s1: acquiring a live broadcast video or a recorded broadcast video and editing to obtain a video segment;
s2: setting additional information for the video clip, generating a video to be published, and selecting a publishing mode and an account for publishing, wherein the additional information comprises at least one of a cover, a text description, a label, classification information and a watermark identifier; the publishing mode comprises instant publishing and conditional publishing; each account comprises a total account and at least one sub-account, and at least one of the accounts is selected as a publishing account to publish;
s3: monitoring and recording the browsing condition and the interaction condition after the video clip is released, and evaluating and adjusting the released information and the release mode according to the monitoring and the recording condition;
in step S2, the conditional publication includes a timing publication in which a specific time point is specified for publication, and a keyword publication in which prior public information is used as a publication condition; storing the videos to be published which are set to be published into drafts, and publishing the videos when the publishing conditions are met;
the specific way of publishing the keywords is as follows:
a. setting at least one keyword and setting a number threshold N0
b. Setting an upper time limit t0And obtaining the public time from the network in a timed mode not earlier than the upper time limit t0As valid information;
c. searching the keywords from the effective information, and counting the occurrence times N of the keywords; when N is more than or equal to N0And when the video to be published meets the publishing condition, publishing the video to be published.
2. The cloud-cut video distribution method according to claim 1, wherein in step S2, the cover is a picture cut from the video clip or a picture uploaded separately.
3. The cloud-cut video distribution method according to claim 1, wherein the specific method of the timed release is as follows:
setting the date and time of expected release, and setting modification authority for at least one of the general account and the sub-account, wherein the release account has the authority by default; before the video clip is released, the account with the authority can modify the expected release time, and the release account can be released in advance before the expected release time is reached.

the release module (3) is used for selecting a release mode and an account and releasing the video to be released; the publishing mode comprises instant publishing and conditional publishing; each account comprises a total account and at least one sub-account, and at least one of the accounts is selected as a publishing account to publish;
the monitoring module (4) is used for monitoring and recording the browsing condition and the interaction condition after the video clip is released, and evaluating and adjusting the released information and the release mode according to the browsing condition and the interaction condition;
the issuing module (3) comprises the following parts:
the release mode selection unit (31) is used for selecting a release mode for the video to be released; the publishing mode comprises instant publishing and conditional publishing; the condition issue comprises timing issue for appointing a specific time point to issue and keyword issue taking prior public information as an issue condition;
the authority management unit (32) is used for selecting at least one issuing account and managing the authority of checking and modifying the issuing conditions of all accounts when the issuing mode is conditional issuing;
a timing management unit (33) for setting a date and time of expected distribution when the selected distribution manner is the timing distribution;
