Definitions
- the present disclosure relates to a communication control device, a communication control method, a program, and a terminal device.
- the recent wireless communication environment is faced with the problem of depletion of frequency resources due to the rapid increase in data traffic. Therefore, as one of the countermeasures against the depletion of frequency resources, attention is focused on heterogeneous networks.
- the heterogeneous network is a network formed by coexistence of various cells having different radio access technologies, cell sizes or frequency bands.
- 5G fifth generation
- a relatively low frequency band is allocated to a macro cell
- a relatively high frequency band is allocated to a small cell
- the macro cell and the small cell are mutually connected. It has been proposed to overlap (see Non-Patent Document 1 below).
- network density can be increased and communication efficiency (eg, system capacity or communication quality) can be improved.
- the optimal cell arrangement changes dynamically due to terminal movement, fading or shadowing. Therefore, it is beneficial to use a terminal device (hereinafter referred to as a dynamic AP) that can operate as an access point (AP) for a small cell, and to dynamically configure the small cell according to the situation.
- a dynamic AP a terminal device
- the coverage of the new small cell is usually set so as not to cause harmful interference to various existing cells.
- a conservative approach that uniformly avoids interference with existing cells may, in some situations, prevent the resulting optimal cell placement.
- a selection unit that selects a protection target cell to be protected from interference, and at least one position that is determined so that interference to each of the protection target cells selected by the selection unit does not exceed an allowable level
- a communication control device including a control unit that instructs the one terminal device to operate the new small cell.
- a new small cell newly configured from one or more existing cells using information related to one or more terminal devices operable as an access point for the small cell. Selecting a protected cell to be protected from interference due to the at least one terminal located at a location where the interference to each of the selected protected cells is determined not to exceed an acceptable level
- a communication control method including instructing an apparatus to operate the new small cell.
- a computer that controls a communication control device can use one or more existing cells using information related to one or more terminal devices that can operate as an access point for a small cell.
- a selection unit that selects a protection target cell to be protected from interference caused by a newly configured new small cell, and interference to each of the protection target cells selected by the selection unit does not exceed an allowable level
- the terminal device is operable as an access point for a small cell, and should be protected from interference caused by a newly configured new small cell among one or more existing cells.
- a communication unit that communicates with a communication control device that selects a protection target cell, and the terminal device at a position where interference to each of the protection target cells selected by the communication control device is determined not to exceed an allowable level.
- a terminal device is provided that includes a control unit that starts operation of the new small cell in response to an instruction from the communication control device when it is determined by the communication control device to exist.
- FIG. 1 is an explanatory diagram for explaining an example of a configuration of a heterogeneous network.
- the heterogeneous network 1 includes a macro cell 11, a small cell 12a, and a small cell 12b. Each of the small cell 12 a and the small cell 12 b partially overlaps with the macro cell 11.
- the macro cell 11 is a large-scale cell operated by the base station BS1.
- the radius of the macro cell 11 may be within a range of several hundred meters to several tens of kilometers.
- the base station BS1 can be referred to as an eNB (evolved Node B).
- the base station BS1 is not limited to such an example, and the base station BS1 operates according to other cellular communication methods such as LTE-A (LTE-Advanced) method, WiMAX method, or W-CDMA (Wideband-Code Division Multiple Access) method. Also good.
- the base station BS1 is connected to the core network 13.
- the core network 13 is connected to the Internet 14.
- a small cell is a small cell compared to a macro cell.
- the small cell 12a is operated by the base station BS2a.
- the small cell 12b is operated by the base station BS2b.
- the small cell refers to a concept including various types of relatively small cells such as a femto cell, a nano cell, a pico cell, and a micro cell.
- the classification of small cells as an example is shown in Table 1. Note that the technology according to the present disclosure can also be applied to types of cells not shown in Table 1.
- Example IF indicates an example of a communication interface (or communication medium) that can be used by a small cell base station to communicate with a macro cell base station or another control node.
- a pico cell may communicate with, for example, a control node in the core network via an S1 interface and other base stations via an X2 interface.
- a femto cell may communicate with other base stations using an X2 tunneling protocol.
- the RRH Remote Radio Head
- the hot zone base station can communicate with the control node in the core network via the S1 interface and with other base stations via the X2 interface.
- the relay station may communicate with the macrocell base station via the air interface.
- the “accommodation rate” is an index indicating how many terminals (corresponding to UEs in the LTE scheme, also referred to as mobile stations) can be accommodated per cell. Compared with picocells, RRHs, hot zone base stations and relay stations, the femtocell capacity is slightly lower.
- “Access type” is a classification relating to acceptance of access from a terminal. In principle, all terminals can be connected to an open access type cell. On the other hand, in principle, only terminals registered in advance can be connected to a closed access type cell.
- the location of the terminal changes with time.
- the communication environment inside the macro cell 11 may fluctuate due to fading or shadowing. Therefore, although the small cell 12a and the small cell 12b are arranged in the heterogeneous network 1 in order to improve the communication efficiency, such arrangement of the small cell is not always optimal for a long period of time.
- a plurality of terminals are densely arranged in the area 16a. Therefore, if an access point for a new small cell is arranged in the area 16a, the communication efficiency will be further improved as a result of the new small cell accommodating many terminals.
- the area 16b is located behind the obstacle 15 when viewed from the base station BS1, even if a terminal existing in the area 16b is connected to the macro cell 11, only poor communication quality can be obtained. Therefore, the communication efficiency will be improved by arranging an access point for a new small cell that accommodates a terminal existing in the area 16b.
- the technology according to the present disclosure uses the dynamic AP described above.
- An example of dynamic AP classification is shown in Table 2. Note that the technology according to the present disclosure can also be applied to types of dynamic APs not shown in Table 2.
- “Category” indicates the type of dynamic AP.
- “IF example” indicates an example of a communication interface that can be used by a dynamic AP to communicate with a base station or other control node. Both the mobile router terminal and the general terminal can communicate with the base station via the air interface.
- the air interface here may be a cellular radio interface provided by a macro cell or a small cell.
- the dynamic AP may communicate with the base station via a non-cellular air interface (and beyond, a wired network) such as a wireless LAN, Bluetooth (registered trademark), or Zigbee (registered trademark).

- a mobile router terminal is a terminal in which a unique access point function is installed in advance.
- a general terminal is a terminal that can operate as an access point by subsequently downloading a functional module for the access point function.
- Battery indicates the average size of the battery capacity of the terminal. The battery capacity of a mobile router terminal is often larger than that of a general terminal.
- accommodation rate is an index indicating how many terminals can be accommodated per AP. Compared with the various base stations described above, generally the accommodation rate of dynamic APs is low.
- Access type is a classification relating to acceptance of access from a terminal. The access type of the dynamic AP may be an open access type or a closed access type.
- FIG. 2 to 4 are explanatory diagrams for explaining an existing method for setting the coverage of a dynamic AP.
- the terminal device TM1 operates as a dynamic AP and intends to operate a new small cell 17a.
- a radio signal from the terminal device TM1 may cause harmful interference to the terminal device TM2 connected to the existing small cell 12a. is there. Therefore, the terminal device TM1 reduces transmission power in order to avoid interference.
- the terminal device TM1 reducing the transmission power
- the coverage of the small cell 17a is reduced, and interference with the terminal device TM2 is avoided.
- the terminal device TM3 included in the coverage of the small cell 17a in the example of FIG. 2 is out of the coverage of the small cell 17a in the example of FIG.
- the terminal device TM4 operates as a dynamic AP and intends to operate a new small cell 17b.
- the terminal device TM4 reduces transmission power in order to avoid giving harmful interference to a terminal connected to the existing small cell 12b.
- the coverage of the small cell 17b is reduced, and the terminal devices TM5 and TM6 that are affected by the shadowing caused by the obstacle 15 are out of the coverage of the small cell 17b.
- the terminal device TM4 operates the small cell 17b with a wider coverage (dotted line in the figure) after stopping the existing small cell 12b or reducing the coverage of the small cell 12b.
- the communication efficiency of the entire network may be improved. That is, a conservative method that uniformly avoids interference with existing cells is undesirable in that it can hinder the realization of optimal cell placement.
- networking control entity which is a new functional entity that supports the formation of a network including the small cell described above.
- the networking control entity determines an area (hereinafter referred to as a small cell installation area) suitable for installation of a new small cell from the viewpoint of communication efficiency of the entire network.

Further, the small cell installation request may be received from a terminal device experiencing poor communication quality for the purpose of improving communication quality.
- the small cell control part 132 will judge the need of a new small cell, if a small cell installation request is received (step S115). Then, when the result of the threshold comparison indicates that the capacity is tight, the small cell control unit 132 has a need for a new small cell (that is, it is necessary to install a new small cell). It can be determined.

- the allowable interference level indicates the upper limit value of the interference signal power level allowed for each existing cell.
- the allowable interference level may typically indicate an allowable power level at the cell edge of each existing cell.
- the connected terminal list is a list of terminal identifiers of terminal devices connected to each existing cell.
- the small cell control unit 132 can identify which terminal device is connected to each of the macro cell and the existing small cell by referring to the connection terminal list.
- the small cell control unit 132 selects a master terminal candidate for operating the small cell by using the terminal information acquired for each terminal device (step S130). For example, the small cell control unit 132 identifies a terminal device having a capability operable as an access point, that is, a dynamic AP, based on the capability data described above. Then, the small cell control unit 132 selects, as a master terminal candidate, an apparatus that satisfies a predetermined standard for communication quality with the macro cell, remaining battery capacity, or mobility among the identified dynamic APs.
- the small cell control unit 132 is a dynamic AP that does not have a communication quality that exceeds a predetermined threshold, a dynamic AP that does not have a remaining battery level that exceeds a predetermined threshold, or a dynamic AP that moves at high speed. May be excluded from the master terminal candidates.
- the small cell control unit 132 determines whether or not at least one master terminal candidate is selected (step S135).
- a new small cell is not installed, and the communication control process of FIG. 6 returns to step S110. If at least one master terminal candidate is selected, the preparation process ends, and the communication control process of FIG. 6 proceeds to the main process after step S140.
- the main process mainly includes a protection target cell selection process, an installation area determination process, and a small cell installation process.
- the protection target cell selection process and the installation area determination process are executed when it is required to redefine the small cell installation area (step S140).
- the small cell control unit 132 causes the protection target cell selection unit 134 to perform protection target cell selection processing (step S150). As a result, a protection target cell to be protected from interference caused by a newly configured new small cell is selected from one or more existing cells. The protection target cell selection process will be further described later with reference to FIG.
- the small cell control unit 132 causes the area determination unit 136 to execute an installation area determination process (step S170). As a result, the small cell installation area is determined so that interference with each of the selected protection target cells does not exceed the allowable interference level.
- the installation area determination process will be further described later with reference to FIG.
- step S190 a new small cell is installed in the small cell installation area defined in advance or redefined in step S170.
- the small cell installation process will be further described later with reference to FIG.
- the protection target cell selection unit 134 executes the protection target cell selection process using information related to the dynamic AP collected by the small cell control unit 132, thereby performing one or more protection target cell selection processes. Select a protection target cell among the existing cells. More specifically, in the present embodiment, the protection target cell selection unit 134 is assumed to be operated by each of the master terminal candidates selected by the small cell control unit 132, and the concerned cell A protection target cell is selected based on an evaluation of communication efficiency for an existing cell (existing cell) having a coverage overlapping with an assumed cell.
- the protection target cell selection unit 134 can easily determine the coverage of each assumed cell from the maximum transmission power of the master terminal candidate that operates the assumed cell. For example, the radius of coverage may be calculated based on the attenuation factor (which is a function of distance) and the maximum transmit power depending on the channel frequency of each assumed cell. Thereby, it is possible to identify an existing cell having a coverage overlapping with each assumed cell.
- FIG. 7 is an explanatory diagram for explaining coverage cell coverage determination.
- the small cell base station BS2a operates an existing small cell 12a.
- the small cell base station BS2b operates an existing small cell 12b.
- the terminal device TM10 which is a dynamic AP, operates an existing small cell 12c as a master terminal. Further, five master terminal candidates TM1, TM3, TM4, TM7 and TM8 are selected. Although the terminal device TM6 has the capability as a dynamic AP, the communication quality with the macro cell is inferior, so it is excluded from the master terminal candidates.
- FIG. 7 is an explanatory diagram for explaining coverage cell coverage determination.
- the coverage of the assumed cell HC1 for the master terminal candidate TM1 overlaps with the existing cell 12a and the existing cell 12b.
- the coverage of the assumed cell HC3 for the master terminal candidate TM3 overlaps with the existing cell 12a.
- the coverage of the assumed cell HC4 for the master terminal candidate TM4 overlaps with the existing cell 12b.
- the coverage of the assumed cell HC7 for the master terminal candidate TM7 overlaps with the existing cell 12b.
- the coverage of the assumed cell HC8 for the master terminal candidate TM8 overlaps with the existing cell 12c.
- the protection target cell selection unit 134 compares the communication efficiency between a pair of an assumed cell and an existing cell with overlapping coverage in this way.
- the communication efficiency index E 1 is equal to the number of accommodated terminals N UE as in the following equation (1).
- the number of accommodated terminals N UE represents the number of terminal apparatuses located within the coverage of a certain assumed cell or existing cell.
- the accommodated terminal upper limit number is replaced by the accommodated terminal number N instead of the number of terminal devices located inside the coverage. It can be treated as a UE .
- the communication efficiency index E 2 is equal to the sum of the traffic volume Tf (UE i ) of the accommodated terminal (referred to as the accommodated terminal traffic volume in this specification) as in the following equation (2).
- the traffic amount Tf (UE i ) for the i-th accommodation terminal for example, the past communication amount indicated by the communication history data of the accommodation terminal UE i may be used, or a predicted value from the past communication amount May be used.
- the communication efficiency index E 3 is the sum of the reciprocal of the received signal strength RSSI (UE i ) of the accommodating terminal (referred to as total quality improvement in this specification), as in the following equation (3): be equivalent to.
- the received signal strength here is a value measured for the downlink signal of the macro cell.
- Communication efficiency index E 3 shows a higher value lower terminal reception signal strength is included in many within the cell. That is, a high value of the communication efficiency index E 3 means that a significant improvement in communication quality can be expected as a whole by placing a small cell in its place.
- RSSI other types of quality indicators such as RSRQ, RSRP, BER, FER or signal-to-noise ratio may be used.
- BER and FER show that quality is so favorable that the value is small. Therefore, when BER or FER is used, the reciprocal calculation is not performed, and the sum of the values can be calculated as the total quality improvement degree.
- the protection target cell selection unit 134 evaluates one or a combination of two or more of these communication efficiency indexes E 1 , E 2, and E 3 for the assumed cell and the existing cell to be compared.
- the protection target cell selection unit 134 may switch the communication efficiency evaluation criterion according to the purpose of the small cell installation. For example, when the purpose is to improve the system capacity, the protection target cell selection unit 134 can preferentially use the communication efficiency index E 1 or E 2 . On the other hand, if the improvement of the communication quality of specific terminal device is a purpose, protected cell selector 134 can use the communication efficiency index E 3 preferentially.
- the protection target cell selection unit 134 excludes, from the protection target cells, existing cells that are inferior in communication efficiency to the corresponding assumed cell (which is a comparison partner).
- FIG. 8A is a first explanatory diagram for describing selection of a protection target cell.
- the existing cell 12a is a small cell operated by the small cell base station BS2a.
- the assumed cell HC1 is a small cell that is assumed to be operated by the master terminal candidate TM1.
- the coverages of the existing cell 12a and the assumed cell HC1 overlap each other.
- the number of accommodated terminals N UE of the existing cell 12a is equal to 5.
- the number of accommodated terminals N UE in the assumed cell HC1 is equal to 3.
- the protection target cell selection unit 134 does not exclude the existing cell 12a from the protection target cell because the existing cell 12a is predicted to contribute to the communication efficiency of the entire network rather than the assumed cell HC1.
- FIG. 8B is a second explanatory diagram for describing selection of a protection target cell.
- the existing cell 12b is a small cell operated by the small cell base station BS2b.
- the assumed cell HC4 is a small cell assumed to be operated by the master terminal candidate TM4.
- the coverages of the existing cell 12b and the assumed cell HC4 overlap each other.
- the number of accommodated terminals N UE of the existing cell 12b is equal to 3.
- the number of accommodated terminals N UE in the assumed cell HC4 is equal to 4.
- the accommodation terminal of the assumed cell HC4 includes a terminal device that is affected by shading caused by the obstacle 15.
- the protection target cell selection unit 134 excludes the existing cell 12b from the protection target cell because the assumed cell HC4 is predicted to contribute to the communication efficiency of the entire network rather than the existing cell 12b.
- the existing cell 12a and the existing cell 12c are selected as the protection target cells in the example of FIG. 8B.
- the protection target cell selection unit 134 uses the reduction of transmission power as a condition when the overlap of coverage is eliminated by reducing the transmission power of the existing cell with respect to the existing cell having lower communication efficiency than the corresponding assumed cell.
- the existing cell may be included in the protection target cell. If the coverage of the existing cell is reduced by reducing the transmission power of the existing cell, the room for installing a new small cell is increased by the reduction, and this method is also beneficial.
- FIG. 9 is a flowchart showing an example of a detailed flow of the protection target cell selection process described so far.
- the protection target cell selection unit 134 sets the coverage radius for each master terminal candidate selected by the small cell control unit 132 based on the maximum transmission power and the attenuation rate depending on the channel frequency. Calculation is performed and an assumed cell is set (step S152). Subsequent steps S156 to S160 are repeated for each assumed cell (step S154).
- the protection target cell selection unit 134 first determines a communication efficiency index for the assumed cell to be processed (step S156). Further, the protection target cell selection unit 134 determines a communication efficiency index of an existing cell having a coverage overlapping with the assumed cell to be processed (step S158). Then, based on the comparison of the communication efficiency indexes, the protection target cell selection unit 134 excludes, from the protection target cell, an existing cell that has lower communication efficiency than the corresponding assumed cell (or transmission power of the existing cell that has lower communication efficiency). (Step S160). Finally, an existing cell that has not been excluded from the protection target cell by the protection target cell selection unit 134 can be treated as a protection target cell.
- Interference with each of the protection target cells selected by the protection target cell selection unit 134 is controlled so as not to exceed the permissible level of each protection target cell when a new small cell is subsequently installed.
- the interference with the existing cell excluded from the protection target cell is not taken into account when the new small cell is subsequently installed. That is, in the present embodiment, interference with existing cells is not uniformly avoided, but only interference with dynamically selected protection target cells is avoided.
- the protection target cell is selected from the viewpoint of improving the communication efficiency of the entire network. Then, the other small cells are reorganized while protecting the selected protection target cell, and the optimal arrangement of the small cells is realized.
- the area determination unit 136 is a small cell installation area in which a new small cell can be installed so that interference with each of the protection target cells selected by the protection target cell selection unit 134 does not exceed an allowable level. To decide. This is because, in this embodiment, a new small cell is not directly installed based on the selection result of the protection target cell, but the small cell installation area is first determined based on the selection result of the protection target cell. Means. And the master terminal for a new small cell is selected from the master terminal candidates which exist in a small cell installation area. By introducing such a small cell installation area, for example, when a reason for hindering the operation of the small cell occurs in the master terminal once selected, the master terminal can be quickly transferred to another dynamic AP in the small cell installation area.
- Flexible network operation such as switching to The reasons for hindering the operation of the small cell may include, for example, a decrease in the quality of the backhaul link, a decrease in the remaining battery level, or a hardware failure or software failure. Under a situation where the load on the master terminal is high, it is also possible to distribute the load by selecting an additional master terminal within the same small cell installation area.
- the area determination unit 136 improves communication efficiency when a new small cell is installed at each point for each of a plurality of points scanned within a certain scanning area. To score. As a result, an efficiency improvement score for each point is calculated.
- the scanning area here may be any geographical area.
- the scan area may be equal to the coverage of the macrocell. Further, the coverage of the protection target cell may be excluded from the scanning area. Further, the scanning area may be limited to a partial area including the position of the terminal device that is the transmission source of the small cell installation request.
- the points scanned in the scanning area may be points where the master terminal candidates are located, or points that are set regardless of the positions of the master terminal candidates (for example, regularly arranged at regular intervals). Or other points).
- the area determination part 136 determines a small cell installation area so that a small cell installation area may contain the point which shows a comparatively favorable efficiency improvement score.
- the efficiency improvement score is based on, for example, at least one of the number of accommodated terminals, the accommodated terminal communication amount, the number of access point candidates, and the coverage area of the new small cell when a new small cell is installed at each point. May be calculated.
- the coverage of the new small cell here is provisional under the condition that the master terminal is located at each point and the transmission power of the master terminal is reduced so as not to cause harmful interference to each protection target cell. To be determined.
- FIG. 10 is an explanatory diagram for explaining provisional coverage determination for protecting a protection target cell.
- the area determination unit 136 scans a point where the master terminal candidate is located.
- FIG. 10 is compared with FIG. 7, the coverage of the assumed cells HC1 and HC3 is reduced so as not to cause harmful interference to the protection target cell 12a. Further, the coverage of the assumed cell HC8 is reduced so as not to cause harmful interference to the protection target cell 12b.
- the coverage of the assumed cell HC4 is not reduced because the existing cell 12b is excluded from the protection target cells.
- the number of accommodated terminals used in the calculation of the efficiency improvement score may be the number of terminal devices (accommodated terminals) located within the coverage thus determined.
- the accommodated terminal communication amount may be the sum of the traffic amounts for the accommodated terminals located inside the coverage.
- the number of access point candidates may be the number of dynamic APs located inside the coverage (or near the center of the coverage).
- the coverage area may be a radius or area of the coverage that is provisionally determined.
- improved efficiency score S 1 can be calculated by the following equation (4).
- M UE is the number of accommodated terminals
- Tf (UE j ) is the traffic volume of the j-th accommodated terminal
- M DAP is the number of access point candidates
- Co is the coverage area.
- Variables w 1 , w 2 , w 3, and w 4 multiplied by the respective terms on the right side of Equation (4) are weights that can be tuned in view of optimizing communication efficiency, and some weights are zero. May be.
- a large value of the efficiency improvement score S 1 indicates that an improvement in communication efficiency when a new small cell is installed at the candidate point is estimated to be large in terms of system capacity, for example. Therefore, when a new small cell is installed in order to improve the system capacity, it is advantageous to use such improved efficiency score S 1.
- the efficiency improvement score may be calculated based on, for example, a quality index for each accommodation terminal of the new small cell when a new small cell is installed at each point.
- Efficiency score S 2 can be calculated by the following equation (5).
- the received signal strength RSSI (UE j ) here is a value measured for the downlink signal of the macro cell by the j-th terminal device.
- RSSI other types of quality indicators such as RSRQ, RSRP, BER, FER or signal-to-noise ratio may be used.
- RSRQ received signal strength
- RSRP RSRP
- BER bit rate
- FER signal-to-noise ratio
- the area determination unit 136 determines the small cell installation area so that the small cell is installed in an area where the efficiency improvement score that can be calculated in this way shows a good value.
- FIG. 11 is an explanatory diagram for explaining determination of a small cell installation area. Referring to FIG. 11, an area with a high efficiency improvement score calculated by the area determination unit 136 is shown with dark shading, and the other scanning areas are shown with thin shading. In the example of FIG. 11, the efficiency improvement score shows a relatively high value in the area CA1 including the point P1 and the area CA4 including the point P4.
- the area determination unit 136 can determine the areas CA1 and CA4 as small cell installation areas.
- the area determination unit 136 determines that the current position of the specific terminal device is new. You may determine a small cell installation area so that it may be included in the coverage of a small cell. For example, in FIG. 11, when the terminal device TM5 transmits a small cell installation request, the area determination unit 136 can determine only the area CA4 close to the terminal device TM5 as the small cell installation area. As a result, it is possible to reliably improve the communication quality of a terminal device that is experiencing poor communication quality.
- the area determination unit 136 may determine the small cell installation area so that a predetermined number of dynamic APs are included in the small cell installation area.
- the predetermined number is 1, at least one master terminal can be immediately secured in the small cell installation area in order to operate a new small cell.
- the predetermined number is 2 or more, in addition to the master terminal that operates the new small cell, a dynamic AP that backs up the master terminal can be secured.
- FIG. 12 is a flowchart showing an example of a detailed flow of the installation area determination process described so far. The processes in steps S174 to S180 in FIG. 12 are repeated for each candidate point in the scanning area (step S172).
- the area determination unit 136 performs provisional coverage of the new small cell when a new small cell is installed at each candidate point so that harmful interference to the protection target cell is avoided. Determine (step S174).
- the area determination unit 136 determines whether the candidate point satisfies a specific condition (step S176).
- the specific condition here may be, for example, a condition that the current position of the specific terminal device is included in the provisional coverage when improvement in communication quality for the specific terminal device is required. . Further, the specific condition may be a condition that a predetermined number of dynamic APs exist in the vicinity of the candidate point. The determination regarding the specific condition may be skipped.
- the area determination unit 136 calculates the efficiency improvement score of the candidate point based on the provisionally determined coverage (step S178). ). On the other hand, if the candidate point does not satisfy the specific condition, the area determination unit 136 may set the efficiency improvement score of the candidate point to zero.
- the area determination unit 136 determines the small cell installation area according to the efficiency improvement score (step S182). Then, the area determination unit 136 causes the storage unit 120 to store data defining the determined small cell installation area.
- the small cell control unit 132 selects, as a master terminal, a dynamic AP that exists at a position determined so that interference with each of the protection target cells does not exceed the allowable level. Instruct the selected master terminal to operate a new small cell.
- the master terminal is typically selected from dynamic APs present in the small cell installation area determined by the area determination unit 136. When CoMP (COordinated MultiPoint) transmission technology is utilized in a new small cell, two or more master terminals may be selected.
- the small cell control unit 132 When the small cell control unit 132 selects a master terminal, the small cell control unit 132 transmits an instruction signal instructing the selected master terminal to start operation of the small cell via the communication unit 110.

- the small cell control unit 132 instructs the small cell base station or the dynamic AP that operates the existing cell excluded from the protection target cell to stop the operation of the existing cell or reduce the transmission power.
- the arrangement of the small cells is reorganized, and an optimal arrangement of the small cells that matches the latest situation is realized.
- FIG. 13 is an explanatory diagram for explaining the installation of a new small cell.
- a new small cell 17 a and a new small cell 17 b are arranged in the heterogeneous network 1.
- the new small cell 17a is operated by the master terminal TM1.
- the coverage of the new small cell 17a is limited so as not to cause harmful interference to the protection target cell 12a.
- the new small cell 17b is operated by the master terminal TM4.

- a protection target cell to be protected from interference caused by a new small cell newly configured using a dynamic AP is dynamically selected from among one or more existing cells.
- the operation of a new small cell is started so that only the protected cell to be protected is protected from harmful interference. Therefore, in a heterogeneous network environment, appropriate protection of protected cells that contribute to the formation of an efficient wireless network, and effective placement of new small cells that replace existing cells that have a small contribution to communication efficiency Can be achieved. Thereby, the arrangement of the small cells is optimized, and the communication efficiency of the entire network is improved.
- the protection target cell is selected based on the comparison of communication efficiency between the assumed cell assumed to be operated by the dynamic AP and the existing cell with overlapping coverage. Therefore, it is possible to expand the coverage of the new small cell, which should have been excessively limited in the method of uniformly avoiding interference to the existing cell, rather to incorporate the coverage of the existing cell.
- the coverage of the assumed cell is simply determined from the maximum transmission power of the terminal device that operates the assumed cell, a complicated algorithm having a high calculation cost is not required for selecting the protection target cell.
- the small cell installation area is determined so that the interference with each of the protection target cells does not exceed the allowable level, and the new small AP is changed from the dynamic AP existing in the determined small cell installation area.
- a master terminal to operate the cell is selected. Therefore, it is possible to operate a flexible network such as switching the master terminal to another dynamic AP or changing the number of master terminals as necessary within the small cell installation area.
- the improvement in communication efficiency is scored for each of the plurality of candidate points, and the small cell installation area is determined based on the scoring result.
- the candidate point does not necessarily have to be a point where the dynamic AP exists at that moment. Therefore, the small cell installation area can be arranged in a place where the effectiveness is maintained for a certain period of time without being completely influenced by the location of the dynamic AP that can change over time.

制御部130は、CPU(Central Processing Unit)又はDSP(Digital Signal Processor)などのプロセッサを用いて、ネットワーキング制御ノード100の動作全般を制御する。

表示部240は、LCD(Liquid Crystal Display)又はOLED(Organic Light-Emitting Diode)などにより構成される表示モジュールである。
