固定网络中有 IP-EDGE, AN ( Access network,接入网), RG ( Residential Gateway,家庭驻地网关 ), BBF AAA( Authentication, Authorization, Accounting, 鉴权授权认证服务器)等网元组成, 其中 IP-EDGE是固定网络的网关, 网络 中又称为 BNG ( Broadband Network Gateway, 宽带网络网关控制设备 )或者 BRAS ( Broadband Remote Access Server, 宽带远程接入服务器) , 其作为策 略执行网元, 执行 PCEF的功能, 接收来自 PCRF的 PCC策略用于执行该策 略。 同时, IP-EDGE还具有收集计费信息的功能。 AN是一个二层设备, 负 责数据的转发和路由。 RG是家庭网关,可以有路由模式和桥接模式两种工作 模式。 固定网络终端一般直接接入 RG,从而接入到固定网络; 3GPP终端 UE 一般通过 WLAN ( Wireless Local Access Network, 无线局域接入网 )天线接 入到 RG下的 AP ( Access Point, 接入点) , 再接入到固定网络。 当 3GPP 终端 UE通过 WLAN接入后 , UE获取固定网络为其分配的 UE的本地地址 ( UE local IP address ) 。 终端 UE用该本地 IP地址与外界通信, 这部分业务 数据称为 "NSWO ( Non-Seamless WLAN Offload, 非无缝 WLAN分流) " 业 务数据, 该类业务数据直接从 IP-EDGE对外通信。 固定网络终端(比如, PC ( Personal Computer,个人电脑 )或者网络 TV ( Television, 电视机)等)可以 通过 RG接入, 并通过 IP-EDGE对外通信, 这部分业务称之为固定网络终端 业务。 3GPP终端 UE和固定网络终端业务, 经过 PCRF下发 PCC策略到 IP-EDGE, IP-EDGE作为策略规则执行功能 PCEF, 执行 PCC策略, 保证业 务的 QoS。 参见图 2中的步骤 S201-步骤 S203。
步骤 S201: 3GPP终端 UE或者固定网络终端从固定网络接入,通过接入 认证 , 获取 IP-EDGE为其分配的 IP地址;
步骤 S202: IP-EDGE感知终端 ( 3GPP终端 UE或者固定网络终端 ) 的 接入, 向 PCRF发起 Gxd接口上的策略会话 Gxd会话建立, PCRF在回应消 息中把对应的 PCC策略, 包括 QoS策略和计费规则下发给 IP-EDGE。
步骤 S203: 如果网络中部署了 TDF, PCRF会主动向 TDF发起 Sd会话 的建立。
当终端完成接入到网络后, 根据网络的计费方式, 计费网关和计费系统 会协商对应的参数, 并定时的到计费系统获取信用额度和向计费系统上报计 费信息。 当前网络中运行业务的计费, 有三种计费方式(这里只举例在线计 费系统(OCS, Online Charging System ) , 基于不同的计费方式执行以下步骤 中任一步骤: 步骤 204: 基于 TDF计费方式的计费发起会话;
基于 TDF的计费方式的计费功能在 TDF, TDF搜集计费信息, 通过 Gyt 接口把计费信息上报给计费系统(OCS ) , 如图 1 中的 "划线" 所示为 Gyt 接口。
本发明实施例对离线计费的情形不予考虑。
步骤 205: 基于 IP-EDGE计费方式的计费发起会话;
基于 IP-EDGE计费方式的计费功能在 IP-EDGE。因为无论 3GPP终端 UE 的 NSWO 业务还是固定网络终端的业务, 都经过 IP-EDGE路由, 所以 IP-EDGE可以搜集计费信息, 通过 Gyd计费接口把计费信息上报给计费系统 ( OCS ) , 如图 1中的 "点划线" 所示为 Gyd接口 。
步骤 206: 基于 AAA计费方式的计费发起会话。
计费功能也在 IP-EDGE。 IP-EDGE计费方式把计费信息通过 BBF AAA, 3GPP AAA上报给计费系统, 如图 1中的 "双点划线" 所示计费信息的上报 路径。
以上三种计费方式在运营商网络中是可选地部署的, 也就是说一种运营 商可能部署其中一种计费方式, 或者部署以上的一种或者两种计费方式, 如 果部署了多种计费方式, 可能基于终端用户的签约信息进行选择一种计费方 式。
步骤 207: 根据计费规则执行计费。
鉴于计费方式的不同, 需要使用不同的计费规则 ( Charging Rule ) 的, 而计费规则是通过 PCRF制定并下发的。如果非漫游场景下, EPS网络和 BBF 网络的属于同一运营商, 因此 PCRF才艮据配置信息, 能够获知当前网络是部 署的什么计费方式, PCRF能知道该下发什么样的计费规则信息。 然而, 如果 是漫游场景下, 可能会存在问题。举例来说, 3GPP终端 UE从家乡网络 -A漫 游到拜访网络 -B (拜访网络是 EPS和 BBF融合的网络, )拜访网络只支持基 于 IP-EDGE的计费方式收集计费信息,而家乡网络只支持基于 AAA的计费。 这样就会存在以下两个问题:
家乡网络的 hPCRF制定了计费规则下发给拜访网络的 vPCRF,再下载到 IP-Edge , IP-Edge无法使用该计费规则;
拜访网络的 IP-Edge发起 Gyd接口上的计费会话, 但是无法跟家乡网络 的计费系统正确建立会话, 或者家乡网络的计费系统无法认知 IP-EDGE发送 来的计费信息。
以上问题简单概括为: 家乡网络和拜访网络的计费方式不同, 导致计费 会话无法建立成功, 计费规则无法正确执行, 计费信息无法正确上报。 发明内容
本发明实施例要解决的技术问题是提供一种漫游计费实现方法及网络网 元, 以解决用户设备漫游时无法正确计费的问题。
为解决上述技术问题, 本发明实施例提供了以一种漫游计费实现方法, 该方法包括:
用户设备(UE )接入拜访网络后, 所述拜访网络网元与所述 UE的家乡 网络网元协商计费方式;
协商成功后, 所述拜访网络网元接收所述家乡网络网元发送的协商后的 计费方式对应的计费规则信息;
所述拜访网络网元根据所述计费规则信息针对所述 UE收集计费信息, 并将收集的计费信息发送给所述家乡网络计费系统。
优选地, 所述拜访网络网元为拜访网络的策略和计费规则功能(PCRF ) 和 IP边缘网关( IP-EDGE ) , 家乡网络网元是家乡网络的策略和计费规则功 能 ( PCRF ) 。

如图 3所示, 本发明实施例漫游计费实现方法实施例包括:
步骤 100: 用户设备 ( UE )接入拜访网络后, 所述拜访网络网元与所述 UE的家乡网络网元协商计费方式; 本发明实施例中, 所述拜访网络网元为拜访网络的策略和计费规则功能
( PCRF )和 IP边缘网关( IP-EDGE ) , 家乡网络网元是家乡网络的策略和计 费规则功能(PCRF ) 。
可理解地, 所述拜访网络网元与所述 UE的家乡网络网元协商计费方式 时需结合所述 UE签约信息确定协商后的计费方式。
步骤 200: 协商成功后, 所述拜访网络网元接收所述家乡网络网元发送 的协商后的计费方式对应的计费规则信息;
步骤 300:所述拜访网络网元根据所述计费规则信息针对所述 UE收集计 费信息, 并将收集的计费信息发送给所述家乡网络计费系统。
以上实施例是由家乡网络网元(PCRF )来确定协商后的计费方式, 有利 于家乡网络网元快速指定对应的计费规则信息, 该实现方式是优选的。 可替 换地, 也可由家乡网络网元将用于表明家乡网络支持的计费方式的信息或用 于表明家乡网络支持且终端签约的计费方式的信息发送给拜访网络网元, 由 拜访网络网元确定协商后的计费方式, 再将协商后的计费方式通知家乡网络 网元, 从而由家乡网络网元指定对应的计费规则信息。
下文中将参考附图并结合应用实例来详细说明本发明实施例。 在不冲突 的情况下 , 本申请中的实施例及实施例中的特征可以相互组合。
应用实例一
图 4是根据本发明优选实施例一的计费方法的选择流程图, 该流程图基 于的场景是漫游场景。 该流程主要包括以下步骤:
步骤 S301: 3GPP用户设备 ( UE , 也称终端或者固定网络终端从固定网 络接入, 通过接入认证, 获取 IP-EDGE为其分配的 IP地址;
步骤 S302a: IP-EDGE感知终端的接入, 向 vPCRF发起 Gxd接口上的策 略会话 Gxd会话建立请求, vPCRF通过 S9接口向 hPCRF发起策略会话 S9 会话请求。
其中在请求消息中, 携带拜访网络支持的一种计费方式, 发送给家乡网 络的 hPCRF。其中,计费方式可以是 IP-EDGE填写到 Gxd消息, 经过 vPCRF 在发送给 hPCRF的, 也可以是 vPCRF根据本地配置信息将其填写到 S9会话 消息里的。
上述拜访网络支持的计费方式除了考虑拜访网络的能力外, 可选的需要 考虑终端的签约信息。
可替换地, IP-EDGE也可通过一条新增的消息携带所述拜访网络支持的 且终端签约的计费方式。
步骤 S302b: 家乡网络 hPCRF根据拜访网络发送的计费方式, 确定协商 后的计费方式, 制定对应的计费规则信息, 并通过 S9和 Gxd会话的应答消 息下发到拜访网络。
家乡网络在判断是否支持拜访网络的计费方式时, 除了根据本网络的能 力夕卜,还可能需要考虑终端的签约信息。例如,对于基于 solicited (请求式的) 模式 TDF 和对应的基于 TDF 的计费, 是需要用户签约信息决策的。 因此 hPCRF在判断是否接受拜访网络发送来的计费方式的时候, 应考虑终端的签 约信息。 如果家乡网络不支持拜访网络的计费方式, 那么将 hPCRF 回应 S9/Gxd会话建立失败, 或者是即使会话成功, 回应消息中无计费规则信息。
可替换地,所述家乡网络 hPCRF也通过新增的消息下发定制的计费规则 信息到拜访网络。
步骤 S303: 同步骤 S203;
该应用实例中, 步骤 S301至步骤 S303实现了: 用户设备(UE )接入拜 访网络后, 拜访网络网元与 UE的家乡网络网元协商计费方式, 协商成功后, 拜访网络网元接收家乡网络网元发送的协商后的计费方式对应的计费规则信 息。
步骤 S304和步骤 S306是三选一的或者是任何一个步骤都不执行的 (若 计费方法协商不成功) 。
步骤 S304: 如果在步骤 S302步协商后的计费方式是基于 TDF的计费, 则执行步骤 S303 , vPCRF将通告 TDF协商后的计费方式是基于 TDF的计费: TDF发起与计费系统 OCS的会话。
步骤 S305: 如果在步骤 S302步协商后的计费方式是基于 IP-EDGE的计 费,那么 IP-EDGE在 Gyd接口上向家乡网络的计费系统发起的基于 IP-EDGE 计费的会话。
步骤 S306: 如果在步骤 S302步协商后的计费方式是基于 AAA的计费, 那么 IP-EDGE在 B接口上 BBF AAA发起计费会话, BBF AAA再通过拜访网 络的 3GPP AAA, 家乡网络的 3GPP AAA, 向家乡网络的计费系统发起的基 于计费的会话。
另外:如果在 S302步计费方法协商失败,步骤 S304-S306可能都不执行。 步骤 S307: 根据协商好的计费方式, 执行计费, BBF网络定时上报计费 信息到家乡网络的计费系统。
在该应用实例中, 步骤 S304至 S307实现了: 拜访网络网元根据所述计 费规则信息针对所述 UE收集计费信息, 并将收集的计费信息发送给所述家 乡网络计费系统。
应用实例二
应用实例二主要涉及拜访网络网元与 UE的家乡网络网元协商计费方式, 协商成功后, 拜访网络网元接收家乡网络网元发送的协商后的计费方式对应 的计费规则信息。
图 5是根据本发明实施例优选应用实例二的流程图, 在该应用实例二与 应用实例一的唯一不同是: 在步骤 S402a (对应步骤 S302a )中, 拜访网络的 IP-EDGE或者 vPCRF将拜访网络可能支持的多种计费方式同时发给 hPCRF。 hPCRF根据选择本网支持的计费方式, 也即确定协商后的计费方式, 并制定 对应的计费规则信息发送给拜访网络;
优选的, 拜访网络的 IP-EDGE或者 vPCRF将拜访网络可能支持的多种 计费方式同时发给 hPCRF的同时,可以将对应模式的优先级也发给家乡网络, 家乡网络如果也同时支持多种计费方式, 则选择优先级高的计费方式, 并据 此制定计费规则。
家乡网络在判断是否支持拜访网络的计费方式时, 除了根据本网络的能 力夕卜,还可能需要考虑终端的签约信息。例如,对于基于 solicited (请求式的) 模式 TDF 和对应的基于 TDF 的计费, 是需要用户签约信息决策的。 因此 hPCRF在判断是否接受拜访网络发送来的计费方式的时候, 应考虑终端的签 约信息。

图 6是根据本发明实施例优选应用实例三的流程图, 在该应用实例三与 应用实例一的唯一不同是: 在步骤 S502a (对应步骤 S302a )中, 拜访网络对 三种计费方式都支持或三种计费方式拜访网络都支持且 UE都签约, IP-EDGE 或者 vPCRF在发给 hPCRF的会话请求中, 不携带任何计费方式信息, 即釆 用隐式的方式携带用于表明拜访网络支持的计费方式或拜访网络支持且 UE 签约的计费方式的信息, hPCRF根据选择本网支持的计费方式, 也即确定协 商后的计费方式, 并制定对应的计费规则信息发送给拜访网络。
