其中的接入网设备可以为 E-UTRAN 中的演进型 NodeB ( Evolved NodeB, eNB )或家庭演进型 NodeB ( Home Evolved NodeB, HeNB ) , 还可以为 UTRAN中的无线网络控制器( Radio Network Controller, RNC ) , 还可以为 GERAN中的接入网设备控制器(Base Station Controller, BSC )。
另外, 本文中术语"和 /或", 仅仅是一种描述关联对象的关联关系, 表示 可以存在三种关系, 例如, A和 /或 B, 可以表示: 单独存在 A, 同时存在 A 和 B, 单独存在 B这三种情况。 另外, 本文中字符 T, 一般表示前后关联对 象是一种"或"的关系。

再例如: 在信令连接释放消息中, 新增加 IE, 携带 PS域等待时间 (PS wait time )信息。 其中, PS域等待时间 (PS wait time ) 的取值范围可以为 但不限于 {0s, 4s, 8s, 16s, 32s, 64s, 128s, 256s, 512s}。 可选地, 终端发起 RRC连接请求( RRC Connection Request ) 消息或 小区更新 ( Cell Update ) 消息, 如果此时网络资源不够, 接入网设备则可以 通过 RRC连接拒绝(RRC Connection Reject ) 消息或小区更新确认 ( Cell Update Confirm ) 消息中针对终端发起的域类型 (即 CS域业务或 PS域业 务) , 设置相应的" CS wait timeTPS wait time", 用以拒绝终端所发起的业 务, 并且指示终端在该" CS wait timeTPS wait time"指示的时间内禁止发起 被拒绝的业务。 其中, "CS wait time"针对 CS域业务, 取值为一段时间, 用 以指示终端在该" CS wait time"指示的时间内禁止发起被拒绝的 CS域业务; "PS wait time"针对 PS域业务,取值为一段时间,用以指示终端在该" PS wait time"指示的时间内禁止发起被拒绝的 PS域业务。
可选地, 终端进行正常业务时, 如果此时网络资源不够, 接入网设备则 可以通过 RRC连接释放 ( RRC Connection Release ) 消息或信令连接释放 ( Signalling Connection Release )消息中针对终端进行的域类型(即 CS域 业务或 PS域业务), 设置相应的" CS wait timeTPS wait time", 用以拒绝终 端所进行的业务, 并且指示终端在该" CS wait timeTPS wait time"指示的时 间内禁止发起被拒绝的业务。 其中, "CS wait time"针对 CS域业务, 取值为 一段时间, 用以指示终端在该" CS wait time"指示的时间内禁止进行被拒绝的 CS域业务; "PS wait time"针对 PS域业务, 取值为一段时间, 用以指示终端 在该" PS wait time"指示的时间内禁止发起被拒绝的 PS域业务。

PS域等待时间; 则在 102 中, 当所述终端接收到预设次数的所述消息时, 所述终端则可以在第一预设时间内不发起所述业务, 所述第一预设时间大于 所述域等待时间信息所指示的时间。
例如: 终端具体可以在终端的非接入层( Non Access Stratum, NAS ) 层增加计数器和定时器。 当所述终端接收到第一次 PS域等待时间信息时, 终端接入层( Access Stratum, AS )通知终端 NAS层, 所述 NAS层启动所 述计数器和定时器, 在定时器期满之前, 每接收到一次 PS域等待时间信息, 计数器加 1 , 直到计数器计满, 则终端暂停一段时间 (即所述第一预设时间) 再发起所述业务, 当终端发起所述业务时, 将计数器清零, 以及将定时器重 启, 则计数器和定时器重新进入下一轮工作状态; 在定时器期满时, 如果计 数器仍未计满, 将计数器清零, 以及将定时器重启, 则计数器和定时器重新 进入下一轮工作状态。 其中, 所述一段时间可以设置为接收到 PS域等待时 间信息指示的时间之和, 或者一次或者几次接收到 PS域等待时间信息指示 的时间的倍数长, 或者还可以随机设置, 本实施例对此不进行限定。
再例如: 终端具体可以在终端的 NAS层增加计数器。 当所述终端接收到 第一次 PS域等待时间信息时, 终端接入层(Access Stratum, AS )通知终 端 NAS层, 所述 NAS层启动所述计数器, 每接收到一次 PS域等待时间信 息, 计数器加 1 , 直到计数器计满, 则终端暂停一段时间 (即所述第一预设 时间)再发起所述业务, 当终端发起所述业务时, 将计数器清零, 则计数器 重新进入下一轮工作状态; 如果终端发起所述业务成功, 则将计数器清零, 则计数器重新进入下一轮工作状态。 其中, 所述一段时间可以设置为接收到 PS域等待时间信息指示的时间之和,或者一次或者几次接收到 PS域等待时 间信息指示的时间的倍数长, 或者还可以随机设置, 本实施例对此不进行限 定。
可选地, 在本实施例的一个可选实施方式中, 若所述域等待时间信息为
PS域等待时间; 则在 102中, 所述终端在第二预设时间内不发起所述业务, 所述第二预设时间大于所述域等待时间信息所指示的时间。
例如: 终端具体可以在终端的 NAS层增加定时器。 当所述终端接收到第 一次 PS域等待时间信息时, 终端接入层(Access Stratum, AS )通知终端 NAS层, 所述 NAS层启动所述定时器, 在定时器期满时, 则终端再发起所 述业务。 其中, 所述定时器的时长可以设置为接收到 PS域等待时间信息指 示的时间之和, 或者一次或者几次接收到 PS域等待时间信息指示的时间的 倍数长, 或者还可以随机设置, 本实施例对此不进行限定。
可选地, 在本实施例的一个可选实施方式中, 若所述域等待时间信息为 PS域等待时间; 则在 102 中, 所述终端生成随机数, 根据所述随机数和预 先设置的接入禁止参数, 例如, 终端具体可以在终端的 NAS层预先设置接入 禁止参数, 在所述域等待时间信息所指示的时间到达时, 发起所述业务或不 发起所述业务。
例如: 若所述随机数小于所述接入禁止参数, 所述终端在所述域等待时 间信息所指示的时间到达时, 发起所述业务; 若所述随机数大于或等于所述 接入禁止参数, 所述终端在所述域等待时间信息所指示的时间到达时, 不发 起所述业务。
再例如: 若所述随机数大于或等于所述接入禁止参数, 所述终端在所述 域等待时间信息所指示的时间到达时, 发起所述业务; 若所述随机数小于所 述接入禁止参数, 所述终端在所述域等待时间信息所指示的时间到达时, 不 发起所述业务。
可选地, 在本实施例的一个可选实施方式中, 若所述域等待时间信息为 PS域等待时间; 则在 102 中, 所述终端生成随机接入等级, 例如, 终端具 体可以在终端的 NAS层生成随机接入等级,若所述随机接入等级与所述终端 的接入等级相同, 所述终端在所述域等待时间信息所指示的时间到达时, 发 起所述业务; 若所述随机接入等级与所述终端的接入等级不相同, 所述终端 在所述域等待时间信息所指示的时间到达时, 不发起所述业务。

需要说明的是, 当本实施例中新增加的携带 "CS wait timeTPS wait time"的 IE 或者 "Conversational wait time" I "Streaming wait time" I "Interactive wait time" I "Background wait time"或者 "additional wait time" 和现有技术中的携带 "wait time"的 IE同时设置时, 那么, 现有技术中的携带 "wait time"的 IE则需要设置为 0, 或者其他无效字段。
本实施例中, 通过终端接收接入网设备发送的用于拒绝或释放所述终端 发起或进行的业务的消息, 所述消息中包含域等待时间信息, 所述域等待时 间信息用于指示所述业务所属域的等待时间, 能够使得所述终端在所述域等 待时间信息所指示的时间内, 不发起所述业务, 由于通过域等待时间信息所 指示的业务所属域的等待时间对终端发起或进行的业务进行与域相关的接入 控制, 解决了现有技术中进行接入控制时接入网设备只能控制指定 AC对应 的终端接入的问题, 从而提高了接入控制的灵活性。

若终端不支持寻呼响应业务, 但支持域接入业务, 若域接入业务的接入 禁止不存在, 则认为终端的接入无限制; 若域接入业务的接入禁止存在, 则 终端直接根据对应域的所述域接入业务的接入禁止等级信息, 判断是否允许 发起接入请求; 如果对应域的所述域接入业务的接入禁止等级信息不存在, 则根据所述小区接入控制的接入等级禁止等级信息, 判断是否允许发起接入 请求;
若终端既不支持寻呼响应业务, 又不支持域接入业务, 仅支持小区接入 控制的接入等级信息, 若小区接入控制禁止不存在, 则认为终端的接入无限 制; 若小区接入控制禁止存在, 则终端直接根据所述小区接入控制的接入等 级信息判断是否运行发起接入请求。

具体地,还可以进一步根据终端发起的业务是所述终端主动( originating ) 发起或被动 (terminating )发起的业务, 在寻呼消息中对应域中携带对应的 接入禁止参数, 以使得所述终端生成新的随机数, 以及根据所述新的随机数 和所述接入禁止参数, 接入或者不接入网络。
本实施例中, 通过接入网设备生成域接入禁止参数, 所述域接入禁止参 数包括 CS域接入禁止参数和 /或 PS域接入禁止参数, 进而由所述接入网设 备向终端发送所述域接入禁止参数, 以使得所述终端生成随机数, 以使得所 述终端根据所述随机数和所述域接入禁止参数, 接入或者不接入所述域的网 络, 由于通过随机数和域接入禁止参数对终端发起或进行的业务进行与域相 关的接入控制, 解决了现有技术中进行接入控制时接入网设备只能控制指定 AC对应的终端接入的问题, 从而提高了接入控制的灵活性。

本实施例中, 接入网设备通过生成处理器生成域接入禁止参数, 所述域 接入禁止参数包括 CS域接入禁止参数和 /或 PS域接入禁止参数, 进而由发 送器向终端发送所述域接入禁止参数, 以使得所述终端生成随机数, 以使得 所述终端根据所述随机数和所述域接入禁止参数, 接入或者不接入所述域的 网络, 由于通过随机数和域接入禁止参数对终端发起或进行的业务进行与域 相关的接入控制, 解决了现有技术中进行接入控制时接入网设备只能控制指 定 AC对应的终端接入的问题, 从而提高了接入控制的灵活性。
可以理解的是, 所述的域接入禁止参数只是作为举例, 还可以为业务类 型接入禁止参数, 例如, 会话(Conversational ) 业务接入禁止参数和 /或流 ( Streaming )业务接入禁止参数和 /或交互式( Interactive )业务接入禁止参 数和 /或背景(Background ) 业务接入禁止参数, 本实施例对此不进行限定。

生成与接入等级对应的域接入禁止参数列表或业务类型接入禁止参数列 表, 以使得所述终端根据所述终端的接入等级, 获得与所述终端的接入等级 对应的域接入禁止参数或业务类型接入禁止参数。
40、 根据权利要求 39 所述的接入网设备, 其特征在于, 所述发送器具 体用于
向所述终端发送系统广播消息、 寻呼消息或专用消息, 所述系统广播消 息、 寻呼消息或专用消息中包含所述域接入禁止参数或所述业务类型禁止参 数; 或者
向所述终端发送寻呼消息, 所述寻呼消息中包含与所述终端的主动发起 或被动发起或进行的业务对应的域接入禁止参数, 或包含与所述终端的会话 业务和 /或流业务和 /或交互式业务和 /或背景业务对应的业务类型接入禁止参 数。
41、 根据权利要求 40 所述的接入网设备, 其特征在于, 所述寻呼消息 中还包含寻呼原因值, 用于指示所述寻呼消息是由于所述域接入禁止参数的 变化或者所述业务类型接入禁止参数的变化而引起的。
42、 根据权利要求 39 所述的接入网设备, 其特征在于, 所述发送器具 体用于
向所述终端发送系统广播消息、 寻呼消息或专用消息, 所述系统广播消 息、 寻呼消息或专用消息中包含与所述接入等级禁止信息指示禁止或不禁止 接入网络的接入等级对应的域接入禁止参数列表或业务类型接入禁止参数列 表。
43、 根据权利要求 39 所述的接入网设备, 其特征在于, 所述发送器具 体用于
向所述终端接收发送系统广播消息、 寻呼消息或专用消息, 所述系统广 播消息、 寻呼消息或专用消息中包含与接入等级对应的域接入禁止参数列表 或业务类型接入禁止参数列表。
44、根据权利要求 40~43任一权利要求所述的接入网设备,其特征在于, 所述系统广播消息、 寻呼消息或专用消息中还包含参数有效区域信息, 所述 参数有效区域信息用于指示所述域接入禁止参数或所述业务类型接入禁止参 数的有效区域。
