下面将结合本发明实施例中的附图,对本发明实施例中的技术方案进行清楚、完整地描述,显然,下面所描述的实施例仅仅是本发明一部分实施例,而非全部的实施例。基于本发明中的实施例,本领域普通技术人员在没有做出创造性劳动前提下所获得的所有其他实施例,都属于本发明保护的范围。
应当理解,尽管在本发明实施例中可能采用术语第一、第二等来描述各个用户或终端,但用户或终端不应限于这些术语。这些术语仅用来将用户或终端彼此区分开。例如,在不脱离本发明实施例范围的情况下,第一用户也可以被称为第二用户,类似地,第二用户也可以被称为第一用户;同样的,第二用户也可以被称为第三用户等等,本发明实施例对此不做限制。
首先对本发明所要解决的技术问题、以及所涉及的网元和功能进行概述:
UE在保存EPLMN列表之前,需要检查对应的禁止网络列表,具体地:
对于PS域,UE在保存网络侧在附着接受消息或位置更新接受消息中下发的EPLMN列表之前,检查是否有EPLMN包含在禁止网络列表,或者GPRS业务禁止网络列表中,若有,则将包含在这两个禁止网络列表中的EPLMN从保存的EPLMN列表中删除,也即UE最后保存的EPLMN列表中,EPLMN不会包 含在禁止网络列表或GPRS业务禁止网络列表中。而对于CS域,不同于PS域,UE在保存网络侧在附着接受消息或位置更新接受消息中下发的EPLMN列表之前,只检查是否有EPLMN包含在禁止网络列表中,而不检查GPRS业务禁止网络列表。若有,则将包含在禁止网络列表中的EPLMN从保存的EPLMN列表中删除,也即在保存的EPLMN列表中,EPLMN可能也包含在GPRS业务禁止网络列表中。其中,CS域与PS域处理不一致的主要考虑是:CS域与PS在移动管理上是独立的,CS业务不受PS业务受限的影响。
对于同时支持CS与PS的UE,上述方案不能很好地兼顾CS业务与PS业务的可用性,例如,在如下场景下,会导致UE进入能够正常驻留但不能获取正常PS业务的状态:
假设UE的操作模式为支持CS业务与PS业务,PLMN A处于UE的GPRS业务禁止网络列表中。PLMN A,PLMN B,PLMN C均不在UE的禁止网络列表中;
UE在PLMN B因为RA(Routing Area,路由区)改变发起单独的RAU(Routing Area Update,路由区更新),SGSN(Serving GPRS Support Node,服务GPRS支持节点)在RAU accept消息中携带了EPLMN列表:{PLMN A,PLMN C};
UE在接收RAU accept消息后,将PLMN A从EPLMN列表中删除,故保存的EPLMN列表为:{PLMN B,PLMN C};
UE因为满足LAU(Location Area Update,位置区域更新)的触发条件(比如周期性LAU)发起了单独的LAU,MSC(Mobile Switching Centre,移动交换中心)在LAU accept消息中也携带了EPLMN列表:{PLMN A,PLMN C};
UE在接收LAU accept消息后,不会将PLMN A从EPLMN列表中删除,故保存的EPLMN列表为:{PLMN A,PLMN B,PLMN C};
UE的AS层(Access Stratum,接入层)进行小区重选进入PLMN A,从而进入能够正常驻留但不能获取正常PS业务的状态,影响用户体验。
本发明所涉及的网元及功能如下:
UE NAS(用户设备的非接入层):
(1)维护EPLMN列表,禁止位置区域列表,禁止网络列表和GPRS业务禁止网络列表等列表信息;
(2)执行PLMN选择;
(3)为UE AS层执行小区选择提供EPLMN列表,禁止位置区域列表,RAT等信息;
(4)执行注册等移动性管理功能。
UE AS(用户设备的接入层):
(1)根据NAS层提供的信息进行合适小区的选择;
(2)在合适小区进行正常驻留。
本发明实施例提供了一种小区选择方法,主要是小区选择装置所执行的方法,下面将从UE的NAS层的角度对本发明实施例提供的一种小区选择方法进行描述:
实施例一:主要适用于支持CS与PS的UE驻留在第二代/第三代(The Second Generation/The Third Generation,简称2G/3G)网络,或者支持CS与PS的UE在2G/3G网络与LTE(Long Term Evolution,长期演进)网络之间移动的场景;请参阅图1,本发明所提供的小区选择方法的一个实施例包括:
101、用户设备UE的非接入层将网络列表信息发送给所述UE的接入层,所述网络列表信息包括禁止网络列表和GPRS业务禁止网络列表;
UE的NAS层将网络列表信息发送给所述UE的AS层,所述网络列表信息包括禁止网络列表和GPRS业务禁止网络列表;
需要说明的是,UE的NAS层在移动管理流程中维护EPLMN列表,禁止网络列表和GPRS业务禁止网络列表等列表信息,具体过程可参考现有技术,此处不作赘述;本步骤中,除现有技术中需要下发的EPLMN列表和禁止位置区域列表,UE的NAS层将保存的禁止网络列表和GPRS业务禁止网络列表也均下发给UE的AS层;其中,该GPRS业务禁止网络列表中所涉及的GPRS业务是所有PS业务的统称,包括2G/3G网络中的GPRS业务,LTE网络中的EPS业务,以及今后4.5G、5G网络中的PS业务。
可以理解的是,该禁止网络列表中包含的网络是对于该UE的GPRS业务与非GPRS业务均不可用的网络,该GPRS业务禁止网络列表中包含的网络是对于该UE的GPRS业务不可用的网络;其中,非GPRS业务是所有CS业务的统称。
102、所述非接入层根据所述UE的操作模式,确定小区选择优先级的指示信息;

第四种情况:所述UE的NAS层根据所述UE的操作模式,确定所述指示信息为:优先选择CS业务和PS业务均可用的小区,若无,则选择该CS业务可用的小区;其中,所述UE的操作模式为:支持该CS业务和该PS业务,且所述CS业务优先(CS/PS mode with CS prefer);可以理解的是,若UE的操作模式为支持该CS业务和该PS业务,且所述CS业务优先,则确定该指示信息为:优先选择该CS业务和该PS业务均可用的小区,若无,则选择该CS业务可用的小区;
第五种情况:所述UE的NAS层根据所述UE的操作模式,确定所述指示信息为:选择CS业务和PS业务均可用的小区;其中,所述UE的操作模式为:支持该CS业务和该PS业务,且所述PS优先(CS/PS mode with PS prefer); 可以理解的是,若UE的操作模式为支持该CS业务和该PS业务,且所述PS优先,则确定该指示信息为:选择该CS业务和该PS业务均可用的小区。
103、所述非接入层向所述接入层发送所述指示信息,以使所述接入层根据所述网络列表信息和所述指示信息选择合适小区。

本发明实施例中,用户设备UE的NAS层将网络列表信息发送给所述UE的AS层,所述网络列表信息包括禁止网络列表和GPRS业务禁止网络列表;所述UE的NAS层根据所述UE的操作模式,确定小区选择优先级的指示信 息;所述UE的NAS层向所述UE的AS层发送所述指示信息,以使所述UE的AS层根据所述网络列表信息和所述指示信息选择合适小区;从而避免UE进入能够正常驻留但不能获取正常业务的状态,提升了用户体验。
实施例二:主要适用于支持CS与PS的UE驻留在支持纯PS业务的LTE网络或今后的4.5G/5G网络的场景;请参阅图2,本发明所提供的小区选择方法的另一实施例包括:
201、用户设备UE的非接入层将网络列表信息发送给所述UE的接入层,所述网络列表信息包括禁止网络列表、GPRS业务禁止网络列表以及非GPRS业务禁止网络列表;
UE的NAS层将网络列表信息发送给所述UE的AS层,所述网络列表信息包括禁止网络列表、GPRS业务禁止网络列表以及非GPRS业务禁止网络(禁止网络s for non-GPRS service)列表;
需要说明的是,UE的NAS层在移动管理流程中维护EPLMN列表,禁止网络列表和GPRS业务禁止网络列表等列表信息,具体过程可参考现有技术,此处不作赘述;本步骤中,UE的NAS层还维护一个非GPRS业务禁止网络列表,具体为:所述用户设备UE的NAS层将非GPRS业务不可用的网络加入到所述非GPRS业务禁止网络列表中,所述非GPRS业务不可用的网络为拒绝所述UE发送的非GPRS业务的注册请求的网络。例如:对于支持CS业务和PS业务的UE漫游到只支持PS业务的网络(比如LTE/4.5G/5G网络),在收到CS业务拒绝指示后(比如原因值CS域不可用(CS domain not available)),UE的NAS层将当前PLMN加入非GPRS业务禁止网络列表中。需要说明的是,这里到PS域的注册请求是成功的;其中,该非GPRS业务禁止网络列表中所涉及的非GPRS业务是所有CS业务的统称。
需要说明的是,除现有技术中需要下发的EPLMN列表和禁止位置区域列表,UE的NAS层将保存的禁止网络列表,GPRS业务禁止网络列表和非GPRS业务禁止网络列表也均下发给UE的AS层;其中,该GPRS业务禁止网络列表中所涉及的GPRS业务是所有PS业务的统称,包括2G/3G网络中的GPRS业务,LTE网络中的EPS业务,以及今后4.5G、5G网络中的PS业务。
可以理解的是,该禁止网络列表中包含的网络是对于该UE的GPRS业务 与非GPRS业务均不可用的网络,该GPRS业务禁止网络列表中包含的网络是对于该UE的GPRS业务不可用的网络,该非GPRS业务禁止网络列表中包含的网络是对于该UE的非GPRS业务不可用的网络。

本发明应用的典型场景有三个:支持CS与PS的UE驻留在2G/3G网络,或者支持CS与PS的UE在2G/3G网络与LTE网络之间移动;或者支持CS与PS的UE驻留在支持纯PS业务的LTE网络或今后的4.5G/5G网络。

UE的NAS层在移动管理流程中维护EPLMN列表,禁止网络列表和GPRS业务禁止网络列表等列表信息;本步骤中,除现有技术中需要下发的EPLMN列表和禁止位置区域列表,UE的NAS层将保存的禁止网络列表和GPRS业务禁止网络列表也均下发给UE的AS层;
所述UE的NAS层根据所述UE的操作模式(Operation Mode/Mode of Operation),确定小区选择优先级的指示信息;具体可包括以下内容:

    用户设备UE的接入层接收所述UE的非接入层发送的网络列表信息,所述网络列表信息包括禁止网络列表和GPRS业务禁止网络列表;
    所述接入层接收所述非接入层发送的小区选择优先级的指示信息,所述指示信息由所述非接入层根据所述UE的操作模式确定;
    所述接入层根据所述网络列表信息和所述指示信息选择合适小区。

    第四选择子模块,用于根据所述网络列表信息和所述操作模式信息优先选择第四小区,若无,则选择第五小区;其中,所述第四小区所属的网络不在所述禁止网络列表、所述GPRS业务禁止网络列表以及所述非GPRS业务禁止网络列表中,所述第五小区所属的网络不在所述禁止网络列表和所述非GPRS业务禁止网络列表中,所述操作模式信息为:支持电路交换业务和分组交换业务,且所述电路交换业务优先;
    第五选择子模块,用于根据所述网络列表信息和所述操作模式信息优先选择第六小区,若无,则选择第七小区;其中,所述第六小区所属的网络不在所述禁止网络列表、所述GPRS业务禁止网络列表以及所述非GPRS业务禁止网络列表中,所述第七小区所属的网络不在所述禁止网络列表和所述GPRS业务禁止网络列表中,所述操作模式信息为:支持电路交换业务和分组交换业务,且所述分组交换业务优先。
