第三代合作伙伴计划 (3GPP, 3rd Generation Partnership Project ) 的策 略和计费控制 (PCC, Policy and Charging Control ) 架构是一个能够应用于 多种接入技术的功能框架, 例如, 可以应用于通用移动通信系统(UMTS , Universal Mobile Telecommunications System )的陆上无线接入网(UTRAN, UMTS Terrestrial Radio Access Network ),全球移动通信系统( GSM , Global system for Mobile Communication ) /GSM数据增强演进(EDGE, Enhanced Data rates for Global Evolution )无线接入网、 互通无线局域网 (I-WLAN, Abbreviation for Interworking - Wireless Local Area Network )以及演进的分组 系统(EPS , Evolved Packet System )等。
图 1是现有技术中 Rd-8 PCC非漫游架构的示意图,如图 1所示,应用 功能实体( AF, Application Function )提供业务应用的接入点, 这些业务应 用所使用的网络资源需要进行动态的策略控制; 业务面进行参数协商时, AF将相关业务信息传递给策略与计费规则功能实体(PCRF, Policy and Charging Rules Function ),如果这些业务信息与 PCRF的策略一致,则 PCRF 接受参数协商; 否则, PCRF拒绝参数协商, 并在反馈中给出 PCRF可接受 的业务参数; 而后, AF可将可接受的业务参数返回给用户设备(UE, User Equipment ); 其中, AF和 PCRF之间的接口是 Rx接口。
PCRF是 PCC的核心, 用于策略和计费规则的制定; PCRF提供了基于
业务数据流的网络控制规则, 这些网络控制包括业务数据流的监测、 门控
( Gating Control )、 服务质量( QoS, Quality of Service )控制以及基于数据 流的计费规则等。 PCRF将其制定的策略和计费规则发送给策略与计费执行 功能实体 ( PCEF, Policy and Charging Enforcement Function )执行, 同时 PCRF还需要保证这些规则和用户的签约信息一致。 PCRF制定策略和计费 规则的依据包括: 从 AF获取业务相关信息, 从用户签约数据库(SPR, Subscription Profile Repository )获取用户策略计费控制签约信息, 从 PCEF 获取与承载相关网络的信息。
PCEF用于在承载面执行 PCRF所制定的策略和计费规则, PCEF根据 PCRF发送的策略和计费规则中的业务数据流过滤器,对业务数据流进行监 测, 进而对这些业务数据流执行 PCRF所制定的策略和计费规则。 在承载 建立时, PCEF按照 PCRF发送的策略和计费规则进行 QoS授权, 并根据 AF的执行进行门控控制。 根据 PCRF发送的计费规则, PCEF执行相应的 业务数据流计费操作,计费是在线计费或离线计费;如果是在线计费, PCEF 需要与在线计费系统(OCS, Online Charging System )一起进行信用管理, 如果是离线计费, PCEF 需要与离线计费系统 (OFCS , Offline Charging System )之间交换相关计费信息。 PCEF与 PCRF之间的接口是 Gx接口, 与 OCS之间的接口是 Gy接口, 与 OFCS之间的接口是 Gz接口。 PCEF通 常位于网络的网关( GW, Gate-Way ) 内, 例如 GPRS中的 GPRS网关支持 节点( GGSN, Gateway GPRS Support Node )以及 I-WLAN中的分组数据网 关(PDG, Packet Data Gateway )0

间采用代理移动互联网协议版本 6 ( ΡΜΙΡνό , Proxy Mobile Internet Protocol Version 6 )协议时, BBERF就位于 S-GW, 当 UE通过可信任非 3GPP接入 系统接入时, BBERF位于可信任非 3GPP接入网关, 当 UE通过不可信任 非 3GPP接入系统接入时, BBERF位于演进的分组数据网关( ePDG, Evolved Packet Data Gateway ), 此时 PCEF不再执行 载绑定功能。
SPR 用于存储策略控制与计费相关的用户策略计费控制签约信息, 其 中, SPR和 PCRF之间的接口是 Sp接口。 OCS用于与 PCEF—起进行在线 计费方式下用户信用的控制和管理。 OFCS用于与 PCEF—起完成离线计费 方式下的计费操作。
上述 Rel-8 PCC架构通过各功能实体实现了, 对 UE为访问一个 PDN 所建立的 IP连接接入网 (IP-CAN, IP Connectivity Access Network )会话 的策略计费控制。
目前, PCC架构支持称为被赞助数据连接( Sponsored data connectivity ), 所谓被赞助数据连接是指用户所访问业务产生的用量消耗, 并不是由用户 自己承担, 而是由业务提供方承担, 此时, 当用户发起该类业务访问时, AF在向 PCRF提供被赞助数据连接的业务信息时, 还提供被赞助数据连接 信息, 例如赞助商标识 ( Sponsor Identity ), 标识业务提供商 (Application Service Provider )和应用信息, 以及可能向 PCRF提供的业务提供方赞助访 问该类业务的用量阈值, 即用户可以免费访问该类业务的用量。
为了实现对被赞助数据连接的策略和计费控制, 在 SPR或 PCRF中将 会保存被赞助数据连接文档, 其中包括赞助商标识和每个应用业务提供商 的应用信息列表。 对于被赞助数据连接, PCRF除对业务信息进行 QoS授 权外,还将根据被赞助数据连接文档,对 AF提供的被赞助数据连接信息进 行授权, 即确定是否允许进行被赞助数据连接。 但是, 现有技术中仅考虑 了非漫游场景下被赞助数据连接的策略和计费控制, 以及在拜访地接入漫
游场景下的策略和计费控制的方法, 而对于在家乡路由接入漫游场景下, 还没提出有效的方案解决如何处理被赞助数据连接。 发明内容
有鉴于此, 本发明的主要目的在于提供一种被赞助数据连接的处理方 法及策略与计费规则功能实体, 实现了家乡路由漫游场景下和拜访地接入 漫游场景下被赞助数据连接的处理。
为达到上述目的, 本发明的技术方案是这样实现的:

本发明的基本思想是: UE建立 IP-CAN会话并访问被赞助数据连接, 当 PCRF确定 UE漫游时, PCRF将 UE漫游的指示信息发送给 AF。
下面通过附图及具体实施例对本发明再做进一步的详细说明。
本发明提供一种被赞助数据连接的处理方法, 该方法包括:
UE建立 IP-CAN会话并访问被赞助数据连接, 当 PCRF确定 UE漫游 时, PCRF将 UE漫游的指示信息发送给 AF。

实施例二
图 3是本发明实现被赞助数据连接的处理方法的实施例二的流程示意 图, 是在 UE建立过程中或建立 IP-CAN会话后, 在 AF向 PCRF初始提供 被赞助数据连接的会话信息时 (即 AF会话建立时), PCRF确定 UE漫游, PCRF将 UE漫游的指示信息发送给 AF的具体实现方式二, 如图 3所示, 该方法包括以下步驟:
步驟 301~步驟 303同步驟 201~步驟 203。
步驟 304, PCRF确定 UE漫游, PCRF向 AF返回拒绝消息, 其中携带 UE漫游的指示信息;
具体的,当 AF向 PCRF初始提供被赞助数据连接的会话信息时, PCRF 则确定 UE处于漫游, 因此 PCRF向 AF返回拒绝消息, 其中携带 UE漫游 的指示信息, 指示 AF所述 UE处于漫游; 其中, 拒绝消息中携带的 UE漫 游的指示信息为 UE处于漫游的原因值。
步驟 305 , AF收到 PCRF发送的拒绝消息后, 通知 ASP停止向 UE提 供被赞助数据连接。
实施例一和实施例二适用于家乡路由和拜访地接入两种漫游场景, 对 于家乡路由漫游场景, 实施例一和实施例二中的 PCEF位于家乡网络,对于 拜访地接入漫游场景, 实施例一和实施例二中的 PCEF位于拜访地。
实施例三
在 AF向 PCRF初始提供被赞助数据连接的会话信息时,在实际应用中 也存在处于非漫游状态的 UE, 因此, 当 PCRF确定 UE处于非漫游状态时, PCRF仍需要向 AF反馈 UE处于非漫游的指示信息, 其中该指示信息可以 通过在确认消息中携带显式的非漫游指示信息或不携带表示漫游的指示信 息来实现, 即不携带漫游的指示信息即表示 UE处于非漫游。 UE可以访问 被赞助数据连接业务, 在 UE访问被赞助数据连接业务过程中, 如果 UE发 生移动进而发生漫游, 当 PCRF确定 UE漫游时, PCRF仍需要将 UE漫游 的指示信息发送给 AF。
图 4是本发明实现被赞助数据连接的处理方法的实施例三的流程示意 图,是在 UE访问被赞助数据连接过程中, UE发生移动导致 UE处于漫游, 当 PCRF确定 UE漫游时, PCRF将 UE漫游的指示信息发送给 AF的具体 实现方式一, 如图 4所示, 基于图 5所示的家乡路由漫游架构, 该方法包 括以下步驟:
步驟 401 , UE建立 IP-CAN会话, 在建立 IP-CAN会话过程中或建立 IP-CAN会话后 , PCEF和 /或 BBERF将 UE接入网络的信息通知给 PCRF, 该信息中携带 UE当前接入的网络的标识, PCRF可以根据该信息中携带的 UE当前接入的网络的标识判断 UE是否处于非漫游。
步驟 402, UE通过建立的 IP-CAN会话向 ASP发起业务请求, ASP和 赞助服务器将被赞助数据连接的业务信息发送给 AF。
步驟 403 , AF将收到的被赞助数据连接的业务信息提供给 PCRF。 步驟 404, PCRF对收到的被赞助数据连接业务信息进行授权后, 向 AF返回确认消息; 当 PCRF根据 UE当前接入的网络的标识确定 UE处于 非漫游时, PCRF在返回的确认信息中携带 UE处于非漫游的指示信息, 其 中, 该指示信息可以通过在确认消息中携带显式的非漫游指示信息或不携 带表示漫游的指示信息来实现,即不携带漫游的指示信息表示 UE处于非漫
游。
步驟 405, AF收到确认信息后,通知 ASP向 UE提供被赞助数据连接; 步驟 406 , 当 UE发生漫游时, PCEF向 PCRF上报 UE漫游的事件; 具体的, UE发生移动导致发生漫游, PCEF所在的网元设备可以获知 UE发生漫游, 然后将 UE漫游的信息上报给 PCEF; PCEF根据 PCRF预先 向自身发送的获知 UE漫游的事件的请求,确定需要向 PCRF请求新的 PCC 策略, 因此 PCEF向 PCRF上报 UE漫游的事件, 此外, PCEF还可以将 UE 当前漫游的网络的标识发送给 PCRF。
步驟 407, PCRF收到 PCEF上报的 UE漫游的事件时, 确定 UE漫游, 并向 PCEF返回确认消息。
步驟 408 , PCEF根据 PCRF的请求将用量上 4艮给 PCRF;
具体的, 该步驟为可选步驟, 即如果 PCRF预先将制定的用量监测策 略发送给 PCEF, 则 PCRF请求 PCEF上报用量, PCEF收到 PCRF的请求 后, 将累计的用量上报给 PCRF。
步驟 409, PCRF将 UE漫游的指示信息发送给 AF;
具体的, PCRF将 UE漫游的指示信息发送给 AF, 用于通知 AF所述 UE处于漫游; 其中, 所述 UE漫游的指示信息可以通过如下方式实现: 特 别动作( Specific Action )公共陆地移动网络变化( PLMN_CHANGE, Public Land Mobile Network_CHANGE ), 或漫游改变事件, 或消息中携带用于标 识 UE漫游的参数; 如果 AF预先提供了 UT给 PCRF, 则 PCRF还需要向 AF上报累计的用量; 此外, PCRF还可以向 AF提供 UE当前漫游的网络的 标识。
这里,无论 AF是否预先向 PCRF发送获知 UE漫游的事件的请求, PCRF 都需要在确定 UE漫游时, 将 UE漫游的事件通知给 AF。
步驟 410, AF收到 UE漫游的指示信息发送后, 向 PCRF返回确认消
息, 并可以根据本地策略确定是继续提供被赞助数据连接, 还是终止被赞 助数据连接;
如果 AF决定终止被赞助数据连接, 则 AF将向 PCRF发起 AF会话终 结的流程; 如果 AF继续提供被赞助数据连接, 则 AF可以向 PCRF提供新 的被赞助数据连接的业务信息。
当 AF提供新的被赞助数据连接的业务信息时, 该方法还包括: 步驟 411 , PCRF更新之前制定的 PCC策略, 或 PCC策略和用量监测 策略, 并将更新的策略发送给 PCEF。
步驟 412, PCEF执行收到的策略, 并向 PCRF返回确认消息, 此时 UE 可以继续访问被赞助数据连接。
实施例四
图 6是本发明实现被赞助数据连接的处理方法的实施例四的流程示意 图,是在 UE访问被赞助数据连接过程中, UE发生移动导致 UE处于漫游, 当 PCRF确定 UE漫游时, PCRF将 UE漫游的指示信息发送给 AF的具体 实现方式二, 如图 6所示, 基于图 5所示的家乡路由漫游架构, 该方法包 括以下步驟:
步驟 601~步驟 606同步驟 401~步驟 406。
步驟 607, PCRF向 AF发送请求终结被赞助数据连接的消息, 其中携 带 UE处于漫游的原因值;
具体的, PCRF向 AF发送请求终结被赞助数据连接的消息即请求终结
AF会话的消息, 其中携带请求终结的原因值, 该原因值是 UE处于漫游的 原因值,用于指示 AF该 UE处于漫游;如果 AF预先提供了用量阈值, PCRF 还需要向 AF提供用户已经消耗的累计用量。
步驟 608, AF收到 PCRF发送的请求终结被赞助数据连接的消息后, 发起终结建立的 AF会话的流程; 此外, AF与 ASP进行交互, 通知 ASP
停止向 UE提供被赞助数据连接。
实施例五
图 7是本发明实现被赞助数据连接的处理方法的实施例五的流程示意 图,是在 UE访问被赞助数据连接过程中, UE发生移动导致 UE处于漫游, 当 PCRF确定 UE漫游时, PCRF将 UE漫游的指示信息发送给 AF的具体 实现方式三, 如图 7所示, 基于图 5所示的家乡路由漫游架构, 该方法包 括以下步驟:
步驟 701同步驟 401;
步驟 702, UE访问被赞助数据连结。
步驟 702的具体实现步驟参见步驟 402~步驟 405。
步驟 703, 当 UE发生漫游时, BBERF向 V-PCRF发送请求建立网关 控制会话的消息;
具体的, 当 UE发生移动进而发生漫游时, UE会由源网络切换到目标 网络, 本实施例中, 源网络称为归属网络, 目标网络称为拜访网络; 在切 换过程中, UE将会请求接入拜访网络的服务网关或接入网关, 位于 UE漫 游网络(即拜访网络 ) 中的服务网关或接入网关中的 BBERF收到请求后, 将向拜访地的 PCRF ( V-PCRF, Visit-PCRF )发送请求建立网关控制会话的 消息, 其中携带用户标识和 PDN标识。
步驟 704 , 当 V-PCRF根据请求建立网关控制会话的消息确定 UE是漫 游用户时, 向 PCRF发送请求建立 S9会话的消息, 其中携带 UE漫游网络 的标识;
具体的, V-PCRF收到请求建立网关控制会话地消息, 根据其中携带的 用户标识知道该 UE的归属网信息, 进而确定 UE产生漫游, 是漫游用户, 当 V-PCRF确定 UE是漫游用户时, V-PCRF向 PCRF发送请求建立 S9会 话的消息, 其中携带用户标识和 PDN标识。
步驟 705, PCRF收到 V-PCRF上发送的请求建立 S9会话的消息, 确 定 UE漫游。
步驟 706, PCRF根据收到的请求建立 S9会话的消息中的用户标识和 PDN标识将 S9会话与建立的 Gx会话进行关联, 用于对同一个 IP-CAN进 行控制; PCRF根据制定的 PCC策略制定 QoS策略, 并发送给 V-PCRF; 其中, 所述 Gx会话是在建立 IP-CAN会话过程中建立的 PCEF和 PCRF之 间的会话。
步驟 707 , V-PCRF将收到的 QoS策略发送给 BBERF;
步驟 708,服务网关或接入网关向分组数据网络网关发送代理绑定更新 消息, 消息中携带用户标识和 PDN标识。
步驟 709 , 位于分组数据网络网关的 PCEF向 PCRF发送 IP-CAN会话 的修改指示。
步驟 710, 如果 PCC策略出现更新, PCRF向 PCEF返回确认消息, 确 认消息中携带更新后的 PCC策略。
步驟 711 ,分组数据网络网关向服务网关或接入网关返回代理绑定确认 消息, 其中携带分配的 IP地址; 服务网关或接入网关返回应答请求建立网 关控制会话消息, 其中携带 IP地址。
步驟 712, PCEF根据 PCRF的请求将用量上报给 PCRF;
具体的,该步驟为可选步驟,如果 PCRF之前向 PCEF下发了用量监测 策略, 请求 PCEF执行用量监测, 则本实施例中, PCEF需要根据 PCRF的 请求上报累计的用量。
步驟 713 , PCRF将 UE漫游的指示信息发送给 AF;
具体的, 当 PCRF确定 UE漫游时, PCRF向 AF上报 UE漫游的事件; 所述 UE漫游的事件具体可以通过以下方式实现:特别动作( Specific Action ) 公共陆地移动网络变化 ( PLMN_CHANGE , Public Land Mobile
Network_CHANGE )或漫游改变事件; 或直接在消息中携带标识 UE漫游 的参数; 这里, 若 AF提供了用量阈值, 则 PCRF还需要向 AF提供累计用 量; 此外, PCRF还可以向 AF提供 UE漫游的网络的标识。
这里,无论 AF是否预先向 PCRF发送获知 UE漫游的事件的请求, PCRF 都需要在确定 UE漫游时, 将 UE漫游的事件通知给 AF。
步驟 714, AF收到 UE漫游的指示信息发送后, AF向 PCRF返回确认 消息, 并可以根据本地策略确定是继续提供被赞助数据连接, 还是终止被 赞助数据连接;
如果 AF决定终止被赞助数据连接, 贝' J AF将向 PCRF发起 AF会话终 结的流程; 如果 AF继续提供被赞助数据连接, 则 AF可以向 PCRF提供新 的被赞助数据连接的业务信息。
当 AF提供新的被赞助数据连接的业务信息时, 该方法还包括: 步驟 715, PCRF将更新之前制定的 PCC策略, 或 PCC策略和用量监 测策略, 并将更新的策略发送给 PCEF。
步驟 716, PCEF执行收到的策略, 并向 PCRF返回确认消息, 此时 UE 可以继续访问被赞助数据连接。
实施例六
图 8是本发明实现被赞助数据连接的处理方法的实施例六的流程示意 图,是在 UE访问被赞助数据连接过程中, UE发生移动导致 UE处于漫游, 当 PCRF确定 UE漫游时, PCRF将 UE漫游的指示信息发送给 AF的具体 实现方式四, 如图 8所示, 基于图 5所示的家乡路由漫游架构, 该方法包 括以下步驟:
步驟 801~步驟 812同步驟 701~步驟 712。
步驟 813, PCRF向 AF发送请求终结被赞助数据连接的消息, 其中携 带 UE处于漫游的原因值;
具体的, PCRF向 AF发送请求终结被赞助数据连接的消息即请求终结 AF会话的消息, 其中携带请求终结的原因值, 该原因值是 UE处于漫游的 原因值,用于指示 AF该 UE处于漫游;如果 AF预先提供了用量阈值, PCRF 还需要向 AF提供用户已经消耗的累计用量。
步驟 814, AF收到 PCRF发送的请求终结被赞助数据连接的消息后, 发起终结建立的 AF会话的流程。 此外, AF与 ASP进行交互, ASP停止向 UE提供被赞助数据连接。
需要特别说明的是,本发明中所述的 PCRF为归属地的 PCRF( H-PCRF, Home-PCRF )0
为实现上述方法, 本发明还提供一种策略与计费规则功能实体, 该策 略与计费规则功能实体, 用于该策略与计费规则功能实体, 用于 UE建立 IP-CAN会话并访问被赞助数据连接, 当确定 UE漫游时, 将 UE漫游的指 示信息发送给 AF。
当所述 PCRF确定所述 UE漫游时, 所述 PCRF将所述 UE漫游的指示 信息发送给 AF为: 所述 AF向所述 PCRF初始提供被赞助数据连接的会话 信息时, 所述 PCRF确定所述 UE漫游, 并将所述 UE漫游的指示信息发送 给所述 AF; 或, 所述 UE访问所述被赞助数据连接过程中, 当所述 PCRF 确定所述 UE漫游时, 所述 PCRF将所述 UE漫游的指示信息发送给所述 AF。
当所述 PCRF确定所述 UE漫游时, 所述 PCRF将所述 UE漫游的指示 信息发送给 AF为: 所述 AF向所述 PCRF初始提供被赞助数据连接的会话 信息时, 所述 PCRF确定所述 UE漫游, 并向所述 AF返回拒绝消息; 或, 所述 UE访问所述被赞助数据连接过程中, 当所述 PCRF确定所述 UE漫游 时, 所述 PCRF向所述 AF发送请求终结所述被赞助数据连接的消息。
所述 AF向所述 PCRF初始提供被赞助数据连接的会话信息时, 所述
PCRF确定所述 UE漫游为: 在所述 UE建立 IP-CAN会话过程中或建立 IP-CAN会话后, 策略和计费执行功能实体(PCEF )和 /或承载绑定和事件 报告功能实体( BBERF )向所述 PCRF上报 UE漫游的指示信息,所述 PCRF 根据所述 UE漫游的指示信息确定所述 UE漫游。
当所述 PCRF确定所述 UE漫游时, 所述 PCRF将所述 UE漫游的指示 信息发送给 AF为: 当所述 UE漫游时, PCEF向所述 PCRF上报 UE漫游 的事件; 所述 PCRF根据所述 UE漫游的事件, 确定所述 UE漫游, 并将所 述 UE漫游的指示信息发送给所述 AF。
当所述 PCRF确定所述 UE漫游时, 所述 PCRF将所述 UE漫游的指示 信息发送给 AF为:当所述 UE漫游时,拜访网络的 BBERF向拜访地的 PCRF ( V-PCRF )发送请求建立网关控制会话的消息; 所述 V-PCRF确定所述 UE 是漫游用户时, 向所述 PCRF发送请求建立 S9会话的消息; 所述 PCRF根 据所述请求建立 S9会话的消息确定所述 UE漫游, 将所述 UE漫游的指示 信息发送给所述 AF。
所述拒绝消息中携带所述 UE漫游的原因值;所述请求终结所述被赞助 数据连接的消息中携带所述 UE漫游的原因值。

Claims
1、 一种被赞助数据连接的处理方法, 用户设备 ( UE )建立 IP连接接 入网 (IP-CAN )会话并访问被赞助数据连接; 其特征在于, 该方法包括: 当策略与计费规则功能实体( PCRF )确定所述 UE漫游时, 所述 PCRF 将所述 UE漫游的指示信息发送给应用功能实体(AF ) 。
2、 根据权利要求 1所述的方法, 其特征在于, 所述当 PCRF确定所述 UE漫游时, 所述 PCRF将所述 UE漫游的指示信息发送给 AF为:
所述 AF向所述 PCRF初始提供被赞助数据连接的会话信息时, 所述 PCRF确定所述 UE漫游, 并将 UE漫游的指示信息发送给所述 AF;
或, 所述 UE访问被赞助数据连接过程中, 当所述 PCRF确定所述 UE 漫游时, 所述 PCRF将所述 UE漫游的指示信息发送给所述 AF。
3、 根据权利要求 1所述的方法, 其特征在于, 所述当 PCRF确定所述 UE漫游时, 所述 PCRF将所述 UE漫游的指示信息发送给 AF为:
所述 AF向所述 PCRF初始提供被赞助数据连接的会话信息时, 所述 PCRF确定所述 UE漫游, 并向所述 AF返回拒绝消息;

4、 根据权利要求 2所述的方法, 其特征在于, 所述 AF向所述 PCRF 初始所述提供被赞助数据连接的会话信息时,所述 PCRF确定所述 UE漫游 为:
在所述 UE建立 IP-CAN会话过程中或建立 IP-CAN会话后, 策略和计 费执行功能实体(PCEF )和 /或承载绑定和事件报告功能实体(BBERF )向 所述 PCRF上报 UE漫游的指示信息, 所述 PCRF根据所述 UE漫游的指示 信息确定所述 UE漫游。
5、 根据权利要求 2所述的方法, 其特征在于, 所述当所述 PCRF确定 所述 UE漫游时, 所述 PCRF将所述 UE漫游的指示信息发送给 AF为: 当所述 UE漫游时,所述 PCEF向所述 PCRF上报所述 UE漫游的事件; 所述 PCRF根据所述 UE漫游的事件, 确定所述 UE漫游, 并将所述 UE漫 游的指示信息发送给所述 AF。
6、 根据权利要求 2所述的方法, 其特征在于, 所述当所述 PCRF确定 所述 UE漫游时, PCRF将所述 UE漫游的指示信息发送给 AF为:
当 UE漫游时, 拜访网络的 BBERF向拜访地的 PCRF ( V-PCRF )发送 请求建立网关控制会话的消息;
所述 V-PCRF确定所述 UE是漫游用户时,向所述 PCRF发送请求建立 S9会话的消息;
所述 PCRF根据所述请求建立 S9会话的消息确定所述 UE漫游, 将所 述 UE漫游的指示信息发送给所述 AF。
7、 根据权利要求 3所述的方法, 其特征在于,
所述拒绝消息中携带所述 UE漫游的原因值;
所述请求终结所述被赞助数据连接的消息中携带所述 UE 漫游的原因 值。
8、 根据权利要求 5或 6所述的方法, 其特征在于, 该方法还包括: 所述 PCRF向所述 AF提供所述 UE的累计用量。
9、 根据权利要求 2所述的方法, 其特征在于, 该方法还包括: 所述 AF接收到所述 UE漫游的指示信息后,终止所述被赞助数据连接 或更新所述被赞助数据连接。
10、 一种策略与计费规则功能实体, 其特征在于,
该策略与计费规则功能实体,用于 UE建立 IP-CAN会话并访问被赞助 数据连接后, 确定 UE漫游时, 将 UE漫游的指示信息发送给 AF。
11、 根据权利要求 10所述的策略与计费规则功能实体, 其特征在于, 所述当 PCRF确定所述 UE漫游时, 所述 PCRF将所述 UE漫游的指示信息 发送给 AF为:
