S202: 上层请求建立 RRC连接以进行 MO业务 (mobile originating, 包括 mobile originating calls, mobile originating signalling, mobile originating CS fallback); S204: UE进行接入等级检查;
S206: 若接入等级检查成功, 则发起随机接入过程;
S208: 作为随机过程中的第三条消息, UE发送 RRC连接请求消息给基站;
S210: 基站发送 RRC连接建立消息给 UE, 该消息可用于随机接入竞争消除; S212: 若竞争消除, 则 RRC连接建立成功, UE可进行 MO业务。 图 3是现有的 UE发起 MO业务进行接入等级检查的流程示意图, 如图 3所示, 该 UE进行接入等级检查的流程包括:
S302: UE上层触发 RRC连接建立过程;
S304: UE收到的系统消息 SIB2中包含等级检查信息 ac-Barringlnfo; S306: UE是否属于特殊接入等级;

RRC连接建立请求消息给服务基站, 否则, 接入等级检查失败。 结合图 2、 图 3所示的 UE发起 MO业务进行接入等级检查的流程, 可以看出在 现有技术中,对于不属于特殊接入等级的 UE而言,成员 UE和非成员 UE都是基于随 机的 rand 与 ac-BarringFactor 的比较关系来判断是否可以接入的, 然而, 在 ac-BarringFactor确定后, UE是否可以成功通过接入等级检测则取决于随机的 rand, 因此,在成员 UE和非成员 UE进行接入等级检测时, 不能保证成员 UE相对于非成员 UE有较高的接入优先级。 以下结合具体实例来详细描述接入等级检查方法, 具体地, 如图 4所示, 该接入 等级检查方法包括: S402: UE上层触发 RRC连接建立过程;
S404: UE 获取状态相关等级检查信息; 状态相关等级检查信息可能为成员状态 调整因子和接入等级禁止参数; 或者第一状态相关接入等级禁止参数, 其中成员状态 调整因子可根据运营商策略由基站指示给 UE或者预配置, 优选地, UE可能通过以下 三种方法获取状态相关等级检查信息: 1 ) UE通过系统消息 SIB2获取成员状态调整因子和接入等级禁止参数; 或者

S6, 如果 randl<0.4, 则接入等级检查成功, UE发送 RRC连接建立请求消息给服 务基站; 否则, 接入等级检查失败, UE生成一个随机数 nmd2, 该随机数取值范围为 0-1 , 然后 UE等待 (0.7+0.6*rand2) *8ms后, 再次生成随机数继续进行下一次接入 等级检查。 图 10是根据本发明实施例的接入等级检查装置的结构框图, 如图 10所示, 该接 入等级检查装置包括: 确定模块 1002, 设置为根据终端的状态接入等级禁止信息和终 端在小区的成员状态确定终端的状态相关接入等级禁止参数; 检测模块 1004, 与确定 模块 1002连接, 设置为根据确定的状态相关接入等级禁止参数进行接入等级检查。 上述状态接入等级禁止信息可以包括多种与接入等级检测有关的参数, 优选地, 在本实施例中上述状态接入等级禁止信息包括以下至少之一: 第一态相关接入等级禁 止参数、 成员状态调整因子、 接入等级禁止参数, 其中, 接入等级禁止参数包括接入 等级禁止因子和接入等级禁止时间, 第一状态相关接入等级禁止参数包括第一成员状 态相关接入等级禁止参数和第一非成员状态相关接入等级禁止参数, 成员状态调整因 子的取值范围可以为 0~1。 为提高确定终端的状态相关接入等级禁止参数的灵活性, 如图 11所示, 上述确定 模块 1002还包括: 第一确定单元 1102, 与检测模块 1004连接, 设置为在状态接入等 级禁止信息包括第一状态相关接入等级禁止参数时, 终端根据终端的成员状态确定与 终端的成员状态相对应的第一状态相关接入等级禁止参数作为终端的状态相关接入等 级禁止参数, 其中, 第一状态相关接入等级禁止参数包括第一成员状态相关接入等级 禁止因子、 第一非成员状态相关接入等级禁止因子、 第一成员状态相关接入等级禁止 时间以及第一非成员状态相关接入等级禁止时间。 上述状态相关接入等级禁止参数包括: 第二成员状态相关接入等级禁止因子、 第 二非成员状态相关接入等级禁止因子、 第二成员状态相关接入等级禁止时间以及第二 非成员状态相关接入等级禁止时间。 为了使得不同成员状态的终端以不同的优先级通过检测, 如图 11所示, 确定模块 1002还包括: 第二确定单元 1104, 与检测模块 1004连接, 设置为根据终端的状态接 入等级禁止信息和终端在小区的成员状态确定终端的状态相关接入等级禁止参数中的 第二成员状态相关接入等级禁止因子和第二非成员状态相关接入等级禁止因子; 第三 确定单元 1106, 与检测模块 1004连接, 设置为根据终端的状态接入等级禁止信息和 终端在小区的成员状态确定终端的状态相关接入等级禁止参数中的第二成员状态相关 接入等级禁止时间和第二非成员状态相关接入等级禁止时间。 为实现不同成员状态的终端可以基于不同的成员状态相关接入等级禁止因子进行 接入等级检查, 如图 12所示,第二确定单元 1104还可以包括: 第一确定子单元 1202, 与检测模块 1004连接, 设置为当状态接入等级禁止信息包括成员状态调整因子、接入 等级禁止参数时, 在终端是小区的成员终端时, 确定终端的第二成员状态相关接入等 级禁止因子为接入等级禁止因子及 1与成员状态调整因子的差值中的较大值, 在终端 是小区的非成员终端时, 确定终端的第二非成员状态相关接入等级禁止因子为接入等 级禁止因子及 1与成员状态调整因子的差值中的较小值; 或者第二确定子单元 1204, 与检测模块 1004连接, 设置为当状态接入等级禁止信息包括成员状态调整因子、述接 入等级禁止参数时, 在终端是小区的成员终端时, 确定终端的成员状态相关接入等级 禁止因子为接入等级禁止因子与成员状态调整因子的和, 在终端是小区的非成员终端 时, 确定终端的非成员状态相关接入等级禁止因子为接入等级禁止因子与成员状态调 整因子; 或者第三确定子单元 1206, 与检测模块 1004连接, 设置为当状态接入等级 禁止信息包括成员状态调整因子、接入等级禁止参数时,在终端是小区的成员终端时, 确定终端的第二成员状态相关接入等级禁止因子为接入等级禁止因子, 在终端是小区 的非成员终端时, 确定终端的第二非成员状态相关接入等级禁止因子为接入等级禁止 因子与成员状态调整因子的乘积; 或者第四确定子单元 1208, 与检测模块 1004连接, 设置为当状态接入等级禁止信息包括接入等级禁止参数时, 在终端是小区的成员终端 时, 确定终端的第二成员状态相关接入等级禁止因子为接入等级禁止因子及 1与接入 等级禁止因子的差值中的较大值; 在终端是小区的非成员终端时, 确定终端的第二非 成员状态相关接入等级禁止因子为接入等级禁止因子及 1与接入等级禁止因子的差值 中的较小值。 为实现不同成员状态的终端可以基于不同的成员状态相关接入等级禁止时间进行 接入等级检查, 如图 13所示,第三确定单元 1104还可以包括: 第五确定子单元 1302, 与检测模块 1004连接, 设置为在终端是小区的成员终端时,确定终端的第二成员状态 相关接入等级禁止时间为接入等级禁止时间与成员状态调整因子的乘积; 第六确定子 单元 1304, 与检测模块 1004连接, 设置为在终端是小区的非成员终端时, 确定终端 的第二非成员状态相关接入等级禁止时间为接入等级禁止时间。 优选地, 上述接入等级检查装置除了包括图 10 中的确定模块 1002 和检测模块 1004以外, 还包括: 获取模块 1402和判断模块 1404, 如图 14所示, 获取模块 1402, 与确定模块 1002连接, 设置为获取终端的状态接入等级禁止信息包括的成员 /非成员 状态相关接入等级禁止参数或成员状态调整因子、 接入等级禁止因子及接入等级禁止 时间; 判断模块 1404, 与确定模块 1002连接, 设置为根据终端所在小区的 CSG ID 和终端存储的包含 CSG ID的白列表判断终端是否为小区的成员终端。 为了增强本实施例的实施性, 如图 15所示, 获取模块 1402包括: 第一获取单元 1502, 设置为通过接收携带有状态接入等级禁止信息的系统广播消息获取状态接入等 级禁止信息。 为满足不同的应用场景, 在本实施例中提供了几种优选的获得成员状态调整因子 的方式,如图 15所示,获取模块 1402可以包括:第二获取单元 1504,与确定模块 1002 连接, 设置为获取基站指示的成员状态调整因子的值; 和 /或第三获取单元 1506, 与确 定模块 1002连接, 设置为获取预先配置的成员状态调整因子的值。 综上所述,基于上述各优选实施例,本发明提供了一种接入等级检查方法和装置, 根据终端的状态接入等级禁止信息和终端在小区的成员状态确定终端的状态相关接入 等级禁止参数, 即分别确定成员终端的成员状态相关接入等级禁止参数和非成员终端 的非成员状态相关接入等级禁止参数, 在接入等级检测中, 实现成员终端和非成员终 端可以基于不同的概率通过检测, 解决了相关技术中不能保证成员 UE相对于非成员 UE有较高的接入优先级的问题,从而改善了接入等级检测的检测效果,有助于改善用 户体验。 显然, 本领域的技术人员应该明白, 上述的本发明的各模块或各步骤可以用通用 的计算装置来实现, 它们可以集中在单个的计算装置上, 或者分布在多个计算装置所 组成的网络上, 可选地, 它们可以用计算装置可执行的程序代码来实现, 从而, 可以 将它们存储在存储装置中由计算装置来执行, 并且在某些情况下, 可以以不同于此处 的顺序执行所示出或描述的步骤, 或者将它们分别制作成各个集成电路模块, 或者将 它们中的多个模块或步骤制作成单个集成电路模块来实现。 这样, 本发明不限制于任 何特定的硬件和软件结合。 以上所述仅为本发明的优选实施例而已, 并不用于限制本发明, 对于本领域的技 术人员来说, 本发明可以有各种更改和变化。 凡在本发明的精神和原则之内, 所作的 任何修改、 等同替换、 改进等, 均应包含在本发明的保护范围之内。

4. 根据权利要求 2所述的方法, 其中, 所述状态相关接入等级禁止参数包括: 第二成员状态相关接入等级禁止因 子、 第二非成员状态相关接入等级禁止因子、 第二成员状态相关接入等级禁止 时间以及第二非成员状态相关接入等级禁止时间;
如果所述状态接入等级禁止信息包括所述成员状态调整因子、 所述接入等 级禁止参数, 所述根据终端的状态接入等级禁止信息和所述终端在小区的成员 状态确定所述终端的状态相关接入等级禁止参数包括: 根据所述终端的状态接 入等级禁止信息和所述终端在小区的成员状态确定所述终端的状态相关接入等 级禁止参数中的第二成员状态相关接入等级禁止因子和第二非成员状态相关接 入等级禁止因子; 根据所述终端的状态接入等级禁止信息和所述终端在小区的 成员状态确定所述终端的状态相关接入等级禁止参数中的第二成员状态相关接 入等级禁止时间和第二非成员状态相关接入等级禁止时间。
5. 根据权利要求 4所述的方法, 其中, 所述根据终端的状态接入等级禁止信息和 所述终端在小区的成员状态确定所述终端的状态相关接入等级禁止参数中的第 二成员状态相关接入等级禁止因子和第二非成员状态相关接入等级禁止因子包 括- 当所述状态接入等级禁止信息包括所述成员状态调整因子、 所述接入等级 禁止参数时:
如果所述终端是所述小区的成员终端, 则所述终端的第二成员状态相关接 入等级禁止因子为所述接入等级禁止因子及 1与所述成员状态调整因子的差值 中的较大值; 如果所述终端是所述小区的非成员终端, 则所述终端的第二非成 员状态相关接入等级禁止因子为所述接入等级禁止因子及 1与所述成员状态调 整因子的差值中的较小值; 或者
如果所述终端是所述小区的成员终端, 则所述终端的第二成员状态相关接 入等级禁止因子为所述接入等级禁止因子与所述成员状态调整因子的和; 如果 所述终端是所述小区的非成员终端, 则所述终端的第二非成员状态相关接入等 级禁止因子为所述接入等级禁止因子与所述成员状态调整因子的差; 或者 如果所述终端是所述小区的成员终端, 则所述终端的第二成员状态相关接 入等级禁止因子为所述接入等级禁止因子; 如果所述终端是所述小区的非成员 终端, 则所述终端的第二非成员状态相关接入等级禁止因子为所述接入等级禁 止因子与所述成员状态调整因子的乘积; 或者
当所述状态接入等级禁止信息包括所述接入等级禁止参数时: 如果所述终端是所述小区的成员终端, 则所述终端的第二成员状态相关接 入等级禁止因子为所述接入等级禁止因子及 1与所述接入等级禁止因子的差值 中的较大值; 如果所述终端是所述小区的非成员终端, 则所述终端的第二非成 员状态相关接入等级禁止因子为所述接入等级禁止因子及 1与所述接入等级禁 止因子的差值中的较小值。
6. 根据权利要求 4所述的方法, 其中, 所述根据终端的状态接入等级禁止信息和 所述终端在小区的成员状态确定所述终端的状态相关接入等级禁止参数中的第 二成员状态相关接入等级禁止时间和第二非成员状态相关接入等级禁止时间包 括- 如果所述终端是所述小区的成员终端, 则所述终端的第二成员状态相关接 入等级禁止时间为所述接入等级禁止时间与所述成员状态调整因子的乘积; 如 果所述终端是所述小区的非成员终端, 则所述终端的第二非成员状态相关接入 等级禁止时间为所述接入等级禁止时间。
7. 根据权利要求 4-6中任一项所述的方法, 其中, 所述根据终端的状态接入等级 禁止信息和所述终端在小区的成员状态确定所述终端的状态相关接入等级禁止 参数之前, 还包括:
获取所述终端的状态接入等级禁止信息包括的第一状态相关接入等级禁止 参数或成员状态调整因子、 接入等级禁止参数;
根据所述终端所在小区的封闭成员组标识 CSG ID 和所述终端存储的包 含 CSG ID的白列表判断所述终端是否为所述小区的成员终端。
8. 根据权利要求 7所述的方法, 其中, 获取所述状态接入等级禁止信息的方式包 括: 接收携带有所述状态接入等级禁止信息的系统广播消息。
9. 根据权利要求 7所述的方法, 其中, 通过以下至少之一的方式获取所述成员状 态调整因子: 由基站对所述成员状态调整因子的值进行指示、 对所述成员状态 调整因子的值进行预先配置。
10. 一种接入等级检查装置, 包括:
确定模块, 设置为根据终端的状态接入等级禁止信息和所述终端在小区的 成员状态确定所述终端的状态相关接入等级禁止参数;
检测模块, 设置为根据确定的状态相关接入等级禁止参数进行接入等级检 查。
11. 根据权利要求 10所述的装置,其中,所述状态接入等级禁止信息包括以下至少 之一: 第一状态相关接入等级禁止参数、 成员状态调整因子、 接入等级禁止参 数,其中,所述接入等级禁止参数包括接入等级禁止因子和接入等级禁止时间, 所述第一状态相关接入等级禁止参数包括第一成员状态相关接入等级禁止参数 和第一非成员状态相关接入等级禁止参数, 所述成员状态调整因子的取值范围 为 0~1。 根据权利要求 11所述的装置, 其中, 所述确定模块包括: 第一确定单元, 设置为在所述状态接入等级禁止信息包括所述第一状态相 关接入等级禁止参数时, 所述终端根据所述终端的成员状态确定与所述终端的 成员状态相对应的第一状态相关接入等级禁止参数作为所述终端的状态相关接 入等级禁止参数, 其中, 所述第一状态相关接入等级禁止参数包括第一成员状 态相关接入等级禁止因子、 第一非成员状态相关接入等级禁止因子、 第一成员 状态相关接入等级禁止时间以及第一非成员状态相关接入等级禁止时间。
13. 根据权利要求 11所述的装置, 其中,
所述状态相关接入等级禁止参数包括: 第二成员状态相关接入等级禁止因 子、 第二非成员状态相关接入等级禁止因子、 第二成员状态相关接入等级禁止 时间以及第二非成员状态相关接入等级禁止时间;
所述确定模块包括: 第二确定单元, 设置为在所述状态接入等级禁止信息 包括所述成员状态调整因子、 所述接入等级禁止参数时, 根据所述终端的状态 接入等级禁止信息和所述终端在小区的成员状态确定所述终端的状态相关接入 等级禁止参数中的第二成员状态相关接入等级禁止因子和第二非成员状态相关 接入等级禁止因子; 第三确定单元, 设置为在所述状态接入等级禁止信息包括 所述成员状态调整因子、 所述接入等级禁止参数时, 根据所述终端的状态接入 等级禁止信息和所述终端在小区的成员状态确定所述终端的状态相关接入等级 禁止参数中的第二成员状态相关接入等级禁止时间和第二非成员状态相关接入 等级禁止时间。
14. 根据权利要求 13所述的装置, 其中, 所述第二确定单元包括: 第一确定子单元, 设置为当所述状态接入等级禁止信息包括所述成员状态 调整因子、 所述接入等级禁止参数时, 在所述终端是所述小区的成员终端时, 确定所述终端的第二成员状态相关接入等级禁止因子为所述接入等级禁止因子 及 1与所述成员状态调整因子的差值中的较大值, 在所述终端是所述小区的非 成员终端时, 确定所述终端的第二非成员状态相关接入等级禁止因子为所述接 入等级禁止因子及 1与所述成员状态调整因子的差值中的较小值; 或者
第二确定子单元, 设置为当所述状态接入等级禁止信息包括所述成员状态 调整因子、 所述接入等级禁止参数时, 在所述终端是所述小区的成员终端时, 确定所述终端的第二成员状态相关接入等级禁止因子为所述接入等级禁止因子 与所述成员状态调整因子的和, 在所述终端是所述小区的非成员终端时, 确定 所述终端的第二非成员状态相关接入等级禁止因子为所述接入等级禁止因子与 所述成员状态调整因子的差; 或者 第三确定子单元, 设置为当所述状态接入等级禁止信息包括所述成员状态 调整因子、 所述接入等级禁止参数时, 在所述终端是所述小区的成员终端时, 确定所述终端的第二成员状态相关接入等级禁止因子为所述接入等级禁止因 子, 在所述终端是所述小区的非成员终端时, 确定所述终端的第二非成员状态 相关接入等级禁止因子为所述接入等级禁止因子与所述成员状态调整因子的乘 积; 或者
第四确定子单元, 设置为当所述状态接入等级禁止信息包括所述接入等级 禁止参数时, 在所述终端是所述小区的成员终端时, 确定所述终端的第二成员 状态相关接入等级禁止因子为所述接入等级禁止因子及 1与所述接入等级禁止 因子的差值中的较大值; 在所述终端是所述小区的非成员终端时, 确定所述终 端的第二非成员状态相关接入等级禁止因子为所述接入等级禁止因子及 1与所 述接入等级禁止因子的差值中的较小值。
15. 根据权利要求 13所述的装置, 其中, 所述第三确定单元包括:
第五确定子单元, 设置为在所述终端是所述小区的成员终端时, 确定所述 终端的第二成员状态相关接入等级禁止时间为所述接入等级禁止时间与所述成 员状态调整因子的乘积;
第六确定子单元, 设置为在所述终端是所述小区的非成员终端时, 确定所 述终端的第二非成员状态相关接入等级禁止时间为所述接入等级禁止时间。
16. 根据权利要求 13-15中任一项所述的装置, 其中, 还包括:
获取模块,设置为获取所述终端的状态接入等级禁止信息包括的成员 /非成 员状态相关接入等级禁止参数或成员状态调整因子、 接入等级禁止因子及接入 等级禁止时间;
判断模块,设置为根据所述终端所在小区的 CSG ID和所述终端存储的包 含 CSG ID的白列表判断所述终端是否为所述小区的成员终端。
17. 根据权利要求 16所述的装置, 其中, 所述获取模块包括:
第一获取单元, 设置为通过接收携带有所述状态接入等级禁止信息的系统 广播消息获取所述状态接入等级禁止信息。
18. 根据权利要求 16所述的装置, 其中, 所述获取模块包括:
第二获取单元, 设置为获取基站指示的所述成员状态调整因子的值; 和 / 或 第三获取单元, 设置为获取预先配置的所述成员状态调整因子的值
