comprises that when the regional administrator finds that the regional road has abnormal conditions, the traffic road condition information is fed back in time through the administrator APP, the traffic road condition information comprises starting and stopping time of the abnormal conditions, the data analysis unit can refer to the difference of the fed back traffic road condition information to the time of the vehicle when the vehicle enters or leaves the vehicle, the time of the abnormal conditions is subtracted, and then free time is compared to judge whether the vehicle stops; the abnormal conditions comprise traffic jam and failure.
Further, the method for judging whether the vehicle has the parking behavior according to the traffic flow condition comprises the following steps:

and SS5, if the difference between the in-out time of the vehicle and the in-out time difference data of the 5 vehicles in front and at the back of the vehicle is larger, the vehicle can be judged to have parking behavior.
S3 automatic charging
And the charging unit automatically charges the vehicle judged to have the parking behavior by the data analysis unit according to the corresponding charging standard set by the control unit for each different road section.
S4, collecting and paying fee
The payment unit controls payment information of the vehicle, and the payment information comprises payment time, money, a payment mode, payment types and payment record updating; the payment mode of the vehicle owner comprises WeChat payment, Payment treasure payment or APP balance payment through a mobile phone APP, and the payment type comprises prepayment, settlement, automatic balance payment and administrator-assisted payment, wherein the prepayment is payment by estimating parking time in advance after parking; the settlement is that after the vehicle leaves, the vehicle owner carries out subsidy payment on the parking fee which is paid less through the APP subsidy page of the mobile phone, or the APP automatically returns the fee which is paid more; the balance payment is automatically deducted under the condition that the balance is enough to pay the parking fee of the advance payment or the additional payment after the APP recharge, if the balance is not enough to pay the parking fee, the balance is deducted firstly, and the residual fee can be complemented on a complementary payment page; the manager assists payment, namely reasonably arranging the manager to perform parking patrol and manual assistance charging according to the condition of the size of the area, wherein the manual assistance charging comprises assisting the car owner to download APP payment, assisting the car owner to prepay or settle through the APP of the manager, assisting payment to a unlicensed car, monitoring the arrearage record and paying arrearage for the car owner who enters the parking section again and paying the parking fee.

Further, a charging method based on the one-in one-out roadside parking management charging system is a supplementary charging method of a charging mode for automatically charging a vehicle judged to have parking behavior by collecting vehicle information and an in-out time difference of an in-out area boundary through a camera so as to further prevent fee evasion and reduce financial risk, and comprises the following steps:
s1, the geomagnetic sensor senses that the vehicle enters the parking space
The control unit numbers the parking spaces, and after a vehicle enters the parking spaces and stops stably, the geomagnetic sensor positioned at the number of the parking spaces senses the vehicle and starts timing;

s4 automatic charging
The charging unit automatically charges the vehicle judged to have the parking behavior according to the corresponding charging standard set by the control unit for each different road section;
s5, finishing the parking
When the vehicle leaves, the vehicle owner inputs the parking space code through the mobile phone APP and pays the fee; after the payment is finished, the parking spot lock is restored and released; the payment mode of the vehicle owner comprises WeChat payment, Paibao payment or APP balance payment through the mobile phone APP.

SS1, sequencing and storing the vehicle data entering the same number area according to the entering sequence;
SS2, when the vehicle leaves the numbering area, comparing the collected leaving data with the entering data to obtain an entering and exiting time difference, and when the time difference is within a preset free time, not calculating the cost;
SS3, if the time difference of the vehicles passing in and out is larger than the preset free time, the analysis system respectively compares the time difference of the vehicles passing in and out with the time difference of 5 vehicles which have the same entrance and have the entering time in front of and behind the vehicles;
SS4, if the in-out time difference of the vehicle is similar to at least 5 pieces of data in the corresponding 10 pieces of time difference data, the difference is not more than 3-5 minutes, or the in-out time difference of the vehicle data entering later is not generated, the vehicle can be judged to be a traffic jam behavior without paying;

The system according to claim 3 or 4, wherein the administrator-assisted payment comprises sending the license plate number and the camera number of the vehicle to the mobile phone of the number area administrator in the form of short message or sending the information to the APP of the number area administrator when a certain vehicle is determined to have parking behavior in a certain area but not to pay in advance.

The system according to claim 5, wherein the assistant payment by the administrator includes the condition of a unlicensed vehicle, the background system sends the vehicle photo and the camera number of the vehicle to the administrator APP numbered by the area where the camera is located, the administrator takes a picture to the site to obtain evidence, if the parking behavior exists, the administrator APP uploads the parking information and starts timing, and assists the owner in paying, and the assistance mode includes assisting the owner in downloading the APP payment by the owner and assisting the owner in prepayment or settlement by the administrator APP;
