本发明实施例涉及一种通信方法及设备。包括:第一设备确定第一信息,所述第一信息包括第一设备的链路状态信息和/或第一设备的链路需求信息,该第一设备为第一用户设备;第一用户设备向第二设备发送第一消息,该第一消息携带有第一信息,该第一消息用于指示第二设备根据第一消息为所述第一设备建立连接。其中,第二设备可以包括第二用户设备以及第一网络设备中的任意一个或两个。通过本发明实施例可以实现依据用户设备的链路状态信息和/或链路需求信息来为用户设备建立连接,能够更合理的建立连接。
