The guide block 18 and the guide groove 10 function to restrict the displacement of the side support 7 in other directions than the up-and-down movement. The outer sleeve 22 and the inner rod 21 are designed to limit the displacement of the tension rod 25 in other directions except for the up-and-down movement; the notch 15 is designed to prevent interference of the front arc plate 3 with the tension spring 13 on both sides. After the wheels are limited by the front arc plate 3 and the rear arc plate 16, the wheels can rapidly drive the binding mechanism 37 to move together and reach the same speed, and then the binding mechanism 37 decelerates the vehicle body by means of friction force with the ground; wherein the design purpose of the front arc plate guide wheel 40 is as follows: the binding mechanism 37 decelerates by virtue of friction force, the vehicle body decelerates by virtue of the binding mechanism 37, the resistance of the binding mechanism 37 to the wheel is provided by the front arc plate 3, the front arc plate 3 is always kept in contact with the wheel in the deceleration process, and the power of the wheel can be eliminated by the rotation of the front arc plate guide wheel 40; if there are no front arc 3 runners, then if the vehicle operator continues to step on the gas pedal after the vehicle is restrained to rotate the wheels rapidly, the wheels will rub against the front arc 3 without the front arc runner 40 and produce traction, eventually breaking through the restraint mechanism 37. The friction of the rear arc plate 16 on the wheel does not influence the binding effect but plays a role in friction braking on the wheel; in addition, after the wheel drives into the binding mechanism 37, the wheel is firstly contacted with the rear driving rod 8, at the moment, the rear arc plate 16 firstly penetrates out, but the running speed of the vehicle body is extremely high, the rear arc plate 16 does not penetrate out of the wheel and moves to the binding mechanism 37, so that the design of the rear arc plate 16 has positive binding and braking effects.
When the automobile wheel passes through the wheel binding mechanism 37, as shown in a in fig. 12, one wheel may only act on one independent wheel binding mechanism 37, and the wheel binding mechanism 37 subjected to wheel tension is taken away by the wheel, because the notch of the clamping hole faces the rear of the automobile driving direction, the wheel binding mechanism subjected to wheel tension does not affect other wheel binding mechanisms 37, and further, the failure effect on subsequent vehicles to be intercepted is caused; as shown in fig. 12 b, when a wheel crosses two adjacent wheel restraining mechanisms 37, the two wheel restraining mechanisms 37 are pulled by the same wheel to move forward together. The invention uses the wheel binding mechanism 37 to bind the wheels, quickly brakes the automobile without damaging the automobile, assists the public security organization to stop illegal vehicles, and has better use effect.

the rotary base comprises a front turning plate, a front vertical plate, a bottom plate, a rear vertical plate, a clamping hole and a binding mechanism rotating hole, wherein the front vertical plate and the rear vertical plate are respectively arranged at two ends of the bottom plate; the clamping hole is matched with the main rod;
the binding mechanism rotating shaft is arranged in the binding mechanism rotating hole;

when no wheel is pressed, the force eliminating belt and the belt supporting rod are mutually separated in a tensioned state;
