Un dispositivo de reducción electroquímica 10 incluye una unidad de electrodo 100, un controlador de potencia 20, un tanque de almacenamiento de material orgánico 30, un tanque de almacenamiento de agua 40, una unidad de separación de gas-agua 50, y un controlador 60. La unidad de electrodo 100 tiene una membrana electrolítica 100, un electrodo reductor 120, y un electrodo generador de oxigeno 130. El electrodo generador de oxígeno 130 tiene: un sustrato de metal de conductor de electrones; una capa protectora que contiene uno o dos o más metales u óxidos metálicos, el metal (metales) se selecciona del grupo que consiste en Nb, Mo, Ta y W y que cubre el sustrato metálico; y un catalizador que contiene uno o dos o más metales u óxidos metálicos, el metal (metales) se selecciona del grupo que consiste de Ru, Rh, Pd, Ir, y Pt, y que se mantiene en la superficie de la capa protectora.
