一种定位方法及装置
本申请要求在2018年4月4日提交中华人民共和国知识产权局、申请号为201810301169.9、发明名称为“一种定位方法及装置”的中国专利申请的优先权,其全部内容通过引用结合在本申请中。
技术领域
本申请涉及移动通信技术领域,尤其涉及一种定位方法及装置。
背景技术
随着通信技术的发展,第五代(the 5th generation,5G)通信系统网络已经应用于物联网、工业控制等领域,并且外部应用需要通过5G网络获取终端的位置信息,并根据终端的位置信息实现有关的应用和服务,比如根据位置信息实现主动推送、物品跟踪、工厂中的设备精确定位等功能。因此5G网络需要增强支持对外部应用开放终端的位置信息。
5G网络的核心网管理着大量的终端设备,由于定位业务和其他类型的业务大量占用终端和网络间的控制面连接,对网络的控制面连接会造成较大负荷,因而导致控制面可能会对某些终端执行拥塞控制,使得终端进入拥塞控制状态。该情形下,如何实现以较为灵活的方式获取终端的位置信息,目前还没有给出相应的解决方案。
发明内容
本申请提供一种定位方法及装置,用更灵活的方式获取的终端的位置信息。
第一方面,本申请提供一种定位方法,包括:位置管理网元接收第一网元的第一消息,第一消息包括终端的标识,第一消息用于请求获取终端的位置信息。位置管理网元确定终端的控制面处于拥塞控制状态。位置管理网元根据第一消息,确定获取位置信息的优先级信息。位置管理网元根据优先级信息,获取终端的位置信息。位置管理网元向第一网元发送终端的位置信息。
上述方法可以根据获取终端位置的优先级信息来确定相应的获取终端位置信息的方法,一方面实现了以较为灵活的方式获取到了终端的位置信息,另一方面还有助于上节约终端和网络的开销。
在一种可能的实现方法中,优先级信息为普通优先级;位置管理网元根据优先级信息,获取终端的位置信息,则位置管理网元从本地获取保存的终端的位置信息。可选的,位置信息包括终端的位置和获取终端的位置的时间。
在又一种可能的实现方法中,优先级信息为高优先级;位置管理网元根据优先级信息,获取终端的位置信息,包括:位置管理网元从终端获取测量数据;位置管理网元根据测量数据,确定终端的位置信息。
上述方法,当优先级信息为普通优先级时,则位置管理网元从本地获取保存的终端的位置信息,从而有利于节约终端和网元的开销。而只有当优先级信息为高优先级时,位置管理网元才从终端获取测量数据并根据测量数据确定终端的位置信息。从而,该实施例有助于在整体上节约终端和网络的开销。

通过上述方法,可实现位置管理网元提供终端的定位服务,后续外部应用若需要或者该终端的位置信息,则可以向位置管理网元请求获取该终端的位置信息,然后由位置管理网元为外部应用提供该终端的位置信息。通过位置管理网元为外部应用提供终端的位置信息,实现了以较为灵活的方式获取终端的位置信息。
在一种可能的实现方法中,位置管理网元向移动性管理网元发送位置管理网元的服务区域。
在一种可能的实现方法中,位置管理网元向移动性管理网元发送第一订阅请求信息,第一订阅请求信息用于订阅终端的控制面连接状态。

为了使本申请的目的、技术方案和优点更加清楚,下面将结合附图对本申请作进一步地详细描述。方法实施例中的具体操作方法也可以应用于装置实施例或系统实施例中。其中,在本申请的描述中,除非另有说明,“多个”的含义是两个或两个以上。
本申请实施例描述的网络架构以及业务场景是为了更加清楚的说明本申请实施例的技术方案,并不构成对于本申请实施例提供的技术方案的限定,本领域普通技术人员可知,随着网络架构的演变和新业务场景的出现,本申请实施例提供的技术方案对于类似的技术问题,同样适用。
如图1所示,为本申请适用的一种可能的网络架构示意图。该网络架构包括位置管理网元和第一网元。可选地,所述网络架构还包括移动性管理网元。
位置管理网元,例如可以是5G中的位置管理功能(locationmanagement function,LMF)网元。位置管理网元支持终端的定位功能,即可以从终端和接入网等获取定位数据,并根据定位数据确定终端的位置信息。其中,终端和位置管理网元之间的信令可以通过控制面连接或用户面连接传输。
第一网元可以是网络开放功能(network exposure function,NEF)网元,还可以 是网关移动位置中心(gateway mobile location centre,GMLC)网元。
其中,NEF网元主要负责将5G网络提供的服务和能力安全地提供给第三方应用服务器,例如提供终端的位置信息给第三方应用服务器。
GMLC网元可以接收外部的网络功能或应用的获取终端位置的请求,在验证所述请求为允许的请求后向位置管理网元请求获取终端的位置信息。以及,将获取到的终端的位置信息提供给外部的网络功能或应用。
移动性管理网元,例如可以是5G中的接入与移动性管理功能(access and mobility management function,AMF)网元。移动性管理网元主要负责终端的接入和移动性管理,其包括了长期演进(long term evolution,LTE)中网络框架中移动管理实体(mobility management entity,MME)里的移动性管理功能,并加入了接入管理功能。
可以理解的是,上述功能既可以是硬件设备中的网络元件,也可以是在专用硬件上运行软件功能,或者是平台(例如,云平台)上实例化的虚拟化功能。
为方便说明,本申请后续使用LMF表示用户群组管理功能网元,使用AMF表示移动性管理网元,使用NEF表示网络开放功能网元,使用GMLC表示网关移动位置中心网元。
如图2所示,为基于图1所示的系统架构的一种具体系统架构。包括终端、无线接入网络(radio access network)设备、核心网的用户面网元及核心网的控制面网元。其中,核心网的用户面网元包括用户面功能(user plane function,UPF)网元,用户面连接功能(user plane connection function,UCF)网元,核心网的控制面网元包括AMF、NEF、LMF、GMLC及统一数据管理(Unified Data Management,UDM)网元。
其中,RAN设备,是一种为终端提供无线通信功能的设备。RAN设备包括基站,具体地,例如包括但不限于:5G中的下一代基站(g nodeB,gNB)、演进型节点B(evolved node B,eNB)、无线网络控制器(radio network controller,RNC)、节点B(node B,NB)、基站控制器(base station controller,BSC)、基站收发台(base transceiver station,BTS)、家庭基站(例如,home evolved nodeB,或home node B,HNB)、基带单元(BaseBand Unit,BBU)、传输点(transmitting and receiving point,TRP)、发射点(transmitting point,TP)、移动交换中心等。
UPF网元,主要负责连接外部网络,其包括了LTE的服务网关(serving gateway,SGW)和公用数据网网关(public data network GateWay,PDN-GW)的相关功能。
UCF网元,通过UPF网元与终端建立连接,可实现通过用户面传输终端与控制面网元之间的信令。
UDM网元,用于管理终端的签约数据。例如,UDM网元中存储有终端的定位数据。
本申请的终端,是一种具有无线收发功能的设备,可以部署在陆地上,包括室内或室外、手持或车载;也可以部署在水面上(如轮船等);还可以部署在空中(例如飞机、气球和卫星上等)。所述终端可以是手机(mobile phone)、平板电脑(pad)、带无线收发功能的电脑、虚拟现实(virtual reality,VR)终端、增强现实(augmented reality,AR)终端、工业控制(industrial control)中的无线终端、无人驾驶(self driving)中的无线终端、远程医疗(remote medical)中的无线终端、智能电网(smart grid)中的无线终端、运输安全(transportation safety)中的无线终端、智慧城市(smart city) 中的无线终端、智慧家庭(smart home)中的无线终端等。
其中,图1所示的系统架构中的位置管理网元,可以是图2所示的系统架构中的LMF。图1所示的系统架构中的第一网元,可以是图2所示的系统架构中的NEF或GMLC。图1所示的系统架构中的移动性管理网元,可以是图2所示的系统架构中的AMF。
在图2所示的系统架构中,核心网控制面采用服务化架构,即图2中NEF,UDM,AMF,LMF、GMLC等均具有核心网控制功能,相互之间通过服务化接口互相调用。并且,LMF是部署在核心网的控制面,LMF用于提供终端的位置信息。
为方便说明,本申请后续使用UCF表示用户面连接功能网元,使用UDM表示统一数据管理网元,使用UPF表示用户面功能网元。
下面结合图1-图2,对本申请提供的定位方法做具体说明。
需要说明的是,本申请并不限定于图1-图2所示的系统架构,还可以应用于未来其它的通信系统,例如第六代(the 6th generation,6G)通信系统架构等。并且,本申请上述所使用的各个网元的名称,在未来通信系统中,可能保持功能相同,但名称会改变。
如图3所示,为本申请提供的一种定位方法的示意图,该方法可用于为终端选择一个LMF,并开启该LMF的定位服务功能。该方法包括以下以下步骤:
步骤301,终端向AMF发送注册请求消息。相应地,AMF接收该注册请求消息。
该注册请求消息包括第一指示信息,该第一指示信息用于指示启用位置定位服务。
作为一种应用场景,当终端在开机后需要接入网络时,终端通过RAN设备向AMF发送注册请求(registrationrequest)消息。
步骤302,AMF向LMF发送请求消息。相应地,LMF接收该请求消息。
该请求消息包括终端的标识,该请求消息用于请求激活该终端的位置定位服务。
AMF在接收到终端发送的注册请求消息后,一方面,AMF可以执行终端注册的业务处理,包括获取用户的签约数据,与认证服务器功能(authentication server function,AUSF)网元配合对终端进行鉴权和密钥的协商等,这部分属于现有技术,在此不再赘述。
另一方面,AMF还为终端选择一个LMF,并向选择的LMF发送请求消息,用于请求激活该终端的位置定位服务。例如,AMF可以向网络存储功能(network function repository function,NRF)网元请求发现部署的LMF功能,即通过NRF网元为终端选择一个LMF。
步骤303,LMF获取终端的定位数据。
作为一种实现方式,LMF在接收到AMF发送的请求消息后,从请求消息中获取终端的标识,然后向UDM请求获取该终端的定位数据。其中,定位数据包括但不限于:定位业务签约数据、定位隐私设置信息(privacy profile)、定位业务开放的设置信息等。
作为又一种实现方式,LMF还可以从本地获取预先存储的该终端的定位数据。
步骤304,LMF根据定位数据判断是否能够激活终端的位置定位服务。
若LMF确定能够激活终端的位置定位服务,则可以根据从UDM获取的定位业务开放的设置信息启用对应的定位处理,例如定期提供终端位置信息,从而可以使已经 请求的定位业务开放设置信息正常启用。
步骤305,LMF向AMF发送第二指示信息。相应地,AMF接收该第二指示信息。
该第二指示信息用于指示已经激活终端的位置定位服务。
步骤306,LMF向AMF发送LMF的服务区域。相应地,AMF接收该LMF的服务区域。
LMF的服务区域发送至AMF后,AMF后续可根据该服务区域判断是否需要更新为终端提供服务的LMF。比如,若终端移出该LMF的服务区域,则AMF可以为该终端重新选择一个LMF为该终端提供定位服务。
该步骤306为可选步骤。并且,进一步地,若执行该步骤306,作为一种实现方式,步骤305和步骤306可以分别在不同的步骤执行。作为又一种实现方式,步骤305和步骤306还可以合并为一个步骤执行。
进一步,还可以包括以下步骤307。
步骤307,LMF向AMF发送第一订阅请求信息。相应地,AMF接收该第一订阅请求信息。
第一订阅请求信息用于订阅终端的控制面连接状态。
比如,当AMF的负荷较高时,AMF可以对部分终端执行拥塞控制,处于拥塞控制状态的终端将进入空闲态,终端在没有高优先级业务或紧急业务的情况下不会主动发起和网络的连接。
当LMF向AMF订阅了该终端的控制面连接状态时,若AMF对该终端执行了拥塞控制,则AMF可以向LMF发送通知消息,该通知消息中包括终端的标识、拥塞指示和定时器。该定时器用于指示拥塞控制的时长。从而,LMF可以确定该终端处于拥塞控制状态。
可选的,还可以包括以下步骤308。
步骤308,LMF向AMF发送第二订阅请求信息。相应地,AMF接收该第二订阅请求信息。
第二订阅请求信息用于订阅AMF的负荷状态信息。
其中,负荷状态信息包括AMF的负荷值,进一步地还可以包括负荷阈值。可以理解,负荷阈值也可以配置在LMF上,或者LMF通过其途径获得。其中,当AMF的负荷值大于负荷阈值时,则AMF处于高负荷状态。当AMF的负荷值小于或等于负荷阈值时,则AMF处于低负荷状态。
需要说明的是,上述步骤308和步骤309可以是在不同的步骤执行,也可以是合并在同一个步骤执行。
进一步,还可以包括以下步骤309。
步骤309,LMF向UDM发送注册请求消息,相应地,UDM接收该注册请求消息。
该注册请求消息用于将LMF的信息注册至UDM。该注册请求消息包括LMF的标识、终端的标识和LMF的类型。其中,LMF的标识用于唯一标识该LMF,终端的标识用于指示该LMF所服务的终端,LMF的类型用于指示该网元是一个LMF。
进一步,还可以包括以下步骤310。
步骤310,AMF向终端发送注册接受消息。相应地,终端接收该注册接受消息。
该注册接受接受是对步骤301的注册请求消息的响应。
通过上述方法,可实现为终端选择一个LMF,该LMF提供终端的定位服务,后续外部应用若需要或者该终端的位置信息,则可以向LMF请求获取该终端的位置信息,然后由LMF为外部应用提供该终端的位置信息。通过LMF为外部应用提供终端的位置信息,实现了以较为灵活的方式获取终端的位置信息。
进一步地,如图4所示,本申请还提供一种定位方法,该定位方法是在终端已经开启定位服务功能的前提下,实现为外部应用提供终端的位置信息。其中,该终端的定位服务功能的开启方法可以是如图3所示的方法,也可以是其它方法,本申请不做限定。图4所示的定位方法包括以下步骤:
步骤401,第一网元向LMF发送第一消息。相应地,LMF接收该第一消息。
这里的第一网元可以是NEF或GMLC。第一消息包括终端的标识,第一消息用于请求获取终端的位置信息。
比如,第一网元在接收到外部应用(如腾讯应用、京东应用等)的请求后,向LMF发送第一消息,请求获取该终端的位置信息。
步骤402,LMF确定终端的控制面处于拥塞控制状态。
例如,LMF在上述步骤401之前,向AMF订阅了该终端的拥塞控制状态,例如,LMF可以在图3所示的终端注册流程中向AMF订阅该终端的拥塞控制状态。
当AMF确定终端处于拥塞控制状态时,AMF向LMF发送第二消息,该第二消息包括终端的标识,该第二消息用于通知终端的控制面处于拥塞控制状态。从而,LMF可以存储该终端的状态信息。
因此该步骤402中,LMF可以通过从本地获取该终端的状态信息,确定该终端当前处于拥塞控制状态。
步骤403,LMF根据第一消息,确定获取位置信息的优先级信息。
作为一种实现方式,该第一消息可以包括指示信息,指示信息用于指示获取位置信息的优先级信息。从而LMF根据该指示信息,可以确定获取位置信息的优先级信息。例如,指示信息为1个比特位。当指示信息为“1”时,表示获取位置信息的优先级信息为普通优先级。当指示信息为“0”时,表示获取位置信息的优先级信息为高优先级。
作为又一种实现方式,该第一消息还可以包括获取位置信息的优先级信息。例如,第一消息的某个字段包括优先级信息,该优先级信息为“普通优先级”或“高优先级”。则LMF可以直接根据第一消息确定获取位置信息的优先级信息。
其中,普通优先级表示对获取的终端位置的精确度的要求不是很高。从而LMF可以不需要向第一网元反馈终端的实时位置信息。
高优先级表示对获取的终端位置的精确度的要求很高。例如,紧急业务中心或合法监听中心请求向第一网元发送的定位服务请求就是高优先级的请求,因而第一网元向LMF请求获取的终端位置的精度度就要求比较高,一般需要获取终端的实时位置信息。
进一步地,LMF在确定了获取终端位置信息的优先级信息后,则根据优先级信息,获取终端的位置信息。下面分情形分别说明。
情形一,优先级信息为普通优先级。
LMF若确定优先级信息为普通优先级,则执行以下步骤404和步骤407。
步骤404,LMF从本地获取保存的终端的位置信息。
由于终端当前处于拥塞控制状态,为了节约终端和网络的开销,当获取终端位置信息的优先级信息为普通优先级时,LMF就不去获取终端的实时位置信息,而是将LMF本地获取保存的终端的位置信息,并发送给第一网元。
其中,LMF本地保存的终端的位置信息可以是LMF最近一次获取到并保存的该终端的位置信息。位置信息例如可以包括述终端的位置和获取该终端的位置的时间。
情形二,优先级信息为高优先级。
LMF若确定优先级信息为高优先级,则执行以下步骤405-步骤407。
步骤405,LMF从终端获取测量数据。
终端当前虽然是处于拥塞控制状态,但由于需要获取该终端位置信息的优先级是高优先级,因此LMF仍然需要获取到该终端的实时位置信息。具体方法为:LMF首先从终端获取测量数据,然后基于测量数据确定出终端的位置信息,该位置信息为终端的实时位置信息。
下面说明LMF从终端获取测量数据的两种实现方法:
实现方法一,LMF若确定AMF的负荷值大于负荷阈值,则通过终端的用户面连接获取终端的测量数据。
比如,LMF可以向AMF订阅AMF的负荷状态信息,AMF主动将自身的负荷状态上报给LMF,从而LMF可以实时获取到AMF的负荷状态信息。其中,负荷状态信息包括负荷值,进一步地还可以包括负荷阈值。
LMF若确定AMF的负荷值大于负荷阈值,表明AMF处于高负荷状态,即终端的控制面连接负载较高。因而LMF可以通过终端的用户面连接获取终端的测量数据。作为示例,LMF可以通过UCF和UPF获取终端的测量数据。
实现方法二,LMF若确定AMF的负荷值不大于负荷阈值,则通过终端的控制面连接获取终端的测量数据。
LMF若确定AMF的负荷值小于或等于负荷阈值,表明AMF处于低负荷状态,即终端的控制面连接负载较低。因而LMF可以通过终端的控制面连接获取终端的测量数据。作为示例,LMF可以通过AMF获取终端的测量数据。
步骤406,LMF根据测量数据,确定终端的位置信息。
LMF根据测量数据获取终端的位置信息的具体实现细节为现有技术,这里不再赘述。
步骤407,LMF向第一网元发送终端的位置信息。相应地,第一网元接收终端的位置信息。
LMF通过上述步骤404或者通过上述步骤405和步骤406,可以获取到终端的位置信息,然后在步骤407中将终端的位置信息发送给第一网元。进一步地,第一网元可以将获取到的位置信息发送给外部应用,实现了外部应用对终端的位置信息的访问。并且,LMF可以根据获取终端位置的优先级信息,来确定相应的获取终端位置信息的方法。当优先级信息为普通优先级时,则LMF从本地获取保存的终端的位置信息,实现了以较为灵活的方式获取到了终端的位置信息,且有利于节约终端和网元的开销。并且只有当优先级信息为高优先级时,LMF才从终端获取测量数据并根据测量数据确定终端的位置信息。从而,该实施例有助于在整体上节约终端和网络的开销。
如图5所示,本申请还提供另一种定位方法,该方法包括以下步骤:
步骤501,第一网元向LMF发送第一消息。相应地,LMF接收该第一消息。
这里的第一网元可以是NEF或GMLC。第一消息包括终端的标识,第一消息用于请求获取终端的位置信息。
比如,第一网元在接收到外部应用(如腾讯应用、京东应用等)的请求后,向LMF发送第一消息,请求获取该终端的位置信息。
步骤502,若AMF的负荷值大于负荷阈值,则LMF通过终端的用户面连接获取终端的测量数据。
步骤503,若AMF的负荷值不大于负荷阈值,则LMF通过终端的控制面连接获取终端的测量数据。
上述步骤502和步骤503是二选一执行。其中,若AMF的负荷值大于负荷阈值,则执行步骤502。若AMF的负荷值不大于负荷阈值,则执行步骤503。
比如,LMF可以向AMF订阅AMF的负荷状态信息,AMF主动将自身的负荷状态上报给LMF,从而LMF可以实时获取到AMF的负荷状态信息。其中,负荷状态信息包括负荷值,进一步地还可以包括负荷阈值。
LMF若确定AMF的负荷值大于负荷阈值,表明AMF处于高负荷状态,即终端的控制面连接负载较高。因而LMF可以通过终端的用户面连接获取终端的测量数据。作为示例,LMF可以通过UCF和UPF获取终端的测量数据。
LMF若确定AMF的负荷值小于或等于负荷阈值,表明AMF处于低负荷状态,即终端的控制面连接负载较低。因而LMF可以通过终端的控制面连接获取终端的测量数据。作为示例,LMF可以通过AMF获取终端的测量数据。
步骤504,LMF根据测量数据,确定终端的位置信息。
LMF根据测量数据获取终端的位置信息的具体实现细节为现有技术,这里不再赘述。
步骤505,LMF向第一网元发送终端的位置信息。相应地,第一网元接收终端的位置信息。
进一步地,第一网元可以将获取到的位置信息发送给外部应用,实现了外部应用对终端的位置信息的访问。
该方法,当终端的控制面处于高负荷状态时,LMF通过终端的用户面连接获取终端的测量数据,当终端的控制面处于低负荷状态时,LMF通过终端的控制面连接获取终端的测量数据。一方面可以高效地获取终端的测量数据,实现了以较为灵活的方式获取到了终端的位置信息,且有助于快速向第一网元反馈终端的位置信息;另一方面,可以减轻终端的控制面的压力,有助于提升网络性能。
针对图4所示的实施例的步骤405中的实现方法一和图5所示的实施例的步骤503,即通过终端的用户面连接获取终端的测量数据。作为示例,下面给出一种具体实现方法,如图6所示,为本申请提供的一种测量数据的获取方法,包括以下步骤:
步骤601,LMF从UDM获取UCF的信息。
例如,LMF可以向UDM发送请求消息,请求消息中携带终端的标识。UDM根据 终端的标识,获取与该终端的标识对应的UCF的信息,并将获取的UCF的信息发送给LMF。
作为该步骤601的一种可替代方案,LMF还可以从本地获取终端对应的UCF的信息。
步骤602,LMF向UCF发送终端的标识和指示信息。相应地,UCF接收终端的标识和指示信息。
该指示信息是需要发送给终端的。该指示信息用于指示上报测量数据。
步骤603,UCF根据终端的标识,确定终端的地址。
步骤604,UCF向终端发送下行消息,相应地,终端接收该下行消息。
该下行消息包括指示信息。
作为一种实现方式,UCF可以通过UPF建立与终端的用户面连接,然后通过UPF向终端发送下行消息。
可选的,该指示信息还可以由UCF使用建立用户面连接时协商的安全秘钥进行加密。终端接收到该指示信息后使用相同的秘钥进行解密。

参阅图8所示,该位置管理网元800包括:处理器802、通信接口803、存储器801。可选的,位置管理网元800还可以包括总线804。其中,通信接口803、处理器802以及存储器801可以通过总线804相互连接;总线804可以是外设部件互连标准(peripheral component interconnect,简称PCI)总线或扩展工业标准结构(extended industry standard architecture,简称EISA)总线等。所述总线804可以分为地址总线、数据总线、控制总线等。为便于表示,图8中仅用一条粗线表示,但并不表示仅有一根总线或一种类型的总线。

当处理单元902为处理器,通信单元903为通信接口,存储单元901为存储器时,本发明实施例所涉及的装置900可以为图10所示的移动性管理网元1000。
参阅图10所示,该移动性管理网元1000包括:处理器1002、通信接口1003、存储器1001。可选的,移动性管理网元1000还可以包括总线1004。其中,通信接口1003、处理器1002以及存储器1001可以通过总线1004相互连接;总线1004可以是PCI总线或EISA总线等。所述总线1004可以分为地址总线、数据总线、控制总线等。为便于表示,图10中仅用一条粗线表示,但并不表示仅有一根总线或一种类型的总线。

Claims (61)

  1. 一种定位方法,其特征在于,包括:
    位置管理网元接收第一网元的第一消息,所述第一消息包括终端的标识,所述第一消息用于请求获取所述终端的位置信息;
    所述位置管理网元确定所述终端的控制面处于拥塞控制状态;
    所述位置管理网元根据所述第一消息,确定获取所述位置信息的优先级信息;
    所述位置管理网元根据所述优先级信息,获取所述终端的位置信息;
    所述位置管理网元向所述第一网元发送所述终端的位置信息。
  2. 根据权利要求1所述的方法,其特征在于,所述优先级信息为普通优先级;所述位置管理网元根据所述优先级信息,获取所述终端的位置信息,包括:
    所述位置管理网元从本地获取保存的所述终端的位置信息。
  3. 根据权利要求2所述的方法,其特征在于,所述位置信息包括所述终端的位置和获取所述终端的位置的时间。
  4. 根据权利要求1所述的方法,其特征在于,所述优先级信息为高优先级;所述位置管理网元根据所述优先级信息,获取所述终端的位置信息,包括:
    所述位置管理网元从所述终端获取测量数据;
    所述位置管理网元根据所述测量数据,确定所述终端的位置信息。
  5. 根据权利要求4所述的方法,其特征在于,所述位置管理网元从所述终端获取测量数据,包括:
    若移动性管理网元的负荷值大于负荷阈值,则所述位置管理网元通过所述终端的用户面连接获取所述终端的测量数据;或者,
    若移动性管理网元的负荷值不大于所述负荷阈值,则所述位置管理网元通过所述终端的控制面连接获取所述终端的测量数据。
  6. 根据权利要求5所述的方法,其特征在于,所述方法还包括:
    所述位置管理网元接收来自所述移动性管理网元的负荷状态信息,所述负荷状态信息包括所述负荷值。
  7. 根据权利要求1至6中任一项所述的方法,其特征在于,所述位置管理网元确定所述终端的控制面处于拥塞控制状态包括:
    所述位置管理网元接收来自移动性管理网元的第二消息,所述第二消息包括所述终端的标识,所述第二消息用于通知所述终端的控制面处于拥塞控制状态。
  8. 根据权利要求1至7中任一项所述的方法,其特征在于,所述第一消息包括指示信息,所述指示信息用于指示获取所述位置信息的优先级信息;或者,
    所述第一消息包括获取所述位置信息的优先级信息。
  9. 一种定位方法,其特征在于,包括:
    位置管理网元接收第一网元的第一消息,所述第一消息包括终端的标识,所述第一消息用于请求获取所述终端的位置信息;
    若移动性管理网元的负荷值大于负荷阈值,则所述位置管理网元通过所述终端的用户面连接获取所述终端的测量数据;
    所述位置管理网元根据所述测量数据,确定所述终端的位置信息;
    所述位置管理网元向所述第一网元发送所述终端的位置信息。
  10. 根据权利要求9所述的方法,其特征在于,所述方法还包括:
    若所述移动性管理网元的负荷值不大于所述负荷阈值,则所述位置管理网元通过所述终端的控制面连接获取所述终端的测量数据。
  11. 根据权利要求9或10所述的方法,其特征在于,所述方法还包括:
    所述位置管理网元接收来自所述移动性管理网元的负荷状态信息,所述负荷状态信息包括所述负荷值。
  12. 一种定位方法,其特征在于,包括:
    位置管理网元接收来自移动性管理网元的请求消息,所述请求消息包括终端的标识,所述请求消息用于请求激活所述终端的位置定位服务;
    所述位置管理网元获取所述终端的定位数据;
    所述位置管理网元若根据所述定位数据确定能够激活所述终端的位置定位服务,则向所述移动性管理网元发送指示信息,所述指示信息用于指示已经激活所述终端的位置定位服务。
  13. 根据权利要求12所述的方法,其特征在于,所述方法还包括:
    所述位置管理网元向所述移动性管理网元发送所述位置管理网元的服务区域。
  14. 根据权利要求12或13所述的方法,其特征在于,所述方法还包括:
    所述位置管理网元向所述移动性管理网元发送第一订阅请求信息,所述第一订阅请求信息用于订阅所述终端的控制面连接状态。
  15. 根据权利要求12至14中任一项所述的方法,其特征在于,所述方法还包括:
    所述位置管理网元向所述移动性管理网元发送第二订阅请求信息,所述第二订阅请求信息用于订阅所述移动性管理网元的负荷状态信息。
  16. 根据权利要求12至15中任一项所述的方法,其特征在于,所述方法还包括:
    所述位置管理网元向统一数据管理网元发送注册请求消息,所述注册请求消息包括所述位置管理网元的标识、所述终端的标识和所述位置管理网元的类型。
  17. 一种定位方法,其特征在于,包括:
    移动性管理网元接收来自终端的注册请求消息,所述注册请求消息包括第一指示信息,所述第一指示信息用于指示启用位置定位服务;
    所述移动性管理网元向位置管理网元发送请求消息,所述请求消息包括所述终端的标识,所述请求消息用于请求激活所述终端的位置定位服务;
    所述移动性管理网元接收来自所述位置管理网元的第二指示信息,所述第二指示信息用于指示已经激活所述终端的位置定位服务。
  18. 根据权利要求17所述的方法,其特征在于,所述方法还包括:
    所述移动性管理网元接收来自所述位置管理网元的所述位置管理网元的服务区域。
  19. 根据权利要求17或18所述的方法,其特征在于,所述方法还包括:
    所述移动性管理网元接收来自所述位置管理网元的第一订阅请求信息,所述第一订阅请求信息用于订阅所述终端的控制面连接状态。
  20. 根据权利要求17-19任一所述的方法,其特征在于,所述方法还包括:
    所述移动性管理网元接收来自所述位置管理网元的第二订阅请求信息,所述第二订阅请求信息用于订阅所述移动性管理网元的负荷状态信息。
  21. 一种装置,其特征在于,包括发送单元、接收单元和处理单元;
    所述接收单元,用于接收第一网元的第一消息,所述第一消息包括终端的标识,所述第一消息用于请求获取所述终端的位置信息;
    所述处理单元,用于确定所述终端的控制面处于拥塞控制状态;根据所述第一消息,确定获取所述位置信息的优先级信息;以及,根据所述优先级信息,获取所述终端的位置信息;
    所述发送单元,用于向所述第一网元发送所述终端的位置信息。
  22. 根据权利要求21所述的装置,其特征在于,所述优先级信息为普通优先级;所述处理单元,具体用于从本地获取保存的所述终端的位置信息。
  23. 根据权利要求22所述的装置,其特征在于,所述位置信息包括所述终端的位置和获取所述终端的位置的时间。
  24. 根据权利要求21所述的装置,其特征在于,所述优先级信息为高优先级;所述处理单元,具体用于从所述终端获取测量数据;以及,根据所述测量数据,确定所述终端的位置信息。
  25. 根据权利要求24所述的装置,其特征在于,所述处理单元,具体用于:
    若移动性管理网元的负荷值大于负荷阈值,则通过所述终端的用户面连接获取所述终端的测量数据;或者,
    若移动性管理网元的负荷值不大于所述负荷阈值,则通过所述终端的控制面连接获取所述终端的测量数据。
  26. 根据权利要求25所述的装置,其特征在于,所述接收单元,还用于接收来自所述移动性管理网元的负荷状态信息,所述负荷状态信息包括所述负荷值。
  27. 根据权利要求21至26中任一项所述的装置,其特征在于,所述接收单元还用于接收来自移动性管理网元的第二消息,所述第二消息包括所述终端的标识,所述第二消息用于通知所述终端的控制面处于拥塞控制状态。
  28. 根据权利要求21至27中任一项所述的装置,其特征在于,所述第一消息包括指示信息,所述指示信息用于指示获取所述位置信息的优先级信息;或者,
    所述第一消息包括获取所述位置信息的优先级信息。
  29. 一种装置,其特征在于,包括发送单元、接收单元和处理单元;
    所述接收单元,用于接收第一网元的第一消息,所述第一消息包括终端的标识,所述第一消息用于请求获取所述终端的位置信息;
    所述处理单元,用于若移动性管理网元的负荷值大于负荷阈值,则通过所述终端的用户面连接获取所述终端的测量数据;以及,根据所述测量数据,确定所述终端的位置信息;
    所述发送单元,用于向所述第一网元发送所述终端的位置信息。
  30. 根据权利要求29所述的装置,其特征在于,所述处理单元,还用于若所述移动性管理网元的负荷值不大于所述负荷阈值,则通过所述终端的控制面连接获取所述终端的测量数据。
  31. 根据权利要求29或30所述的装置,其特征在于,所述接收单元,还用于接收来自所述移动性管理网元的负荷状态信息,所述负荷状态信息包括所述负荷值。
  32. 一种装置,其特征在于,包括发送单元、接收单元和处理单元;
    所述接收单元,用于接收来自移动性管理网元的请求消息,所述请求消息包括终端的标识,所述请求消息用于请求激活所述终端的位置定位服务;以及获取所述终端的定位数据;
    所述处理单元,用于根据所述定位数据确定能够激活所述终端的位置定位服务;
    所述发送单元,用于向所述移动性管理网元发送指示信息,所述指示信息用于指示已经激活所述终端的位置定位服务。
  33. 根据权利要求32所述的装置,其特征在于,所述发送单元还用于向所述移动性管理网元发送所述位置管理网元的服务区域。
  34. 根据权利要求32或33所述的装置,其特征在于,所述发送单元还用于向所述移动性管理网元发送第一订阅请求信息,所述第一订阅请求信息用于订阅所述终端的控制面连接状态。
  35. 根据权利要求32至34中任一项所述的装置,其特征在于,所述发送单元还用于向所述移动性管理网元发送第二订阅请求信息,所述第二订阅请求信息用于订阅所述移动性管理网元的负荷状态信息。
  36. 根据权利要求32至35中任一项所述的装置,其特征在于,所述发送单元,还用于向统一数据管理网元发送注册请求消息,所述注册请求消息包括所述位置管理网元的标识、所述终端的标识和所述位置管理网元的类型。

    所述接收单元,用于接收来自终端的注册请求消息,所述注册请求消息包括第一指示信息,所述第一指示信息用于指示启用位置定位服务;
    所述发送单元,用于向位置管理网元发送请求消息,所述请求消息包括所述终端的标识,所述请求消息用于请求激活所述终端的位置定位服务;
    所述接收单元,还用于接收来自所述位置管理网元的第二指示信息,所述第二指示信息用于指示已经激活所述终端的位置定位服务。

    所述至少一个处理器调用指令,执行权利要求9到11任一项所述的方法中,在所述装置进行的消息处理或控制操作。
