(2.1) checking and calculating whether the format and unit of the online strategy fixed value list generated in the step (1) are completely matched with the format and unit of the fixed value list sent by the stability control, if so, entering the step (2.2); if not, returning to the step (1);
(2.2) the scheduling end online strategy fixed value checking system calculates whether the absolute error between the generated online strategy fixed value and the offline strategy fixed value in the current operation mode is in an allowable range or not, if so, the step (2.3) is carried out; if not, returning to the step (1);
(2.3) the dispatching end transmits the checked online strategy fixed value table and the power grid analog quantity collected by the dispatching end to the safety and stability control system;
(2.4) the dispatching end sends information downwards to the safety and stability control system, and the dispatching end is used for checking whether the relative error between the power grid analog quantity under the dispatching end and the power grid analog quantity collected by the safety and stability control system is within an allowable range or not by the safety and stability control system, if so, the step (3) is carried out; if not, returning to the step (1);
in the step (3):
(3.1) receiving an online strategy fixed value list checked by the safety and stability control system by the dispatching end;
(3.2) checking whether an online strategy fixed value list sent by the safety and stability control system is consistent with a fixed value list stored in a buffer area or not by a dispatching end, if so, entering a step (3.3); if not, returning to the step (1);
(3.3) calculating an online strategy control strategy again by the online strategy fixed value checking system of the dispatching end according to the expected faults or fault sets of the current operation mode, and generating a new fixed value list;
in the step (4):
(4.1) checking (3.3) whether the error of the newly generated online strategy fixed value list and the online strategy fixed value list sent by the safety and stability control system is in an allowable range or not at the dispatching end, if so, entering the step (4.3); if not, returning to the step (1);
and (4.2) the dispatching end sends an update strategy instruction to the safety and stability control system.
2. The method for checking the online policy setting of the safety and stability control system according to claim 1, wherein the method comprises the following steps: the following two steps are performed before step (1) is performed in step (2):
firstly, judging whether a communication channel between a dispatching end and a safety and stability control system is normal, if so, entering a step (II); if not, returning to the step (1);
checking the validity of the state quantity sent by the safety and stability control system at the dispatching end, judging whether the safety and stability control system is normal or not, and if yes, entering the step (2); if not, returning to the step (1).

The method for checking the online policy setting of the safety and stability control system according to claim 1, wherein the method comprises the following steps: when the online strategy fixed value checking method is applied to power transmission network stability control, in the step (2.4), when checking relative errors of power transmission network analog quantity parameters issued by a dispatching end and analog quantity parameters acquired by a safety stability control system at the same place and at the same moment, safety stability characteristics of power transmission networks under different faults are mastered, and some analog quantities capable of reflecting the safety stability characteristics of the power transmission networks under the faults are selected as main checking parameters, and some electric analog quantities relatively weaker in reflecting the stability characteristics of the power transmission networks are selected as secondary checking parameters; the relative error set value of the primary checking parameter is less than 2%, and the relative error set value of the secondary checking parameter is less than 10%.

A system employing the safety and stability control system on-line policy decision check method of claim 1, wherein: the system comprises a scheduling end online strategy fixed value triggering module, an online strategy fixed value single check module, a new online strategy fixed value single generation module and an error check module;
the online policy fixed value triggering module triggers the online policy fixed value of the scheduling end and generates an online policy fixed value list required by the safety and stability control system;
the online strategy fixed value list checking module checks the online strategy fixed value list generated by the online strategy fixed value triggering module, determines whether to issue the checked online strategy fixed value list to the safety and stability control system and the power grid analog quantity information collected by the dispatching end, and checks the issued information determined by the safety and stability control system to the dispatching end;
the new online strategy fixed value list generation module receives the online strategy fixed value list checked by the safety and stability control system in the online strategy fixed value list checking module, checks whether the online fixed value list sent by the stability control is consistent with the fixed value list stored in the buffer zone, and generates a new online strategy fixed value list;
and the error checking module checks whether the error of the newly generated online strategy fixed value list and the online strategy fixed value list sent by the safety and stability control system is in an allowable range or not, and decides whether to update the online strategy fixed value list to the checked online strategy fixed value or not.
