L'invention concerne un système de communication sans fil (1) qui comprend : une pluralité de stations de base (eNB) qui peuvent communiquer avec une pluralité de terminaux de communication sans fil (UE) ; et une pluralité de stations de base (NB) qui peuvent communiquer avec une pluralité de terminaux de communication sans fil (UE). Le système de communication sans fil (1) est caractérisé par le fait qu'il comprend : une unité de détermination (42) qui, lorsqu'un terminal de communication sans fil (UE) demande une connexion à une station de base (eNB) ou à une station de base (NB), détermine si cette station de base a un degré prédéterminé de marge dans la capacité de réception d'appel ; et une unité d'exécution de procédure de commutation (43) qui, lorsqu'un résultat de la détermination effectuée par l'unité de détermination (42) est négatif, exécute une procédure pour connecter le terminal de communication sans fil (UE), qui a fait un appel ou pour lequel un appel a déjà été établi, à une station de base différente de la station de base concernée.
