judging whether a first request for requesting a broadcast is in accordance with the elastic charging requirement according to SP information, user information, payment information and user request service information carried in the first request for requesting the authorization and rating, authenticating the first request for requesting the authorization and rating when the first request for requesting the broadcast is in accordance with the elastic charging requirement, and executing the charging process, wherein the method comprises the following steps: authenticating the first authentication pricing request, generating a link identification (linkID) of user and service information after successfully authenticating the first authentication pricing request, adding the linkID into an authentication response message, sending the authentication response message to a Web gateway Web gateway (WEBGW), and receiving a second authentication pricing request sent by the WEBGW; and performing authentication pricing charging on the second authentication pricing request, and sending a request success message to the user, wherein the second authentication pricing request is sent by the WEBGW after sending a confirmation message request to the user according to the authentication response message and receiving a confirmation response message returned by the user.
