ITU-R(ITU-Radio communications sector,国际电信联盟无线电通信组)预测我国2020年移动通信频率需求量为:1490~1810MHz,而目前分配的可用频率通常在几百MHz量级。

Bandpool
Figure PCTCN2015091074-appb-000015
TPn=f(Tn,pricen,new)=Tn×pricen,new.........公式二。
Figure PCTCN2015091074-appb-000016
具体的,所述频谱分配设备根据各运营商前M次中每次实际占用的频谱的时间以及各运营商前M次中每次分配的带宽,确定各运营商的频谱分配公平性因子;
Figure PCTCN2015091074-appb-000017
Figure PCTCN2015091074-appb-000018
Figure PCTCN2015091074-appb-000019
Figure PCTCN2015091074-appb-000020
Figure PCTCN2015091074-appb-000021
其中,Bandpool为能够分配的频谱总带宽;Bandn,new为运营商n需求的带宽;TPn为运营商n的性价函数因子;Tn为运营商n的预期性能参数值;pricen,new为运营商n的使用报价;Ben为运营商n的修正因子;Occupn运营商n的公平性因子;Bandi,new为运营商i需求的带宽;TPi为运营商i的性价函数因子;Ti为运营商i的预期性能参数值;pricei,new为运营商i的使用报价;Bei为运营商i的修正因子;Occupi运营商i的公平性因子。
