Conformément à un mode de réalisation, la présente invention concerne un terminal de communication mobile qui comprend : une unité de mémoire pour stocker un ou plusieurs numéros de téléphone d'urgence, et un ou plusieurs éléments d'informations d'accès à un serveur de centre de rapport correspondant au ou aux numéros de téléphone d'urgence, respectivement; un clavier pour recevoir, à partir d'un utilisateur de terminal, un numéro de téléphone d'urgence parmi le ou les numéros de téléphone d'urgence, et une requête d'établissement d'appel téléphonique d'urgence qui est une requête d'établissement d'appel pour le numéro de téléphone d'urgence; une unité de traitement de signal audio pour acquérir un son autour de l'utilisateur de terminal par l'intermédiaire d'un microphone pour générer des données audio de périphérique d'utilisateur lorsque le clavier reçoit ledit numéro de téléphone d'urgence et la requête d'établissement d'appel téléphonique d'urgence; une unité d'appareil photographique pour photographier une image de périphérique de l'utilisateur de terminal pour générer des données d'image de périphérique d'utilisateur lorsque le clavier reçoit ledit numéro de téléphone d'urgence et la requête d'établissement d'appel téléphonique d'urgence; une unité de communication sans fil pour réaliser un appel vocal et une transmission/réception de données pour une fonction de communication mobile d'un terminal de communication mobile; et une unité de commande pour relier une requête d'établissement d'appel téléphonique général à un appel vocal avec un terminal de communication correspondant à un numéro de téléphone général par l'intermédiaire de l'unité de communication sans fil lorsque le numéro d'appel téléphonique général et la requête d'établissement d'appel téléphonique général qui est une requête d'établissement d'appel pour le numéro d'appel téléphonique général sont reçus par l'intermédiaire du clavier, extraire, à partir de l'unité de mémoire, un élément d'informations d'accès à un serveur de centre de rapport correspondant audit numéro de téléphone d'urgence parmi le ou les éléments d'informations d'accès à un serveur de centre de rapport lorsque ledit numéro de téléphone d'urgence et la requête d'établissement d'appel téléphonique d'urgence sont reçus par l'intermédiaire du clavier, et accéder, par l'intermédiaire de l'unité de communication sans fil, à un serveur de centre de rapport correspondant audit élément d'informations d'accès à un serveur de centre de rapport et transmettre les données audio de périphérique d'utilisateur et les données d'image de périphérique d'utilisateur audit serveur de centre de rapport.
