The cluster core network side can carry the idle speech right identification in the speech right information updating message under the condition that the speech right is occupied but does not exceed the maximum configured speech right number, informs the terminal of applying the speech right of the group call service, and optimizes the flow of queuing and waiting for the original speech right user to release the speech.
Compared with the existing trunking group calling speaking right control process, the invention can effectively improve the communication efficiency of the trunking voice group calling, reduce the signaling overhead consumed by the trunking voice group calling due to the change of the speaking right and provide brand new user experience. The technical scheme of the invention is in the leading position in the current world communication industry and has important market value.

Compared with the original broadband cluster core network which only supports a single terminal to have the speaking right at the same time, the cluster core network has the function of simultaneously establishing uplink voice data and a cluster group calling service tunnel for multiple terminals.
Further, when detecting that the number of talk burst in the trunking group call process does not exceed the maximum number of talk burst, the trunking core network may prompt the terminal to have an idle talk burst to apply in the issued talk burst information update message.
Referring to the embodiment shown in fig. 1, in a current network system based on the Long Term Evolution (LTE) broadband trunking protocol standard, when a non-speaking-right user needs to obtain trunking speaking right, the following process is performed:
1) the trunking terminal initiates a speaking right application request: the non-speaking right user sends a voice speaking right application request to the cluster core network when needing to obtain the cluster speaking right, and the request content comprises the voice media content description information of the terminal.
At this time, the non-speaking-right user should be under the trunking voice group call service.
If no other user (cluster terminal) occupies the speaking right at the moment, the speaking right is distributed to the speaking right application party according to the original process, and a speaking right notification signaling is issued to inform other users that the speaking right is in an occupied state, and the process is finished.
However, at this time, other users may have applied for and occupied the current speech right of the trunking group calling, and if the speech right is already occupied by other terminals according to the original traditional speech right distribution flow, the trunking core network cannot distribute speech right to the new user who applies for speech right at this time. The invention proposes that if other terminals obtain the voice right in the trunking group calling service, the non-right-of-speech terminal applies for the right to the trunking core network at the moment and then enters step 2), the trunking core network needs to inquire the voice number of the current group calling, and compares the voice number with the configured maximum voice number to judge whether the non-right-of-speech terminal can carry out the voice right authorization.
2) The cluster core network inquires the assignable speaking right state of the cluster group calling service at the moment:
after receiving the speaking right request, the cluster core network inquires the cluster service, if the existing speaking right number is the maximum speaking right number, then replying the speaking right queuing information, and ending the process.
After receiving the speaking right request, the cluster core network inquires the cluster service, if the idle speaking right position is not distributed at present, the cluster core network can send a speaking right application receiving response message to the speaking right application terminal, and the step 3 is entered, wherein the message carries the cluster group calling identification number and the voice media coding and decoding information.
