- the SMF receives the service operation sent by the AMF, and determines that it carries a PDU session establishment request message. If the service operation carries the always-on instruction information, or the PDU session establishment request message carried in the service operation carries the always-on instruction information, the SMF performs at least one of the following checks:
- the SMF decides to allow the requested first session to be established as an always-on session according to the obtained subscription information of the UE including indication information that allows the UE to establish an always-on PDU session.
- the SMF decides to allow the requested first session to be established as an always-on session according to the obtained policy information of the UE including indication information that allows the UE to establish an always-on PDU session.

- the SMF sends a PDU session context response service operation to the AMF, or sends an update PDU session context response service operation to the AMF.
- secondary authorization / authentication of the PDU session is performed. It should be understood that if the request type of the first session indicates that the first session is "Existing PDU Session", “Emergency Request” or “Existing Emergency PDU Session” (Existing Emergency PDU Session) ", the SMF does not perform secondary authorization / authentication.
- SMF performs PCF selection. If the request type indicates "an existing PDU session” or "an existing emergency PDU session", the SMF should use the PCF that the PDU session has selected. If PCC is not deployed, SMF may apply local policies.
