The charging modes comprise active charging and time-based charging.
If the charging mode is active charging, judging whether the parking time exceeds the active time, and if the parking time is less than or equal to the active time, taking the parking fee as a preset rated fee; if the parking time is greater than the activity time, acquiring surplus cost according to the surplus time obtained by subtracting the activity time from the parking time and a preset on-time charging rule, wherein the parking cost is the sum of the rated cost and the surplus cost;
if the charging mode is timing charging, the parking fee is calculated according to the parking time and a preset on-time charging rule. The parking start time is based on the time for identifying the vehicle entering the parking lot, and the charging rule according to time can be that the vehicle leaves the parking lot within half an hour (different time is set according to the parking lot management) from the successful payment time, and the vehicle is charged again when the time exceeds the time.
For example, a certain mall may enjoy 10 yuan unlimited parking privilege from zero point at 2 month and 1 day zero to zero point at 2 month and 3 days zero during a spring festival preferential event, so that the parking fees of vehicles entering and exiting the parking lot of the mall are all 10 yuan during the event, and the unnecessary time during the event is charged according to a time-based charging rule, such as 1 hour and 5 yuan.

Further, the car owner can preset the time for entering and exiting the gate to obtain the expected parking fee, when the parking lot charging management service end inquires the corresponding license plate number and the expected parking fee according to the mobile phone number input by the user from the inquiry window, the expected parking fee and the collection account are returned to the user, the payer pays the car owner from the own account according to the expected parking fee and the collection account, and the parking lot charging management service end feeds back the payment result to the mobile phone number after receiving the fee.
In this embodiment, the data of the query window is connected to the database, and the mobile phone number of the person who wants to pay the parking fee is input into the query window, so that the parking fee can be paid to the car owner corresponding to the mobile phone number, which is favorable for paying the parking fee for the visitor in a business meeting place.

the mobile phone client sends a mobile phone number and a license plate number to the parking management server according to the prompt information;
the parking management server stores the mobile phone number and the license plate number in a database, and establishes a mapping relation among the mobile phone number, the license plate number and the entrance information;
the mobile phone client obtains the parking fee by scanning the two-dimensional code on the spot.
Secondly, the parking lot charging management server side sends a short message for providing a license plate number to a mobile phone number detected in a parking area;
the mobile phone client sends verification information to the parking management server after receiving the short message;
after receiving the information of successful verification, the mobile phone client sends a license plate number to the parking management server;
after receiving the license plate number, the parking management server stores the mobile phone number and the license plate number in a database, and establishes a mapping relation among the mobile phone number, the license plate number and the entrance information.
The first license plate acquisition unit 202 is configured to acquire a license plate number matched with the mobile phone number from a database when a mapping relationship between the mobile phone number and the license plate number exists in the database;
the second license plate obtaining unit 203 is configured to send an inquiry short message to the mobile phone number when the mapping relationship between the mobile phone number and the license plate number does not exist in the database, and obtain the license plate number corresponding to the mobile phone number according to reply information of the inquiry short message.
In this embodiment, the license plate number is obtained by querying the database or contacting the vehicle owner through the mobile phone number, so that the parking fee is paid for the license plate number. The problem that parking fee is hard to pay for the car owner under the condition that the license plate number of the car owner is unknown is solved.

acquiring a mobile phone number from a third party payment platform according to order information in the received payment request, wherein after the user pays the parking fee in advance through the third party payment platform, the third party payment platform generates order information and sends the order information;
the step of performing parking fee payment operation on the license plate number comprises the following steps:
and setting the parking fee state corresponding to the license plate number as paid.
3. The mobile phone number-based parking fee payment method of claim 1, wherein the parking fee payment operation for the license plate number comprises:
acquiring parking fee corresponding to the license plate number;
and deducting the parking fee from the account corresponding to the user sending the payment request.

A mobile phone number based parking fee payment method as claimed in claim 3, wherein the payment request is triggered by a mobile phone number inputted based on a query window, and the step of deducting the parking fee from an account corresponding to a user who sent the payment request comprises:
feeding back parking fee information to a terminal sending the payment request;
acquiring an account selected by a user based on the parking fee information;
and deducting the parking fee from the selected account, and setting the parking fee state corresponding to the license plate number as paid.
5. The mobile phone number based parking fee payment method of any one of claims 1-4, wherein the step of querying the license plate number matching the mobile phone number according to the mobile phone number comprises:
judging whether a mapping relation between the mobile phone number and the license plate number exists in a database;
if yes, acquiring a license plate number matched with the mobile phone number from the database;
if not, sending an inquiry short message to the mobile phone number, and acquiring the license plate number corresponding to the mobile phone number according to the reply information of the inquiry short message.
6. A parking fee payment system based on a mobile phone number is characterized by comprising:
the mobile phone number acquisition module is used for acquiring a mobile phone number contained in a payment request when the payment request is received;
the license plate inquiry module is used for inquiring a license plate number matched with the mobile phone number according to the mobile phone number;
and the payment module is used for carrying out parking fee payment operation on the license plate number.

9. A mobile phone number based parking fee payment system as recited in claim 8, wherein the payment request is triggered by a mobile phone number inputted based on a query window, the fee deduction unit comprising:
the information feedback subunit is used for feeding back parking fee information to the terminal sending the payment request;
the account acquisition subunit is used for acquiring an account selected by the user based on the parking fee information;
and the fee deducting subunit is used for deducting the parking fee from the selected account and setting the parking fee state corresponding to the license plate number as paid.
10. A mobile number based parking fee payment system according to any one of claims 6-9 wherein said license plate query module comprises:
