the information issuing unit (141) is used for providing metering news, policy and regulation, notification bulletin and internal control files;
the organization mechanism unit (142) is used for viewing organization mechanism and providing attribution of the metering tool;
the asset management unit (143) is used for managing appliance purchase files, appliance warehousing files, and appliance ex-warehouse files.

The two-dimensional code-based metering management system according to claim 1, wherein the system server (1) further comprises a data processing module (15), and the data processing module (15) is configured to process the verification data and the certification data of the metering device and form a statistical result.
8. The two-dimensional code-based metering management system according to claim 1, wherein the mobile terminal (2) comprises a camera (21), an information identification module (22), an information interaction module (23), and an information viewing module (24), wherein,
the camera (21) is used for scanning the two-dimensional code on the measuring instrument;
the information identification module (22) is used for identifying the two-dimensional code according to the scanning result of the camera (21);
the information interaction module (23) is used for realizing information interaction with the system server (1) according to the identification result of the information identification module (22) and acquiring the verification data and the verification data of the measuring instrument;
the information viewing module (24) is used for displaying the verification data and the verification data of the measuring instrument.
