3. A voice call initiation method according to claim 2, wherein if the terminal has received the ringing message fed back by the called terminal, the method further comprises:
and determining whether the terminal is in a call state through the call management module, and if the terminal is in the call state, judging that the terminal has received a ringing message fed back by the called terminal.

The voice call initiation method based on a VOLTE terminal according to claim 1, wherein the network switching is performed according to the call network switching instruction, and after the switching is completed, the step of initiating redialing of the circuit switched domain on the switched network through the call management module specifically includes:
and the terminal is switched to a 3GPPUTRAN/GERAN network from an LTE network according to the call network switching instruction, and initiates redialing of the circuit switching domain on the 3GPPUTRAN/GERAN network through the call management module.
5. A voice call initiating device based on VOLTE terminal is characterized by comprising:
the call network switching instruction receiving module is used for receiving a call network switching instruction issued by an eNodeB in VOLTE call service after a main call is sent out, wherein the call network switching instruction is issued by the eNodeB when a mobile management entity at a network side detects that an LTE signal is weakened or disappears;
a VOLTE call service ending module, configured to trigger an IMS protocol stack through a call management module, send a call ending instruction to the eNodeB to end the VOLTE call service, and reserve a dialing status interface on a display interface of the terminal, if a call request sent by the terminal to a called terminal through the eNodeB when initiating a primary call has not been received by the called terminal, or the called terminal has received the call request but a ringing message fed back by the called terminal has not been sent to the terminal;
and the redialing module is used for carrying out network switching according to the call network switching instruction, and after the switching is finished, the redialing of the circuit switching domain is initiated on the switched network through the call management module.
6. A VOLTE terminal-based voice call initiation apparatus according to claim 5, further comprising a primary call network switching module, configured to perform network switching according to the call network switching instruction when the terminal has received the ringing message fed back by the called terminal, so as to switch the primary call from the data switching domain to the circuit switching domain.
7. A VOLTE terminal-based voice call initiation apparatus according to claim 6, wherein said apparatus further comprises a determination module;
the judging module is further configured to determine whether the terminal is in a call state through the call management module, and if the terminal is in the call state, determine that the terminal has received a ringing message fed back by the called terminal.
8. A VOLTE terminal-based voice call initiation apparatus according to claim 6, wherein said redial module is further configured to switch from an LTE network to a 3GPP UTRAN/GERAN network according to said call network switching instruction, and initiate redial of said circuit switched domain on said 3GPP UTRAN/GERAN network through said call management module.
