When the invention works, the PLC is connected with a power supply, when the liquid level in the case 1 reaches the lowest liquid level of the low liquid level sensor, the PLC instructs the cold plate evaporator 23 to carry out oil extraction downwards, the refrigerating and heating system simultaneously refrigerates the cold plate 10 and heats the oil removing condenser 24 and the water cooling condenser 22, when the sewage temperature sensor in the case 1 senses that the sewage temperature reaches the designated temperature, and simultaneously, the cold plate temperature sensor on the cold plate 10 senses that the cold plate evaporator 23 reaches the designated temperature, the designated temperature is higher than the freezing point of water and lower than the freezing point of oil, the PLC instructs the cold plate speed reducer 32 to drive the cold plate 10 to carry out oil extraction downwards, when the high liquid level sensor senses that the condensing plate 10 descends to be in contact with the high liquid level, the high liquid level sensor is conducted, the PLC controller instructs the cold plate speed reducer 32 to drive the condensing plate 10 to continue descending for a certain distance and keep the distance until the cold plate temperature sensor on the condensing plate 10 gives a temperature signal reaching the oil extraction effect, the PLC controller controls the cold plate speed reducer 32 to drive the condensing plate 10 to ascend, when the upper limit position sensor on the condensing plate 10 gives a signal reaching the oil scraping position, the cold plate speed reducer 32 stops acting, the condensing plate 10 reaches the oil scraping position, and the oil scraping mechanism 7 waits to act.
