TDF也可以独立部署, 此时 TDF与 PCRF通过 Sd接口, TDF可以根据预配置或 PCRF下发的应用检测控制规则进行应用检测和策略执行。 PCRF为 TDF提供应用检 测控制规则或激活 TDF预配置规则, 独立 TDF功能的策略控制执行操作包括门控、 重定向和带宽限制。 TDF向 PCRF作被检测业务 /流的相关事件和信息的上报 (例如, 向 PCRF报告检测到的业务 /流的开始和终结), 以及给 PCRF发送业务数据流描述, 传送来自 PCRF的用于流检测的业务检测和策略规则的信令。 承载绑定和事件报告功能实体 (BBERF , Bearer Binding and Event Reporting Function) 通常位于接入网网关 (Access Network Gateway) 内。 如当用户设备通过 E-UTRAN接入 EPS、 服务网关 S-GW与 P-GW之间采用代理移动互联网协议版本 6 (ΡΜΙΡνό, Proxy Mobile Internet Protocol version 6)协议时, S-GW中就存在 BBERF。 当用户设备通过可信任非 3GPP 接入网接入时, 可信任非 3GPP 接入网关中也存在 BBERF。 SPR,存储有与策略控制和计费相关的用户策略计费控制签约信息。 SPR和 PCRF 之间的接口是 Sp接口。

OFCS与 PCEF共同完成离线计费方式下的计费操作。 以上 PCC 架构通过各功能实体实现了对 UE 为访问一个分组数据网络 (PDN,
Packet Data Network)所建立的 IP连接接入网( IP-CAN, IP Connectivity Access Network) 会话的策略计费控制。 现有技术中, 当用户漫游到拜访地时, 存在两种方式, 一种是归属地路由接入 (home routed access), 一种是本地疏导接入(local breakout access), 本地疏导接入场 景如图 3 (图 3是根据相关技术的 PCC漫游拜访地接入架构示意图) 所示, PCEF位 于拜访网络, 拜访网络和归属网络的信息交互通过拜访网络 PCRF (V-PCRF) 和归属 网络 PCRF (H-PCRF) 之间的漫游接口 S9接口传送。 当用户在拜访地网络接入时, VPCRF通过 S9接口请求建立 S9会话 /子会话, HPCRF制定 PCC策略, 下发 PCC规 则给 VPCRF, 前传给 PCEF/BBERF等执行。 目前, 移动通信的个性化业务需求增多, 不同运营商的业务类型存在较大差异, 同时用户漫游时归属网络业务在漫游地使用的资费偏高, 这两个原因导致用户漫游到 拜访网络需要能够支持在访问归属地网络业务的同时, 可以通过其在归属网络签约的 终端和 ID信息访问拜访网络的本地业务 (称为漫游本地业务), 这样不仅可以最大程 度地增强用户体验和降低资费, 同时也能为用户提供其归属运营商网络所不具备的拜 访地网络的特色业务。 因为漫游本地业务归属于拜访地网络, 相对于归属网络的签约是独立的, 因此, 对于用户访问漫游本地业务功能的相关策略和资源授权, 需要由拜访地网络 VPCRF 决策。 而该用户属于归属地网络, 其资费账户在归属地网络 OCS。 由于漫游本地业务 归属于拜访地网络, 对于归属网络签约独立 (归属地网络不一定具有该类业务, 或具 有的该类业务但其标识两地网络也不一致), 因此该类业务信息归属地网络 OCS无法 识别, 无法对漫游本地业务进行在线计费的信用授权等处理。 现有技术中, 用户漫游到拜访地网络后, 只能由归属地 OCS执行在线计费功能, 可通过拜访地网元(例如 proxy OCS)接口到归属地 OCS, 或者可通过拜访地 VPCRF 前传信用请求到归属地 HPCRF, 前传到 OCS执行。 但现有技术的这些方法都只能针 对归属地签约业务, 归属地 PCRF或 OCS能获取到归属地的业务和资费签约信息。而 对于漫游本地业务, 归属网络很可能没有相关业务的签约, 因此无法通过现有技术的 多种方案来实现对漫游本地业务的在线计费功能。 另外, 现有技术给出的解决漫游本地业务的一种方案是, 漫游用户到拜访网络签 约和开漫游资费账户, 该资费签约账户存放在拜访网络的 OCS (即 V-OCS)。 拜访网 络 OCS (即 V-OCS)根据该拜访网络签约可以直接对漫游用户进行账户信用和余额管 理, 实施信用控制, 而不向归属网络 OCS (即 H-OCS)请求信用控制。 但该技术方案 存在的问题是, 用户需要在漫游地重新缴纳费用, 原先归属地账户里的大量余额无法 使用。 且用户离开该漫游地网络后, 还需要结算该漫游地费用, 否则将滞留在该漫游 地临时账户中成为呆账额度。 因此给用户的漫游本地业务的使用带来了很多等同于漫 游本地新开户的处理, 严重损害了漫游本地业务力求给用户更便利丰富和优质的业务 体验的原则, 并未能实质性解决漫游本地业务的在线计费问题。 针对相关技术中无法更好地实现拜访地网络开展漫游本地业务的在线计费功能的 问题, 目前尚未提出有效的解决方案。 发明内容 本发明提供了一种漫游本地业务的计费策略方法及装置, 以至少解决上述问题。 根据本发明的一个方面, 提供了一种漫游本地业务的计费策略方法, 包括: 拜访 地在线计费系统 (V-OCS)接收策略和计费执行功能实体(PCEF)发送的信用控制请 求消息 (Credit Control Request), 其中, 信用控制请求消息用于请求 PCEF执行计费 时需要用到的当前用户的信用额度; V-OCS根据信用控制请求消息判断当前用户请求 的业务是否为漫游本地业务, 在判断结果为是的情况下, 发送信用阈值请求消息给归 属地在线计费系统 (H-OCS), 并接收 H-OCS返回的信用阈值响应消息, 其中, 信用 阈值响应消息中携带有归属网络授权当前用户能够在拜访网络中使用的信用阈值; V-OCS根据信用阈值确定信用额度, 并将信用额度携带在信用控制响应消息中发送给 PCEF执行计费。 优选地, 信用阈值请求消息包括以下至少之一: 与当前用户请求的业务相关的业 务相关信息、 当前用户的授权信息, 其中, 业务相关信息包括: 漫游本地业务标识 / 指示; 授权信息包括: 漫游本地业务授权指示。 优选地, 在 V-OCS将信用阈值请求消息发送给归属地在线计费系统(H-OCS)之 后, 包括: 在信用阈值请求消息包括漫游本地业务标识 /指示的情况下, H-OCS根据漫 游本地业务标识 /指示, 判断当前用户请求的业务是否为漫游本地业务, 如果是漫游本 地业务, 则将信用阈值携带在信用阈值响应消息中发送给 V-OCS; 在信用阈值请求消 息包括漫游本地业务授权指示的情况下, H-OCS根据漫游本地业务授权指示, 判断当 前用户是否为漫游本地业务授权用户, 如果是漫游本地业务授权用户, 则将信用阈值 携带在信用阈值响应消息中发送给 V-OCS; (H-OCS) 之后, 包括: 在信用阈值请求消息包括漫游本地业务标识 /指示的情况下, H-OCS根据漫游本地业务标识 /指示, 判断当前用户请求的业务是否为漫游本地业务, 如果是漫游本地业务, 则将信用阈值携带在信用阈值响应消息中发送给 V-OCS; 在信 用阈值请求消息包括漫游本地业务授权指示的情况下, H-OCS根据漫游本地业务授权 指示, 判断当前用户是否为漫游本地业务授权用户, 如果是漫游本地业务授权用户, 则将信用阈值携带在信用阈值响应消息中发送给 V-OCS; 在信用阈值请求消息包括漫 游本地业务标识 /指示和漫游本地业务授权指示的情况下, H-OCS根据漫游本地业务标 识 /指示, 判断当前用户请求的业务是否为漫游本地业务, 并根据漫游本地业务授权指 示, 判断当前用户是否为漫游本地业务授权用户, 在得到的两个判断结果均为是的情 况下, H-OCS将信用阈值携带在信用阈值响应消息中发送给 V-OCS。 在本发明实施例中, 信用阈值包括以下至少之一: 账户金额阈值、 流量阈值、 时 间阈值、 事件阈值。 优选地, V-OCS通过以下方式之一将信用阈值请求消息发送给 H-OCS:代理方式、 重定向方式。 优选地, 当信用阈值满足预定的停止条件时, V-OCS再次向 H-OCS请求新的信 用阈值。 在本发明实施例中, 在 V-OCS将信用控制响应消息发送给 PCEF执行计费之后, 该方法还包括: 当当前用户的同一个接入点名称 (APN) 下的最后一个漫游本地业务 结束时, V-OCS向 H-OCS上报携带有信用阈值的使用用量和 /或剩余用量的终结报告。 优选地,在 H-OCS将信用阈值携带在信用阈值响应消息中发送给 V-OCS的同时, H-OCS还可以将授权信用管理指示携带在信用阈值响应消息中发送给 V-OCS, 其中, 授权信用管理指示用于告知 V-OCS执行在线计费的信用管理。 请参考图 5, 图 5是根据本发明实施例的 PCC漫游拜访地接入架构示意图, 在实 际应用中, 本实施例提供的漫游本地业务的计费策略方法完全可以通过图 5 所示的 PCC漫游拜访地接入架构来实现。在 PCC漫游拜访地接入架构中,拜访网络能够实现 对漫游用户执行漫游本地业务的在线计费功能, 使得用户漫游到拜访网络时可以使用 在线计费的漫游本地业务。与图 3所示的 PCC漫游拜访地接入架构相比, 在图 5所示 的 PCC漫游拜访地接入架构中, 拜访地 PCEF和拜访地 OCS通过 Gy接口交互, 拜访 地 OCS和归属地 OCS新增接口(例如 diameter协议),实现归属地 OCS对拜访地 OCS 的信用阈值授权, 由拜访地 OCS执行漫游本地业务的在线计费信用管理。根据图 5所 示的架构, 能够轻松实现漫游本地业务的会话创建、 修改和终结流程处理。 具体而言, 在漫游拜访地接入场景下, 当拜访地 OCS收到在线计费会话激活请求 ( BP, 创建 IP-CAN的信用控制请求消息), 拜访地 OCS首先判断信用控制请求消息 所请求的业务是否属于漫游本地业务, 如果是的话, 则将阈值请求发送 (可以通过代 理方式 proxy或重定向方式 redirect, —般为 proxy; 阈值请求可以通过信用阈值请求 消息发送) 到归属地 OCS。 在接收到该在线计费会话激活请求后,归属地 OCS也会对该请求对应的业务是否 为漫游本地业务 (或该用户是否可授权漫游本地业务) 的合法性进行判断, 如果是漫 游本地业务 (或可授权漫游本地业务的用户), 才有必要进行进一步的阈值授权处理, 即: 发送在线计费会话激活响应 (信用控制响应消息) 给拜访地 OCS, 归属地 OCS (根据漫游协议或签约授权)在该相应消息中包含信用阈值(例如, 可以为账户金额, 或时间流量事件等用量) 给拜访地 OCS。 否则, 归属地 OCS发送响应消息给拜访地 OCS, 拒绝该阈值请求。 而后, 拜访地 OCS将在线计费会话激活响应(即信用控制响 应消息) 发送给 PCEF, 其中, 在线计费会话激活响应携带有该请求业务的信用额度。 在实际应用中, 拜访地 OCS收到的信用控制请求消息以及转发给归属地 OCS的 信用请求消息中可以携带与该请求的业务相关信息可以包括: 漫游本地业务标识或指 示漫游本地业务标识(该二者仅是形式不同, 所起的作用是相同的), 或信用请求消息 中可以携带该用户的授权信息可以为漫游本地业务授权指示。进而, 归属地 OCS可根 据该信息判断用户的漫游本地业务权限来决策是否给予当前用户一个信用阈值授权。 在实际应用中, 归属地 OCS分配给拜访地 OCS的信用阈值可以为该用户的一定 数目的账户金额阈值、 或流量阈值, 或时间阈值, 或事件阈值等, 进一步地, 拜访地 OCS可根据该归属地 OCS授权的阈值进行执行现有技术中的信用管理和账户金额处 理等操作。 另外, 在业务过程中, 当拜访地 OCS的信用阈值到达时 (也即账户金额、 流量, 或时间用完的状态, 或事件结束的状态), 则拜访地 OCS会再次发送请求消息给归属 地 OCS, 重新请求信用阈值, 相关处理流程同首次请求下发阈值的流程是相同的。 而且, 当该用户的同一 APN下的最后一个漫游本地业务结束, 拜访地 OCS将发 送在线计费会话终结消息给归属地 OCS, 上报拜访地的使用用量(金额, 流量, 时间, 或事件等) 和 /或剩余用量给归属地 OCS。 下面结合图 6、 图 7以及优选实施例对上述实施例提供的漫游本地业务的计费策 略方法进行更进一步的描述, 以便更好的理解本发明的实施例。 图 6是根据本发明优选实施例的 UE漫游时 IP-CAN会话的创建流程图, 如图 6 所示, 该流程包括以下步骤 (步骤 S602-步骤 S630): 步骤 S602, 在 UE 请求建立 IP-CAN会话的过程中, PCEF 位于的网关接收到 IP-CAN会话建立请求消息,并在该 IP-CAN会话建立请求消息中携带用户标识和请求 接入的 PDN网络的 PDN标识。 步骤 S604, PCEF向 V-PCRF发送 IP-CAN会话建立指示消息,并在该 IP-CAN会 话建立指示消息中携带用户标识、 PDN标识以及为 UE分配的 IP地址 (IP Address)。
UE接入拜访网络时, 拜访网络提供归属地漫游方案和漫游本地业务方案, UE选 择了漫游本地业务方案;则 PCEF在消息中将 UE的漫游本地方案指示传送给 VPCRF。 步骤 S606, V-PCRF根据用户标识判断该用户为漫游用户。 若 PCRF还未为该用 户建立 S9会话, 则 V-PCRF向 H-PCRF发送请求消息, 以建立 S9会话, 同时还请求 建立一个 S9子会话, V-PCRF在 S9子会话中携带用户还没有该用户的签约信息, PDN 标识以及 IP地址等。 若 PCRF已为该用户建立了 S9会话, 则 V-PCRF向 H-PCRF发 送请求消息, 以修改 S9会话, 同时还请求建立一个 S9子会话, V-PCRF在 S9子会话 中携带用户还没有该用户的签约信息, PDN标识以及 IP地址等。
VPCRF支持漫游本地业务功能,则该 CCR请求消息中携带的 support feature中设 置 RLS (roaming local service) 功能; 若该功能不是必选功能, 则除了 support feature 能力协商外 VPCRF需要发送请求给 HPCRF请求该 roaming local service的授权; 具 体请求方式不做限定, 例如在该 CCR消息中携带 RLS request AVP给 HPCRF等。 步骤 S608, H-PCRF根据用户标识判断还没有该用户的签约数据, H-PCRF向 SPR 发送签约文档请求, 并在该签约文档请求中携带用户标识和 PDN标识。 步骤 S610, SPR根据用户标识和 PDN标识返回用户签约信息 (即, 签约文档应 答)。 此时若归属地 SPR还未向 H-PCRF提供过漫游本地业务签约文档,那么此时 SPR 将向 H-PCRF提供。 或者 H-PCRF在设备启动后就与 SPR交互以便获取漫游本地业务签约文档。 步骤 S612, H-PCRF根据 VPCRF的请求消息, 以及返回的用户签约信息、 网络 策略、 UE的接入信息等判断授权漫游本地业务, 或是制定下发策略。 若 HPCRF根据签约信息和漫游协议等信息, 授权拜访地的漫游本地业务功能, 则返回响应消息给 VPCRF,消息中可能包含表示该功能支持的 support feature HPCRF 给 VPCRF的 RLS授权指示、以及可能会存在的授权运营商 list和授权业务 list等详细 信息。 授权 VPCRF可对漫游本地业务独立资源授权和策略制定 (比如用户级授权)。 若 HPCRF不支持漫游本地业务, 或支持但不授权拜访网络对该用户的漫游本地 业务,则 HPCRF返回相应的 support feature指示, 以及可能存在的是否允许 RLS的指 示 (例如 RLS report或 reject, 或者直接拒绝该消息, 携带相关 reject cause); 若需要 则 HPCRF制定相关策略, 策略中包括 PCC规则、 事件触发器等, H-PCRF向 V-PCRF 返回的消息中携带制定的策略。 步骤 S614, V-PCRF存储 HPCRF返回的消息。 根据授权漫游本地业务或是 PCC 规则, 向 PCEF返回相应的响应消息。若为 HPCRF制定的策略则如现有技术流程执行 规则下发。 若为 HPCRF授权 V-PCRF执行漫游本地业务功能, 则 VPCRF制定该业务 相关 PCC规则下发给 PCEF, 相应的 QoS规则下发各 BBERF, 安装执行。 步骤 S616, 如果是在线计费则 PCEF将激活在线计费会话。 提供相关的输入信息 给拜访地 OCS和归属地 OCS决策。 由于是漫游本地业务, 则 PCEF发送信用控制请 求消息给拜访地 OCS。 步骤 S618, 拜访地 OCS判断该业务为漫游本地业务, 则需要向归属地 OCS请求 该用户的全部或该类业务的整体信用阈值。 步骤 S620, 拜访地 OCS前传 (采用 proxy或 redirect方式, 一般为 proxy) 该请 求消息到归属地 OCS, 该消息中携带漫游本地业务标识或指示信息。 步骤 S622, 归属地 OCS判断是否满足授权条件 (例如, 可根据消息中的漫游业 务指示或标识判断该业务为漫游本地业务, 根据漫游协议或签约账户信息判断是否可 以授权该类业务), 发送响应消息给拜访地 OCS。 若满足授权条件则授权整个信用阈 值, 在响应消息中携带给拜访地网络 VOCS, 该阈值可以为账户金额, 或时间流量事 件等用量。 在实际应用中, 归属地 OCS授权拜访地 OCS信用阈值的同时, 还可以发 送给拜访地 OCS的授权信用管理指示, 该授权信用管理知识用于告知拜访地 OCS执 行在线计费的信用管理, 或者归属地 OCS只授权信用阈值给拜访地 OCS, 隐式告知 拜访地 OCS执行在线计费的信用管理。 步骤 S624, VOCS根据 PCEF信用请求的业务信息和归属地授权和下发的阈值, 执行信用授权, 下发相应信用配额给 PCEF, 具体技术处理类似于现有技术的归属地 和 OCS和归属地 PCEF的信用管理流程。 步骤 S626, PCEF安装并执行策略。 如 PCC规则、 事件触发器等。 PCEF所在网 关向返回应答建立 IP-CAN会话, 携带分配的 IP地址。 步骤 S628, 业务过程中, 拜访地 OCS下发给 PCEF的信用额度用尽, 而业务继 续, 则 PCEF继续发送信用控制请求消息给拜访地 OCS申请信用额度, 并在请求消息 中上报当前的使用用量。 步骤 S630,拜访地 OCS存储当前的使用用量,并根据归属地 OCS授权的总阈值, 判断是否授权 PCEF新的信用额度。 给 PCEF发送响应消息, 携带新授权的信用额度。 步骤 S628和步骤 S630的拜访网络内 PCEF和拜访地 V-OCS的信用管理交互流程, 可借鉴现有归属网络中归属地 PCEF和归属地 OCS的信用管理。 其中, 若归属地 OCS授权给拜访地的总信用阈值到达且业务需要继续, 则拜访地 OCS会再次发送请求消息给归属地 OCS, 重新请求信用总阈值, 并携带上当前的实际 使用用量给归属地 OCS;相关处理流程同步骤 S620和步骤 S622首次请求授权总阈值 的处理。 经过上述流程, 可执行漫游本地业务的在线计费功能。 当会话结束时 (粒度可为 每个 IP-CAN会话或者该 APN下的最后一个 IP-CAN会话,具体根据运营商策略决定), 归属地 OCS授权给拜访地 OCS的阈值剩余用量 (和 /或当前使用用量)将需要报告给 归属地 OCS, PCEF将会发送信用终结报告给拜访地 OCS发起信用会话终结, 具体流 程描述如图 7所示。 请参考图 7,图 7是根据本发明优选实施例的 UE漫游时 IP-CAN会话的终结流程 图, 如图 7所示, 该流程包括以下步骤 (步骤 S702-步骤 S726): 步骤 S702, PCEF检测到触发需要终结 IP-CAN会话, 该触发可能来自其他网元, UE或是 PCEF自身 (例如 PCC规则全部删除)。 步骤 S704, PCEF向 VPCRF发送 IP-CAN会话终结指示消息; 告知 VPCRF该 IP-CAN会话正在被删除, 并提供相关信息给 VPCRF。 步骤 S706, 该 IP-CAN会话中的漫游本地业务相关的 PCC规则由 VPCRF生成, 收到该会话终结请求后 VPCRF将识别并删除该类规则及其相关信息。 步骤 S708, 若该 IP-CAN会话存在对应的 S9会话或子回话, 则 VPCRF将发送
S9会话修改或终结请求消息给 HPCRF (即前转的终结请求),通知 HPCRF该 IP-CAN 会话的终结。 若该 IP-CAN会话为该 APN下的最后一个 IP-CAN会话, 则终结 S9会 话, 否则修改 S9会话, 终结该 IP-CAN会话对应的子会话。 步骤 S710, HPCRF将识别并删除该 IP-CAN相关的 PCC规贝 lj,并删除该 IP-CAN 会话相关的信息, 例如签约信息等。 步骤 S712, PCEF删除该 IP-CAN相关的所有 PCC规则。 步骤 S714, HPCRF发送 S9会话修改或终结的相应消息给 VPCRF。 步骤 S716, VPCRF发送 IP-CAN会话终结响应消息给 PCEF, 告知该 IP-CAN会 话的终结处理。 该消息为步骤 S704的响应消息。 步骤 S718, 对于在线计费的漫游本地业务, PCEF给拜访地 OCS发送终结报告, 并携带剩余信用 (和 /或当前使用用量) 给拜访地 OCS。 步骤 S720, 拜访地 OCS判断出该业务为漫游本地业务, 将需要向归属地 OCS报 告归属地 OCS授权的信用阈值对应的剩余信用 (和 /或使用用量)。 步骤 S722,拜访地 OCS发送信用终结报告给归属地 OCS,消息中携带归属地 OCS 授权的信用阈值对应的剩余信用 (和 /或使用用量), 并告知该信用的终结。 步骤 S724, 归属地 OCS存储该剩余信用, 发送响应消息给拜访地 OCS; 如果存 在则终结在线计费会话。 步骤 S726,拜访地 OCS发送信用终结响应消息给 PCEF,并终结该在线计费会话。 此外, 在业务进行过程中, 当 IP-CAN会话修改发生, 若涉及到计费信息变更, 则可能触发 PCEF将向拜访地 OCS发起信用请求或发送终结报告请求; 具体 PCEF和 拜访地 OCS, 及归属地 OCS的交互处理流程同图 6和图 7中的信用管理流程。 涉及 计费相关处理流程相同, 这里不做重复描述。 采用上述实施例提供的漫游本地业务的计费策略方法,通过在拜访地 OCS与归属 地 OCS之间设置一个接口使拜访地 OCS能够获得归属地 OCS的信用阈值的方式, 由 拜访地 OCS执行漫游本地业务的在线计费信用管理,解决了相关技术中无法更好地实 现拜访地网络开展漫游本地业务的在线计费功能的问题, 进而达到了容易实现漫游本 地业务的会话创建、 修改和终结流程处理的效果。 图 8是根据本发明实施例的位于 V-OCS的漫游本地业务的计费策略装置的结构框 图, 该装置位于拜访地在线计费系统(V-OCS), 用以实现上述实施例提供的漫游本地 业务的计费策略方法, 如图 8所示, 该装置主要包括: 接收模块 10、 判断模块 20、 执 行模块 30以及发送模块 40。 其中, 接收模块 10, 设置为接收策略和计费执行功能实 体(PCEF)发送的信用控制请求消息, 其中, 信用控制请求消息用于请求 PCEF执行 计费时需要用到的当前用户的信用额度; 判断模块 20, 连接至接收模块 10, 设置为根 据信用控制请求消息判断当前用户请求的业务是否为漫游本地业务; 执行模块 30, 连 接至判断模块 20, 设置为在判断模块的判断结果为是的情况下, 发送信用阈值请求消 息给归属地在线计费系统(H-OCS), 并接收 H-OCS返回的信用阈值响应消息, 其中, 信用阈值响应消息中携带有归属网络授权当前用户能够在拜访网络中使用的信用阈 值; 发送模块 40, 连接至执行模块 30, 设置为根据信用阈值确定信用额度, 并将信用 额度携带在信用控制响应消息中发送给 PCEF执行计费。 在本实施例中, 信用阈值请求消息包括以下至少之一: 与当前用户请求的业务相 关的业务相关信息、 当前用户的授权信息, 其中, 业务相关信息包括: 漫游本地业务 标识 /指示; 授权信息包括: 漫游本地业务授权指示。 优选地, 信用阈值包括以下至少之一: 账户金额阈值、 流量阈值、 时间阈值、 事 件阈值。 优选地, 执行模块通过以下方式之一将信用阈值请求消息发送给 H-OCS: 代理方 式、 重定向方式。 在本实施例中, 当信用阈值满足预定的停止条件时,执行模块再次向 H-OCS请求 新的信用阈值。 图 9是根据本发明优选实施例的位于 V-OCS漫游本地业务的计费策略装置的结构 框图, 如图 9所示, 该优选实施例中提供的装置还包括: 上报模块 50, 连接至发送模 块 40, 设置为在执行模块将信用控制响应消息发送给 PCEF执行计费之后, 且当当前 用户的同一个接入点名称(APN)下的最后一个漫游本地业务结束时, 向 H-OCS上报 携带有信用阈值的使用用量和 /或剩余用量的终结报告。 图 10是根据本发明实施例的位于 H-OCS的漫游本地业务的计费策略装置的结构 框图, 该装置位于归属地在线计费系统(H-OCS), 用以实现上述实施例提供的漫游本 地业务的计费策略方法, 如图 10所示, 该装置包括: 接收模块 60和发送模块 70。 其 中, 接收模块 60, 设置为接收来自拜访地在线计费系统 (V-OCS) 的信用阈值请求消 息, 其中, 信用阈值请求消息是 V-OCS在接收到策略和计费执行功能实体 (PCEF) 发送的信用控制请求消息后, 根据信用控制请求消息判定当前用户请求的业务为漫游 本地业务的情况下发送的, 其中, 信用控制请求消息用于请求 PCEF执行计费时需要 用到的当前用户的信用额度; 发送模块 70, 设置为向 V-OCS发送携带有归属网络授 权当前用户能够在拜访网络中使用的信用阈值的信用阈值响应消息, 其中, 信用阈值 能够被 V-OCS使用并确定出信用额度, 信用额度能够被 V-OCS携带在信用控制响应 消息中发送给 PCEF执行计费。 图 11是根据本发明优选实施例的位于 H-OCS漫游本地业务的计费策略装置的结 构框图, 如图 11所示, 该装置还包括: 第一执行模块 82, 连接于接收模块 60和发送 模块 70之间, 设置为在信用阈值请求消息包括漫游本地业务标识 /指示的情况下, 根 据漫游本地业务标识 /指示, 判断当前用户请求的业务是否为漫游本地业务, 如果是漫 游本地业务,将信用阈值携带在信用阈值响应消息中发送给 V-OCS;第二执行模块 84, 连接于接收模块 60和发送模块 70之间, 设置为在信用阈值请求消息包括漫游本地业 务授权指示的情况下, 根据漫游本地业务授权指示, 判断当前用户是否为漫游本地业 务授权用户, 如果是漫游本地业务授权用户, 将信用阈值携带在信用阈值响应消息中 发送给 V-OCS; 以及第三执行模块 86, 连接于接收模块 60和发送模块 70之间, 设置 为在信用阈值请求消息包括漫游本地业务标识 /指示和漫游本地业务授权指示的情况 下, 根据漫游本地业务标识 /指示, 判断当前用户请求的业务是否为漫游本地业务, 并 根据漫游本地业务授权指示, 判断当前用户是否为漫游本地业务授权用户, 在得到的 两个判断结果均为是的情况下,将信用阈值携带在信用阈值响应消息中发送给 V-OCS。 在该优选实施例中,发送模块 70还设置为将授权信用管理指示携带在信用阈值响 应消息中发送给 V-OCS,其中,授权信用管理指示用于告知 V-OCS执行在线计费的信 用管理。 采用上述实施例提供的漫游本地业务的计费策略装置,通过在拜访地 OCS与归属 地 OCS之间设置一个接口使拜访地 OCS能够获得归属地 OCS的信用阈值,使拜访地 OCS执行漫游本地业务的在线计费的方式, 解决了相关技术中无法更好地实现拜访地 网络开展漫游本地业务的在线计费功能的问题, 进而达到了容易实现漫游本地业务的 会话创建、 修改和终结流程处理的效果。 从以上的描述中, 可以看出, 本发明实现了如下技术效果: 采用优化后的 PCC漫 游拜访地接入的架构,通过拜访地 OCS与归属地 OCS之间的接口使拜访地 OCS能够 获得归属地 OCS的信用阈值, 使拜访地 OCS执行漫游本地业务的在线计费, 解决了 相关技术中无法更好地实现拜访地网络开展漫游本地业务的在线计费功能的问题, 进 而达到了容易实现漫游本地业务的会话创建、 修改和终结流程处理的效果。 工业实用性 本发明提供的技术方案, 可以通过拜访地 OCS与归属地 OCS之间的接口使拜访 地 OCS能够获得归属地 OCS的信用阈值,使拜访地 OCS执行漫游本地业务的在线计 费。 以这种方式, 容易实现漫游本地业务的会话创建、 修改和终结流程处理。 显然, 本领域的技术人员应该明白, 上述的本发明的各模块或各步骤可以用通用 的计算装置来实现, 它们可以集中在单个的计算装置上, 或者分布在多个计算装置所 组成的网络上, 可选地, 它们可以用计算装置可执行的程序代码来实现, 从而可以将 它们存储在存储装置中由计算装置来执行, 并且在某些情况下, 可以以不同于此处的 顺序执行所示出或描述的步骤, 或者将它们分别制作成各个集成电路模块, 或者将它 们中的多个模块或步骤制作成单个集成电路模块来实现。 这样, 本发明不限制于任何 特定的硬件和软件结合。 以上所述仅为本发明的优选实施例而已, 并不用于限制本发明, 对于本领域的技 术人员来说, 本发明可以有各种更改和变化。 凡在本发明的精神和原则之内, 所作的 任何修改、 等同替换、 改进等, 均应包含在本发明的保护范围之内。

1. 一种漫游本地业务的计费策略方法, 包括:
拜访地在线计费系统 V-OCS接收策略和计费执行功能实体 PCEF发送的信 用控制请求消息, 其中, 所述信用控制请求消息用于请求所述 PCEF执行计费 时需要用到的当前用户的信用额度;
所述 V-OCS 根据所述信用控制请求消息判断所述当前用户请求的业务是 否为漫游本地业务, 在判断结果为是的情况下, 发送信用阈值请求消息给归属 地在线计费系统 H-OCS, 并接收所述 H-OCS返回的信用阈值响应消息, 其中, 所述信用阈值响应消息中携带有归属网络授权所述当前用户能够在拜访网络中 使用的信用阈值;
所述 V-OCS根据所述信用阈值确定所述信用额度,并将所述信用额度携带 在信用控制响应消息中发送给所述 PCEF执行计费。
2. 根据权利要求 1所述的方法,其中,所述信用阈值请求消息包括以下至少之一: 与所述当前用户请求的业务相关的业务相关信息、 所述当前用户的授权信息, 其中,

在所述信用阈值请求消息包括所述漫游本地业务标识 /指示的情况下,所述 H-OCS 根据所述漫游本地业务标识 /指示, 判断所述当前用户请求的业务是否 为所述漫游本地业务, 如果是所述漫游本地业务, 则将所述信用阈值携带在所 述信用阈值响应消息中发送给所述 V-OCS;

6. 根据权利要求 5所述的方法, 其中, 当所述信用阈值满足预定的停止条件时, 所述 V-OCS再次向所述 H-OCS请求新的信用阈值。
7. 根据权利要求 5所述的方法,其中, 在所述 V-OCS将所述信用控制响应消息发 送给所述 PCEF执行计费之后, 所述方法还包括:
当所述当前用户的同一个接入点名称 APN 下的最后一个所述漫游本地业 务结束时, 所述 V-OCS向所述 H-OCS上报携带有所述信用阈值的使用用量和 / 或剩余用量的终结报告。
8. 根据权利要求 3所述的方法,其中,在所述 H-OCS将所述信用阈值携带在所述 信用阈值响应消息中发送给所述 V-OCS的同时, 还包括:
所述 H-OCS 将授权信用管理指示携带在所述信用阈值响应消息中发送给 所述 V-OCS, 其中, 所述授权信用管理指示用于告知所述 V-OCS执行在线计 费的信用管理。
9. 一种漫游本地业务的计费策略装置, 位于拜访地在线计费系统 V-OCS, 包括: 接收模块, 设置为接收策略和计费执行功能实体 PCEF发送的信用控制请 求消息, 其中, 所述信用控制请求消息用于请求所述 PCEF执行计费时需要用 到的当前用户的信用额度;
判断模块, 设置为根据所述信用控制请求消息判断所述当前用户请求的业 务是否为漫游本地业务;
执行模块, 设置为在所述判断模块的判断结果为是的情况下, 发送信用阈 值请求消息给归属地在线计费系统 H-OCS, 并接收所述 H-OCS返回的信用阈 值响应消息, 其中, 所述信用阈值响应消息中携带有归属网络授权所述当前用 户能够在拜访网络中使用的信用阈值;
发送模块, 设置为根据所述信用阈值确定所述信用额度, 并将所述信用额 度携带在信用控制响应消息中发送给所述 PCEF执行计费。
10. 根据权利要求 9所述的装置,其中,所述信用阈值请求消息包括以下至少之一: 与所述当前用户请求的业务相关的业务相关信息、 所述当前用户的授权信息, 其中,
所述业务相关信息包括: 漫游本地业务标识 /指示;
所述授权信息包括: 漫游本地业务授权指示。
11. 根据权利要求 9所述的装置, 其中, 所述信用阈值包括以下至少之一:

14. 根据权利要求 12所述的装置, 其中, 所述装置还包括:
上报模块, 设置为在所述执行模块将所述信用控制响应消息发送给所述 PCEF执行计费之后, 且当所述当前用户的同一个接入点名称 APN下的最后一 个所述漫游本地业务结束时,向所述 H-OCS上报携带有所述信用阈值的使用用 量和 /或剩余用量的终结报告。
15. 一种漫游本地业务的计费策略装置, 位于归属地在线计费系统 H-OCS, 包括: 接收模块,设置为接收来自拜访地在线计费系统 V-OCS的信用阈值请求消 息,其中,所述信用阈值请求消息是所述 V-OCS在接收到策略和计费执行功能 实体 PCEF发送的信用控制请求消息后, 根据所述信用控制请求消息判定当前 用户请求的业务为漫游本地业务的情况下发送的, 其中, 所述信用控制请求消 息用于请求所述 PCEF执行计费时需要用到的所述当前用户的信用额度;
发送模块,设置为向所述 V-OCS发送携带有归属网络授权所述当前用户能 够在拜访网络中使用的信用阈值的信用阈值响应消息, 其中, 所述信用阈值能 够被所述 V-OCS使用并确定出所述信用额度,所述信用额度能够被所述 V-OCS 携带在信用控制响应消息中发送给所述 PCEF执行计费。
16. 根据权利要求 15所述的装置, 其中, 所述装置还包括: 第一执行模块, 设置为在所述信用阈值请求消息包括所述漫游本地业务标 识 /指示的情况下, 根据所述漫游本地业务标识 /指示, 判断所述当前用户请求 的业务是否为所述漫游本地业务, 如果是所述漫游本地业务, 指示所述发送模 块将所述信用阈值携带在所述信用阈值响应消息中发送给所述 V-OCS;
第二执行模块, 设置为在所述信用阈值请求消息包括所述漫游本地业务授 权指示的情况下, 根据所述漫游本地业务授权指示, 判断所述当前用户是否为 漫游本地业务授权用户, 如果是所述漫游本地业务授权用户, 指示所述发送模 块将所述信用阈值携带在所述信用阈值响应消息中发送给所述 V-OCS; 以及 第三执行模块, 设置为在所述信用阈值请求消息包括所述漫游本地业务标 识 /指示和所述漫游本地业务授权指示的情况下, 根据所述漫游本地业务标识 / 指示, 判断所述当前用户请求的业务是否为所述漫游本地业务, 并根据所述漫 游本地业务授权指示, 判断所述当前用户是否为漫游本地业务授权用户, 在得 到的两个判断结果均为是的情况下, 指示所述发送模块将所述信用阈值携带在 所述信用阈值响应消息中发送给所述 V-OCS。
