Disclosed are an apparatus for stopping paying out stator winding wire and a method therefor. The apparatus comprises a mounting plate (1) and an air cylinder (2). The mounting plate is provided with a first support rod (10) and a second support rod (11) in the wire paying out direction. The first support rod is provided with a wire guide ring (100). The second support rod is provided with a wire passing wheel (110). The mounting plate is provided with a mounting base (12) for mounting the air cylinder. A movable end of the air cylinder mounted on the mounting base is provided facing downwards, and the movable end is rotatably connected to a wire pressing wheel (20). The wire passing wheel and the wire pressing wheel are respectively located below and above an enamelled wire, and both are coaxially provided with a synchronous wheel (3). The apparatus for stopping paying out stator winding wire further comprises an elastic synchronous belt (30) connecting the two synchronous wheels. When stopping paying out wire, the air cylinder runs to drives the wire pressing wheel to press the wire down, the wire passing wheel rotates with the paying out wire inertia of the enamelled wire, the wire pressing wheel is driven to rotate by means of the synchronous wheels and the elastic synchronous belt, the enamelled wire is subjected to a backward friction force from the rotation of the above wire pressing wheel, thus stopping paying out wire.
