<Desc/Clms Page number 2>

<Desc/Clms Page number 3>
<Desc/Clms Page number 4>
<Desc/Clms Page number 5>
<Desc/Clms Page number 6>

<Desc/Clms Page number 7>

Obstacle for maintaining order.
The invention relates to an articulated device which can deploy a spiral wire more particularly for use by the police as an obstacle with regard to people.
The invention relates more precisely to a device, preferably made of metal, comprising two essentially identical parts articulated with respect to one another and which, by pivoting in the open position, cause the extension of a spiral wire, also called an effective obstacle against people who would like to cross it.
Law enforcement, such as the police and the gendarmerie or the armed forces used in a similar role, for example in the framework of ON U missions, have always needed mobile obstacles intended to stop the movements of people, especially hostile groups or crowds. For this purpose, it is necessary to have devices which are sufficiently flexible to use and of rapid implementation in places where their presence is necessary.
The existing devices all have significant drawbacks. Frize horses, whose basic design dates back to Roman times, are fairly effective devices but whose implementation requires a certain number of people and significant delays.
<Desc / Clms Page number 2>
They cannot be carried by one man. The width of each frieze horse is fixed, which always makes it difficult to adapt to new terrain configurations and does not predispose to special uses, for example to block interior corridors of a building (train station, metro station, sports site ...).
Finally, the fixing of the frieze horses to each other is tedious and ill-suited to the quick and easy opening of a passage in the chain device, whether for the benefit of rescuers, uninvolved persons or forces d intervention that fall back or that will intervene.
EMI2.1
CiU type. L ------------ NADAR type. These barriers are not capable of stopping an aggressive crowd and are tedious to implement. Nevertheless, simple and inexpensive, they are available in large numbers in municipal services.
The concertinas constitute the spiral, extensible form of barbed wire or ribbons. The system has existed since the First World War and is still used as a military campaign obstacle. Currently able to present very effective special tips. It is very efficient and inexpensive. Its nature as a country obstacle makes it possible to quickly and continuously shut down hundreds of meters in length. It is with a similar vocation that versions have been designed for the police of certain regions of the world. However, in this form, concertinas are ill-suited for use as a police obstacle, particularly in urbanized environments. Indeed, the ribbon rod must be
<Desc / Clms Page number 3>
strongly anchored to the ground at close intervals.
As it is, it is also difficult to fix at its ends, where it must have a tight junction with walls. Finally, in this form, it is a continuous "all or nothing" type device, which provides insufficient flexibility of use, in particular in the context of maintaining public order in cities.
The aforementioned drawbacks are overcome by the present invention, which provides a device p. e. metal with two hinged leaves and length

essentially equivalent. The end of each of the leaves preferably carries a pivoting structure which will be which is fixed one of the ends of a short concertina in barbed tape. The leaves of the device are parallel to each other when the structure is not in use, and the concertina is compressed. The leaves open manually relative to each other either at an angle of 90 degrees or at a lower angle, chosen according to the circumstances. In some special cases, the structure may have to be opened at an angle greater than 90 degrees.
The concertina elements used by the device which is the subject of the invention may possibly be multiple, either by juxtaposition, or by the fact that several are installed concentrically. In the latter case, the diameters of the concertinas are preferably different.
<Desc / Clms Page number 4>
The leaves of the apparatus are provided with locking means in a selected position, eg. e. using an articulated rod device, the end of which can slide and be locked in a slide in any position.
The pavilions carrying the ends of the concertina are provided with pivoting means, p. e. by providing articulation means at their upper end and their lower end. They can thus pivot relative to the leaf with which they are associated. When the leaves are parallel to each other, the pavilions are preferably also parallel to each other. At this time the concertina is contracted between When the leaves deviate from each other, the pavilions automatically rotate so as to remain parallel to each other. This is the spring effect provided by the concertina being deployed, which acts on the pavilions and keeps them parallel to each other.
Maintaining parallelism is essential for the efficiency of the system. It allows a tight junction between the device, object of the invention and another similar device which is joined or even with a wall.
In some cases, parallelism is maintained between the pavilions, but the latter are oriented differently. This is for example the case when the contiguous obstacle is oriented relative to the other at an angle of up to 90 degrees and this due to a
<Desc / Clms Page number 5>
change of direction of the obstacle line. In all cases, the watertightness of the obstacle line must and is automatically ensured.
The connection between the contiguous obstacles is essential to ensure the cohesion of the line of obstacles. It can be provided in various ways. One of them consists in providing pivoting structures, which we will designate arms, articulated from each leaf of the device. These arms can pivot outwards and hook onto a similar device based on the adjoining device, joined by a carabiner.
EMI5.1
To provide the connection between the adjoining devices, connections are provided at the level of the pavilions, for example in the form of an extension of each of the concertina-carrying pavilions by a device comprising two vertical and parallel bars. These bars are placed at a safe distance from the concertina, to avoid any injury to the operator.
Horizontal crosspieces, secured to the pavilion, accommodate the two vertical bars. This assembly comprising the horizontal crosspieces and the vertical bars, is designated rudder. In fact, this device orients the two adjoining pavilions and this due to the joining of the vertical bars of each of the two adjoining devices in the dam. The joining of which question can take place very simply, for example using carabiners. This rudder has the merit of being very simple, effectively avoiding any adverse attempt
<Desc / Clms Page number 6>
to dissociate obstacles and to be intrinsically organized to allow a significant vertical drop of an obstacle with respect to each other (for example due to a border).
It is also able to accept a large angular cant from one obstacle element with respect to another. Such slopes can be imposed by the configuration of the terrain. A device like this rudder avoids the extremely tedious chain ligatures, which are necessary with other types of obstacles as soon as the ground is not flat, and this because of the presence of curbs or other unevenness.
EMI6.1
The raozicaL-Liii preferably uses the rules of the art of ironwork or aluminum metal fabrication. Each leaf consists of a robust welded tubular structure. It is preferably protected in the rules of art against corrosion.
According to one embodiment, the structure comprises an upper element in the form of a gallows, which can accommodate the upper pivot of the roof. The lower pivot of the roof is directly installed on the basic structure. The pavilions are pivoting structures on which at least one concertina can be securely fixed at a minimum of three different points. In addition, they have a structural extension which accommodates two vertical bars.
<Desc / Clms Page number 7>
These vertical bars are used for fixing the devices to each other. Advantageously, each leaf end of the basic structure can be provided with a small wheel intended to improve the ease of transport. Each leaf is also equipped with feet for laying on the ground.
The leaves are hinged relative to each other by a pivot system whose configuration can take various forms. The leaves can also be connected by a pivoting rod fixed to one of the leaves, and the end of which can be anchored in a reception orifice formed in the slide fixed on the other leaf.
The invention will be better understood on examining the drawings provided in the appendix by way of example only.
Fig. 1 shows a side view of the main elements of an apparatus or device according to the invention. The reference 1 indicates the actual tubular structure of the device. In 2 we illustrate the pivoting structure which carries the concertina and which has been designated "pavilion" in this presentation. The concertina forming the actual obstacle is represented in 4 in the form of a turn of barbed tape. 5 shows the structural elements which carry the vertical bars 6 intended to allow the devices to be joined to one another.
In 7 a part of the main structure is illustrated which, because of its particular function, is called "gallows" in the present description.
<Desc / Clms Page number 8>
Fig. 2 shows a top view, an apparatus according to the invention in use configuration and connected on both sides to two other apparatuses. There are representatives of the police in 7 and demonstrators in 8. There is also illustrated in 3 a rod articulated in 9 and adjustable in various positions along a rail 10 to allow the maintenance of the opening in the chosen position. Also distinguished in 11, the junction elements, p. e. in the form of carabiners, between pavilions of devices to be joined to form the line of obstacles.
The invention also relates to the use of a

. J - i-L-t-- L.. - -. - on any public or private place where the said obstacle may be required in order to oppose the passage of people.
The invention is not limited to the above-mentioned embodiments. Thus the concertina of barbed tape can be replaced by other elements capable of being compressed or retracted between the two leaves and forming an obstacle (eg synthetic sheet, possibly transparent, flattened spiral element of barbed tape, extensible or rollable trellis).
In addition, the wings themselves can also receive, between the concertina and the pivots articulating the two wings, modular ballistic protection elements offering various levels of protection, and taking the form of panels of special synthetic material, erected vertically and fixed in a simple way to structure.
