本发明实施例提供了一种解析扩展功率余量上报的方法、基站、用户设备和系统,涉及通信领域,所述方法包括:接收用户设备UE发送的媒体接入控制MAC分组数据单元PDU,所述MAC PDU的MAC子头包含预留比特位R、扩展比特位E和逻辑信道标识LCID;获取所述MAC子头中的所述LCID;根据所述LCID获取所述MAC子头对应的媒体控制元素MCE,对所述MCE中的扩展功率余量上报PHR进行解析。所述基站包括:接收模块、获取模块和解析模块。所述用户设备UE包括:设置模块和发送模块。所述系统包括:基站和用户设备。本发明可以避免在MAC子头中设置L字段浪费资源的问题;另外,无需根据L字段判断解析是否正确,降低了解析扩展PHR的复杂性。
