L'invention concerne un procédé de commande d'un équipement utilisateur permettant d'effectuer des mesures et un système associé, selon lequel procédé un contrôleur de réseau radio informe l'équipement utilisateur qu'il doit mesurer la fonction ANR et indique à l'équipement utilisateur les paramètres de rapport des mesures, lesquels paramètres comprennent la longueur prédéterminée, le seuil de mesure de la fonction ANR et le nombre maximal de cellules rapportées; l'équipement utilisateur mesure la fonction ANR et rapporte les résultats de la mesure qui satisfont aux exigences prédéterminées en termes de longueur prédéterminée, chaque rapport comprenant les résultats de la mesure de M cellules, M ne dépassant pas le nombre maximal de cellules rapportées. La solution technique proposée permet de résoudre le problème de l'art antérieur lié au manque de traitement spécifique ayant trait à la commande de l'équipement utilisateur devant prendre des mesures et l'élaboration de rapports concernant la fonction ANR, ce qui permet d'atteindre et mettre à jour périodiquement les nouvelles relations entre cellules voisines, d'assurer la continuité des appels entre utilisateurs et d'améliorer la qualité du service offert aux utilisateurs.
