and selecting whether to perform speaking right delay processing of the dispatching desk according to the speaking right delay request, wherein the speaking right delay request comprises the time length of the speaking right requesting delay.

(4) after receiving an SIP (ACK) message sent by a dispatching desk, the cluster core network internally starts a speaking authority timer according to configuration information;
(5) the cluster core network informs other group members in the group of the speaking right occupation information through a cluster downlink transmission message;
(6) after the timer started in the step (4) is overtime, the cluster core network sends a SIP (message) message to the dispatching desk to inform the dispatching desk that the speaking right authorization is about to overtime;
(7) the dispatching desk replies SIP (200(OK)) message to the cluster core network;
(8) after receiving the sip (message) message of step 6, the dispatcher station may perform friendliness prompt on the interface of the dispatcher station, for example: the talk burst also has a 10 second timeout, providing the user with two operational options, "determine" and "talk burst duration". If the user feels that 10 seconds are enough, clicking to determine; if the user feels that the speaking right needs to be occupied for a period of time, the dispatching desk sends an SIP (reINVITE) message to the cluster core network, triggers the speaking right duration and indicates the expected duration;
(9) the cluster core network decides the speaking right attribution according to the speaking right decision policy and sends a SIP (200(OK)) message to the DC if the speaking right is granted to the dispatch station. Starting an speaking right time timer according to the speaking right occupation time expected by the dispatcher;
(10) after receiving the speaking right authorization, the dispatching desk sends SIP (ACK) information to the cluster core network to confirm that the speaking right renewal process is completed.
The speech right time notification mechanism in the above description: when the cluster core network grants the speaking right to the dispatching desk, a speaking right time limit timer is started, and the time length of the timer can be flexibly configured (for example, the speaking right time length is reduced by 5 seconds). When the timer is overtime, the cluster core network sends SIP (message) message to the dispatching desk to indicate that the speaking right of the dispatching desk is about to overtime; the speaking right renewal method comprises the following steps: when receiving the speaking right time information, the dispatching desk triggers the speaking duration and sends SIP (REINVITE) information to the cluster core network, and the cluster core network carries out the speaking right duration processing according to the decision strategy; two additional SIP messages: two messages, namely SIP (message) and SIP (REINVITE), are added in the patent.
